To Whom It May Concern:
The Raleigh-Durham Airport Authority (Authority) respectfully submits an original and one copy of the
calendar year 2023(CY2023)Annual Report, in accordance with NPDES Permit No.NCS000588(Permit).
The current NPDES Permit(Permit),referenced above,for the Raleigh-Durham International Airport(RDU)
is dated May 12,2017.A permit renewal application was submitted to DEMLR via certified mail as well as
emailed to Brianna Young (Brianna.Young(a ncdenr.(_,,ov) on September 21, 2021. Between June 29, 2023
and January 4,2024 multiple emails were exchanged between the Authority and Brianna Young to provide
additional information and clarification.
A draft NPDES permit was received January 31, 2024. The Authority submitted a request for extension on
comments which was granted on February 19'. Comments are due back to NCDEQ on April 8, 2024. Until
a new NPDES permit is received, the Authority and its Co-Permittees will continue operating under the
expired Permit as automatic authorization to discharge beyond the expiration date is granted in Part III.B.I.
The Authority prohibited the use of Urea as a pavement deicer in June 2012.
As part of the Permit renewal application process, stormwater samples were collected on January 25, 2021
at Outfalls 001, 002, 003, 004, and 016 for analysis of Benzene, Toluene, Ethylbenzene, and total Xylenes
(BTEX),Total Nitrogen,Total Phosphorus,Oil&Grease,and Total Suspended Solids(TSS). Samples were
also collected for Detergents (MBAS) at 001, 002, 003, 004, and 007. Discharge Monitoring Reports
(DMRs)were submitted in January 2021.

On March 16, 2021, samples were collected for Acute Toxicity and Propylene Glycol analysis at Outfalls
001, 003, 004, and 007. DMRs were submitted in March 2023. Additionally,an Acute Toxicity report was
submitted to the NCDEQ Division of Water Resources Environmental Sciences Section via certified mail.
Prior to 2021, stormwater sampling was reduced to once per permit cycle for all stormwater locations.
Since sampling is gently required once per permit cycle, no additional samples have been collected.
Please find enclosed the visual monitoring reports, the total glycol usage data, and pavement deicing data
for CY2023. This report was also emailed to Brianna Young with DEMLR.

2. Numbers reported are in gallons and only for amount of glycol used.
3. Type IV glycol used for anti-icing and is used at 100% (no water added) concentration.
4. As of June of 2012, urea is no longer allowed to be used on RDUAA property.
5. Permit NCS000588 became effective 5/12/17. Renewal application submitted in Sept. 2021.
