HomeMy WebLinkAboutNCS000454_MS4 Annual Report (2023-24 FY)_20240624 (3) Ale •% 4Pj June 24, 2024 Mr. Isaiah Reed MS4 Program Coordinator NCDEQ DEMLR Stormwater Program 512 N Salisbury St, 6th floor Raleigh, NC 27604 Mr. Reed, Since the renewal of our MS4 Phase II permit in August 2023,the Town of Stallings has consistently worked to achieve Permit Year 1 goals and planned for continued compliance for the remainder of the permit cycle.The Town obtained the consultant Bolton &Menk, Inc.to conduct an internal audit of the program which was completed in February 2024,which demonstrated significant effort toward compliance and identified remaining needs.Subsequently,we have contracted the firm to assist us in completing Permit Year 1 goals, including the development of an MS4 Administrative Manual.This manual will include written procedures for all program components,to serve as a reference and provide continuity for staff as the program continues to develop.Additionally,we have identified support services and developed a detailed Fiscal Year 2024-2025 budget to achieve Permit Year 2 goals.To ensure continued adequate program funding,Town Council approved an increase in the Stormwater Utility Fund rate in the past year, and we have recently completed a parcel analysis which will increase fee collections significantly. Per our recent correspondence with you regarding Stormwater Management Plan (SWMP) revisions, we have elected to submit our Annual Report early and thus not all Permit Year 1 goals have been completed to date, but will be prior to end of our permit year on July 31.Table 1 attached lists Permit Year 1 goals with status of compliance as of June 14, 2024. Please note that several goals will be completed with development of the MS4 Administrative Manual,which will be completed prior to July 31.Table 1 also notes completed status of a few Permit Year 2 goals which we intend to achieve during this permit year. In consultation with Bolton &Menk following the internal audit,we propose revisions to our approved Stormwater Management Plan (SWMP), summarized in Table 2 attached. Redline and final draft of revised SWMP are also attached.The revisions include rescheduling some of the Permit Year 2 goals to Permit Year 1, as noted above.We believe the revised plan still meets the requirements and intent of our MS4 permit.
