If the resubmission is made on-time, we anticipate being able to review the submission by late August/early September. Please refer to 15A NCAC 02H .1003(3)(d) for the rule with regard to only being required to treat the net increase in BUA. As for Comment 6 (Prior Comment 7.b.i.2.) from the 5/22/23 email, this is asking for the percent BUA for the drainage area to the SCM to be included on the Supplement-EZ Form. For example, if the drainage area to an SCM is 169,222 sf and a total of 141,167 sf of BUA is located within this drainage area, the percent BUA for the drainage area to the SCM would be 83.4% \[141,167 sf / 169,222 sf = 83.4%\] and this value would be placed on Line 18 in the Drainage Area 1 column (similar to how the percent BUA value for the entire site is included on Line 18 of the Entire Site column). NOTE: When calculating the percent BUA for the entire project area, the methodology shown in 15A NCAC 02H .1003(1)(b), which excludes the existing BUA, can be used. For example, for a project area of 300,154 sf with a total of 227,221 sf of BUA (205,465 sf of existing BUA and 21,756 sf of new BUA), the percent BUA for the site would be 22.98% \[(227,221 sf – 205,465 sf) / (300,154 sf – 205,465 sf) = 22.98%\] which is significantly less than the percent BUA calculated using the methodology outlined in 15A NCAC 02H .1003(1)(a) \[227,221 sf / 300,154 sf = 75.7% BUA\]. NOTE: Excluding the existing BUA from the percent BUA calculation can only be done for project areas and not for SCM drainage areas (per 15A NCAC 02H .1003(3)(b), any off-site or existing areas draining to an SCM must be accounted for at their full build-out potential). NOTE: Existing development/BUA is defined in 15A NCAC 02H .1002(17). Let me know if you have any other questions.
