Dear Mr. Nichols:
On February 19, 2025, Brian Lambe from the WIRO Regional Office of the Division of Energy, Mineral, and Land
Resources (DEMLR), conducted a compliance evaluation inspection for Northeast Brunswick Regional WWTP
located in Royster Road NE, Brunswick County, North Carolina.
The following observations were noted during the DEMLR inspection (please see the attached addendum for
additional information about your permit):
1)Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has NOT been adequately developed, recorded, and properly
implemented. The SPPP has not been updated for some time.The SPPP is missing required elements.
2) Qualitative Monitoring
Qualitative monitoring has NOT been conducted and recorded in accordance with permit requirements.
3)Analytical Monitoring
Analytical monitoring has NOT been conducted and recorded in accordance with permit requirements.Two
outfalls exist for the site, one is the roadside ditch,the second is the ditch to the north.
Other Observations:
Please review the inspection form and maintain the SPPP and monitoring requirements.
Please register for eDMR reporting through our website. You will need to register an additional outfall for the
site. Please provide this office with the GPS coordinates for all outfalls for the site.
Brunswick County holds three certificate of coverages (COC) for wastewater treatment plants:
1. NCG110147 Northeast Brunswick Regional WWTP
2. NCG110151 West Brunswick Regional WWTP
3. NCG110155 Ocean Isle Beach WWTP
Please review, update,and implement NPDES stormwater requirements on all three of these permits.
