The public hearing will please come to order. Please take your seats. Before we begin, I
ask that everyone take a moment and turn off or silence all cell phones and other
electronic devices as a courtesy to the speakers.
My name is Paul Wojoski, and I have been appointed by the Director of the Division of
Water Resources to serve as hearing officer for this hearing. I am the Section
Chief for the Water Quality Water Quality Permitting Section of the Division of Water
Resources, based in our central office in Raleigh.
At this time, I would like to introduce representatives from the Department of
Environmental Quality who are here tonight:

This hearing is being held under the authority of Title 15A of the North Carolina
Administrative Code 02H .0111. A Public Notice for this hearing was published in The

Washington Daily News in Washington, NC on Saturday, October 12, 2024 and posted
online to the DEQ website. The notice was also sent by email to the Water Quality
Certification Mailing Listsery on Friday, October 11, 2024 in accordance with state and
federal rules A QR code to view this notice, including the proposed rule language, is
available at the registration table.
The purpose of this hearing is to obtain public comment on the draft National Pollutant
Elimination Discharge System or "NPDES" permit NC0089168. Martin Marietta
Materials, Inc. has applied to renew their NPDES permit to discharge mine dewatering
and comingled stormwater from the Vanceboro Quarry, located off Welbourn Road,
near Vanceboro, NC, Beaufort County. This hearing is not a question and answer session
with DEQ staff; it is an opportunity for DEQ to obtain community feedback on the
permit application.
I will be preparing a written record of these proceedings. For this reason, the audio of
this hearing is being recorded. Written comments received by 5:00 p.m. on Wednesday,
November 20, 2024, will also be included as part of the record. Written comments may
be submitted to the email address or postal address found on the handout available at
the registration desk (short Fact Sheet). Equal weight will be given to both written and
oral comments.
I will now ask Derek Denard from the Division of Water Resources to make a short
presentation for the Draft NPDES Wastewater Permit NC0089168.
Thank you, Derek. That concludes the Division's presentation. At this time, we will hear
from audience members who have signed up to speak. I will call on those who signed up
to speak. We cannot guarantee that we will have time to hear from all who signed up to
speak, so please make your way to the podium as quickly and efficient as possible to
ensure that we are able to hear from as many people who signed up to speak as
possible in the time allowed. I will announce 5 speakers names at a time so that
speakers can prepare to make their way to the podium to save time. If your name has
been called as one of these 5 speakers you may quietly make your way to the isle
behind the podium as the speakers before you are speaking.

There will be a 3-minute time limit for providing comments. Staff will keep track of the
time to indicate when you have 1 minute left, 30 seconds left, (we could also use a
power point slide timer) and when your time is up. Speakers are encouraged to provide
a written copy of their comments.
Cross-examination of speakers will not be allowed; however, I may ask questions for
clarification. We ask that everyone respect the right of others to speak without
interruption. To ensure that everyone has a clear view of the proceedings, we ask that
you refrain from waving signs inside the meeting area. If anyone has a sign that was not
photographed at the registration desk, we ask that you place it along the wall so we can
take photos to include as part of the hearing record. (If they have signs).
I will now call speakers in the order that they registered. To ensure that our records are
accurate, please clearly state your name and, if applicable, the organization you are
representing. In addition, we ask that you identify other associations you may have that
have bearing on your input tonight. For example, if you are appearing on your own
behalf, but have obtained information from, or provided research to, another group
that is interested in this matter, please indicate so. Thank you for your cooperation.

Based on the public comments received, theinformation submitted in the application, ,
and in accordance with state and federal regulations, I will make a recommendation to
the director of the Division of Water Resources for their consideration in making a final
decision on whether to issue the permit or deny this application.
