Inspection Summary:
Complaint received from a local resident via David May, Supervisor,Water Quality, WARD, Div. of Water Resources- NC
DEQ. Site inspection was conducted on 3/20/2024. Met with Michael Ward, Plant Manager. Following issues were noticed
at the site:
1. This site doesn't have an SWPPP plan.
2. This site has never conducted any analytical/qualitative monitoring.
3. The discharge to surface stream (Duck Pond Creek, class SC) is taking place via a ditch that collects stormwater around
the periphery of the plant boundary and leads stormwater to the designated outfall. There's a berm wall around 5-7 feet high
between the receiving stream and the asphalt plant. This site is storing aspahlt pile in open. Over time, that asphalt pile has
encroached on top of the berm wall and is now much higher than the berm wall.This may cause asphalt to wash off with
stormwater discharged into the receiving stream along the slope of the berm wall. Also, the asphalt pile has covered the
peripheral ditch and thereby blocking it.
4. The weight of asphalt pile may have damaged of the berm wall around /directly under the pile.
5. Poor housekeeping around the ditch leading to blockages was observed.
Following are the corresponding recommendations for this site:
1. SWPPP plan to be updated. Going fdorward SWPP to be reviewed and updated annually. Periodic Qualitative and
Analytical monitoring of stormwater samples to be conducted as required by the NCG16 permit conditions. The permit

2. The site to conduct periodic analytical /qualitative monitoring as required by the NCG16 permit conditions.
3. Asphalt pile to be moved inside of the plant so that it doess not directly touch/sit on top of the berm wall. Also, clear up
the part of the peripheral ditch under the asphalt pile in order to convey stormwater to the outfall.
4. The plant management needs to inspect berm wall and outfall structure and subsequently carry out necessary repairs.
5. Housekeeping around the peripheral ditch needs attention.
