Mr. Reed:
A Compliance Evaluation Inspection performed at the Ready Mix Concrete Plant in
Rougemont, NC on October 15, 2024 by Thad Valentine of the Raleigh Regional Office verified
that industrial materials were present at the time of the inspection. Your recent request to
keep the NCG140130 permit, but to discontinue stormwater and wastewater monitoring is
hereby disapproved, based on the following conditions:
• There shall be no industrial activities taking place, no stockpiles of raw materials
(to include chemical additives) stored on the site, or wastewater or stormwater
industrial discharges while the permittee is not monitoring. The attached
inspection report will provide additional details for the denial of this request.
Once the issues outlined in this letter and the attached report have been
addressed,you may once again apply for Dormant Status for the facility.
• A copy of this letter must be maintained with the facility permit and associated
plans and records for the life of the permit.
