She sent out an inspection report to the responsible party, I will forward it to you as well. Some of the issues were: -The ditch between 23/24 was disturbed and possibly re-graded, silt fence and silt fence outlets installed across the ditch and it is now unstable causing sediment to enter the creek on multiple occasions. No measures were shown on the plans in this area and the silt fence was on edges of the easement, not in the ditch. The plans need to be updated to reflect these changes, or the ditch needs to be permanently stabilized and measures removed. Please let us know how this will be addressed. -On site,the creek appeared to be driven through, while the plans show no stream disturbance. Silt fence was installed several feet away from the edge of the creek as opposed to where it is shown on the plan. The plans need to show where they will drive to reach the other side of the creek and the measures need to be installed in accordance with the plan. Is the intent to clear the entire buffer through the corridor or only to the areas where it will be bored under the stream?This needs to be clarified. -Technically the permit for the septic areas has not been approved yet, so they should not have started on site. And, what the did install was not consistent with what has been submitted. Please let me know if you have any questions. Recapping our conversation for the good of the group: As this was a no-impact project, no permitting was required and no previous impacts would be built upon. My recommendation to proceed is to submit an after-the-fact permit application so we can capture this, and any other septic crossings you anticipate. If the maintenance corridor would exceed 1/10th acre, mitigation at 1:1 would be requested. Otherwise, it'll be a no-loss temporary impact. Once you get right with the County and any other entity that requires it, I am okay with work proceeding (get that area in and stabilized as quickly as possible)while the ATF permit is processed. I hope you are doing well.I am writing to you to notify you of impacts to the stream and wetlands at Eason Farm due to future septic line installations. Please see the attached Septic Layouts and Septic Impacts maps. We have cleared a 10'to 15'(enough room for a mini ex)path from the rear silt fence line to the future septic area at lots 21-25. As you can see on the maps,Lots 21-25 have a stream and associated buffer and Lot 24 also has a wetland that could not be avoided because it crosses the width of the lot. The septics have not been installed but the impact across the stream and wetlands will consist of a 2"pvc line in the already cleared areas. The paths through the buffer and wetlands have been temporarily mulched and covered with leaf litter as well. Currently these areas are stable. The crews also cleared the future septic areas and silt fence will be installed and denuded areas temporarily seeded. Unfortunately,these septic areas along with Lot 17 were not included in our original Erosion Control Plan so we are going to revise our plan with Johnston County before these septic areas are installed. What actions will we need to take with your office to remain in compliance with USACE for these impacts? I believe Charles mentioned a NWP 26 does allow for these impacts but we wanted to verify with you and give you all of the information. Thanks so much for your help navigating this process with us.
