Blounts Creek is a creek with swamp waters characterization with low stream velocity, low dissolved oxygen, and
lower pH ranges.The proposed permit renewal for the MMM Vanceboro Quarry lists the wastewater as not
containing oxygen-demanding waste and does not account for the Sediment Oxygen Demand and Biological
Oxygen Demand increase due to resuspension of sediment into the water column (Veenstra and Nolen 1991;
Spieckermann et al., 2022). Resuspension can lead to the release of nutrients and organic substances into the
water column which can exacerbate low oxygen levels during warmer months. Furthermore, resuspension will
impact water clarity through increased total suspended solids and increased phytoplankton biomass creating
more competition for natural benthic algae(Jin, van Leeuwen,Temmink, & Bakker, 2022;). Limestone mining can
have various impacts on surface and ground water including, but not limited to, alteration of flow, increased flood
recurrence intervals, reduced water quality, increased run-off, etc. (Ganapathi, Phukan, 2020).Among these
impacts,the alteration of flow, increased run-off, and increased pH could be potentially harmful to local_bectbic
insect populations that are adapted to acidic water chemistry, and intermittent flow. Blounts Creek like..
other coastal plain streams in North Carolina are classified as swamp waters or tidal salt waters. I am co"gad
that introducing these effects will make Blounts Creek more representative of a Piedmont stream and the lack of
Piedmont habitat nearby Blounts Creek to supply populations of benthic species fitting Piedmont stream
ecosystems will negatively affect the benthic ecosystem overall. These benthic invertebrates are useful indicators
of the health of any given system because they have limited mobility and cannot escape stressors that they are

exposed to.Their lifespans can be ranged from several weeks to several years, and the perm is requirem ant of
one Benthic Survey at the end of 5-year perm t with the last survey being conducted in 2018 would not be useful
for determ hing if biological integrity of the system is m antained. Following standard procedure for benthic
collection, Swam pwaters are sam Oed during the winter m cnths (Feb-M arch) when flowing waters are present
and when detecting differences in the com m unity is natural.To adequately gauge biological integrity, surveys
should be conducted on a yearly or once every other year and before operations begin discharging.
This undisturbed and natural wetland system likely provides a host of ecosystem services such as erosion
m tigation, sedim ant trapping, carbon storage, and natural flood defense as well as providing unique habitat for
fish, benthic organism 4 and birds (Liu, Fagherazzi, Cui, 2021), which is at risk from nearby m hing operations and
discharge. Additional surveys and assessm efts need to be done to adequately determ he the potential im fact of
these operations.

The "Our Mission" site of NC DEQ's webpage reads, "Providing science-based environmental
stewardship for the health and prosperity of ALL North Carolinians."
The word steward is generally accepted to mean to take care of, be responsible for, act in the best
interests of, protect, and conserve something, and in the case of the DEQ, NC's environment first and
foremost for its citizens.
There is no version of allowing Martin-Marietta to do what they say they will do and yoL. ; f - they will
do without entirely destroying the current ecosystem of Blount's Creek as it has evolved over thousands
of years or more. This would likely permanently negatively affect not only the current carefully evolved
ecosystem but also all of the recreational opportunities including fishing, crabbing, paddling, boating,
wildlife viewing, and birding.
My sons, my friends, my fellow paddlers in the Lumber River Canoe Club and Friends of Sampson County
Waterways, and myself believe the current ecosystem of Blount's Creek rich in natural life and natural
and economic value is worth more than some limestone and Martin-Marietta's stock price.
Consider the economic negative impact to the local econo because of the loss of everyone who stop
coming to or never come to a dead creek to fish, crab, br `-view wildlife, paddle, and/boat, and
subsequently support local shops, restaurants, accommodations, and more.

Once the perm f is issued, the m cnitoring is irrelevant because the ecosystem will be destroyed before
any enforcem Ent m Easures could be enacted to prevent its destruction. M artin-M arietta will not be
able to corn Oy with perm it lim is in the events of hurricanes and other excessive rainfall.
The only entity that gains anything from the issuance of this perm f is M artin-M arietta. Everyone who
lives and does business in the Blount's Creek area, and everyone who does and ever would have
engaged in any recreation activities in the Blount's Creek area, and everything that currently lives and
will definitely die in Blount's Creek unnecessarily loses m cre.
The DEQ's website says, "The North Carolina Departm Ent of Environm Ental Quality (DEQ) is the lead
stewardship agency for the protection of North Carolina's environm ental resources"
I strongly encourage the N.C. Dept of Environm ental Quality to not issue this perm t.

