Ashley Vansant, being duly sworn, on oath says
he is and during all times herein stated has been
Publisher of Roanoke-Chowan Publications, Inc.
publisher and printer of the The Roanoke-Chowan
News -Herald (the "Newspaper"), has full knowledge
of the facts herein stated as follows:
1. The Newspaper printed the copy of the matter
attached hereto (the "Notice") was copied from the
columns of the Newspaper and was printed and
published in the English language on the following
days and dates:
02/08/25
2. The sum charged by the Newspaper for said
publication is the actual lowest classified rate paid
by commercial customer for an advertisement of
similar size and frequency in the same newspaper
in which the Notice was published.
3. There are no agreements between the News-
paper, publisher, manager or printer and the officer
or attorney charged with the duty of placing the at-
tached legal advertising notice whereby any advan-
tage, gain or profit accrued to said officer or attorney

NOTIFICATION OF INTENT TO ISSUE A CONSENT ORDER
Public notice of intent to issue a State Consent Order to the
following:
The Town of Rich Square (P.O. Box 336, Rich Square, NC
27869) has requested Special Order by Consent No. S24-002
for its Rich Square WWTP, a 150,000 GPD wastewater treatment
facility under the authority of discharge permit NC0025437. The
Rich Square WWTP discharges treated wastewater to Bridgers
Creek in the Roanoke River Basin.
The Environmental Management Commission proposes to issue
the Order per Article 21 of Chapter 143, N.C. General Statutes,
and other regulations effective March 28, 2025.
Compliance with this Order will require the Town to complete
repairs at the Rich Square WWTP and implement management
plans. The Town of Rich Square shall comply with the NPDES
permit limits with the exception of the interim limitations identified
in the Order. This Order will expire on July 1, 2026.

Comments on the proposed Order received no later than 30
days after the publish date of this notice will be considered in the
final determination. A public meeting may be held if there is a
significant degree of public interest.
