HomeMy WebLinkAboutNCC233538_MODIFICATION Supporting Documents_20240409 • WILSON NORTH CAROLINA March 26, 2024 To: Morkos Youseff Meraki Holdings Group, LLC 2117 Forest Hills Road Wilson, NC 27893 SUBJECT: Local Sedimentation and Erosion Control Program Approval 3649 Ward Blvd Fill Area EC-082123-01 Mr. Youseff, The City of Wilson approved the disturbance of 1.5 acres on November 2, 2023 for the construction of the 3649 Ward Blvd Fill Area project. The City of Wilson received a revised submission for an erosion control plan from Green Engineering for the construction of the 3649 Ward Blvd Fill Area project on March 14, 2024 for the disturbance of an additional 2.2 acres. Thus, bringing the total disturbed area to 3.7 acres. Green Engineering has addressed all outstanding comments. Thus, the plan is approved. Please note the existing COC must be revised with NCDEQ prior to disturbing the additional 2.2 acres. This plan approval shall expire three years following the date of approval, if no land- disturbing activity has been undertaken, as required by 15A NCAC 4B .0129. This approval was based partially on the accuracy of the information provided in the Financial Responsibility Form. You are requested to file an amended form if there is any change in the information included on the form. The City of Wilson has been granted delegated authority from the North Carolina Division of Energy, Mineral and Land Resources to regulated land disturbing activities subject to the Sedimentation Pollution Control Act of 1973. This Act is performance oriented, requiring protection of existing natural resources and adjoining properties. If the approved sedimentation and erosion control plan is inadequate to meet the requirements of the Act, this office may require revisions to the plan and implementation of the revisions to insure compliance with the Act. Acceptance and approval of this plan is conditioned upon your compliance with all Federal, State, and City of Wilson's ordinances as applicable to this land disturbing activity. Please be aware that this letter gives the notice required by G.S. 113A-61.1(a) of our right of periodic inspections to insure compliance with the approved plan. As of April 1, 2019, all new construction activities are required to complete and submit an electronic Notice of Intent (eNOI) form requesting a Certificate of Coverage (COC) under the NCG010000 Construction General Permit. After the form is reviewed and found to be complete, you will receive a link with payment instructions for the applicable annual permit fee. After the fee is processed, you will receive the COC via email. As the Financially Responsible Party shown on the FRO form submitted for this project, you MUST obtain the COC prior to commencement of any land disturbing activity. The eNOl form and fee details may be accessed at deq.nc.gov/NCG01. Please direct questions about the eNOl form to the Stormwater Program staff in the Raleigh central office. If the owner/operator of this project changes in the future, the new responsible party must obtain a new COC. After you submit a complete and correct NOI Form, a COC will be emailed to you within three business days. Title 15A NCAC 4B .0118(a) and the NCG01 permit require that the following documentation be kept on file at the job site: 1. The approved E&SC plan as well as any approved deviations/revisions; 2. The NCG01 permit and COC; and 3. Records of all required inspections made during the previous 30 days. The General Contractor or delegated agent is required to set up an erosion control pre- construction meeting (before construction begins) with the City Staff.