permit. The discharge of up to 12 million gallons of water upstream in the creek would drastically
alter the PH of the creek, eliminating and harming many different fish and wildlife species. The
state law is clear: a discharge of waste cannot change the species composition of a stream from
its natural state.The creek is a designated nursery area for many saltwater fish species like trout,
flounder, drum, spot, croaker, and more. Our fisheries are a public trust recourse and this creek
should be protected as the nursery area it is designated by the state. As someone who often
fishes in and enjoys the beauty of this creek it would be terrible to see this fishery be destroyed
and the habitat altered for the worse. NCDEQ should not reissue a NPDES permit to Martin
Marietta Materials for its Vanceboro Quarry.

I am writing to express my concerns regarding the reissuance of an NPDES permit allowing
Martin Marietta to discharge up to 12 MGD of untreated water from it's planned Vanceboro
quarry into the upper reaches of Blounts Creek, a pristine waterway designated as a "primary
nursery area" by the State of NC for important aquatic species.
I am a licensed professional engineer in NC with nearly 50 years as a consulting engineer
representing both public and private clients in NC. I have prepared numerous environmental
assessments and two full environmental impact statements (EIS) in support of NPDES Permit
requests. In each case, requirements include evaluation of alternative actions and frequently
form the basis for special conditions which balance the needs of the permittee with those of the
citizens of NC as NPDES Permits are issued.
There can be no doubt that the discharge of up to 12 MGD of untreated groundwater into the
upper reaches of Blounts Creek will permanently alter the ecosystem of this primary nursery
area. Thus, as NC DWQ reviews this Permit request, there are a number of special conditions
that I believe will allow Martin Marietta to proceed with the development of the mine in a
responsible way.
These conditions are summarized below:
1) It is likely that Martin Marietta's requirements for groundwater withdrawal will be less that 12
MGD in the early years of operation of the mine. Thus on an annual basis, Martin Marietta
should be required to submit it's projected groundwater withdrawal volumes for the ensuing year
to the Division's Chief Hydrologist for approval.
2)The maximum daily rate of discharge of groundwater into the upper reaches of Blounts Creek
should be limited to no more than 1.0 times the average annual daily (365 day basis)
groundwater withdrawal, not to exceed 12 MGD. This may require Martin Marietta to add onsite
retention ponds prior to discharge but should not be an unreasonable imposition on a 650 acre
site.
3) Martin Marietta should be required to complete and submit a full Environmental Assessment of

the ecosystem of Blounts Creek prior to allowing any discharge from it's planned m ning
operation.As a m him u mthis assessment should discuss all relevant water quality parameters
and how changes from "unnatural" causes, including the intentional discharge of groundwater,
will im pact aquatic species. A com Mete inventory of plants, invertebrates, m dlusks, shellfish and
fin fish along with all m a m mIs and birds that currently depend on a healthy Blounts Creek for
existence shall be identified.All species that are on the State's listing of endangered or protected
species shall be identified. The Assessm ent shall address the potential changes water quality will
have on any listed species.
4) M artin M arietta should be required to subm I annually a reassessm ent of the ecosystem of
Blounts Creek by a qualified environmental scientist who shall identify any changes in the
ecosystem attributable to the m ning discharge. When any such changes are identified (and
there will be changes), M artin M arietta shall be required to subm it a plan of action to address
these changes.
In addition, while not a requirem ent for an NPDES Discharge Perm t, M a-tin M arietta should be
required to address the potential im pacts of it proposed groundwater withdrawals on public and
private wells that m jht be affected.
I respect the duty NC DWQ has to balance the needs of industry while protecting the interests of
citizens in m anaging the public trust waters of North Carolina. I sincerely believe that appropriate
Special Conditions im posed on M atin M arietta can be the basis for a responsible path forward.

Hello Staff of the DEQ,
Please do not allow a mining company access to our wonderful and diverse watershed in the Pamlico
River and sound. Many companies like this either underreport the amount of pollutants they release or
simply pay the fine on the chin and get off scoff free.
As someone who has worked with and for the Division of Marine fisheries (see Ami Staples), I would
like to preserve this crucial habitat for our native gamefish and other charismatic species.
This move will disrupt the salinity of a crucial spawning and wintering ground for many inshore
species , which can lead to further trophic consequences that will bring more harm than good.
As someone invested in the future -' ,N:g�:tth Carolina's ecosystems and natural resources, I appreciate
the time taken to read my email.
