In accordance with your application, we are forwarding herewith the subject Certificate of Coverage Number SWG040162, along with a copy of the General Permit, for the construction of a linear utility line project with associated incidental built-upon area. The General Permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and Title 15A NCAC 2H .1000, the stormwater management rules. Please take notice that this Certificate of Coverage is not transferable except by action to and approval by DEMLR. The DEMLR may require modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal requirement to obtain other permits which may be required by the Division of Energy, Mineral and Land Resources, the Division of Water Resources, Coastal Area Management Act, or any other Federal, State, or Local agency, law, rule, or ordinance. On the application, the BUA is listed as 2.57 ac, whereas the plansets are listed as 2.54 ac. Once, you are able to correct this, go ahead and send in the plan sets and the application in (with a notarized original signature)! Thank you for being patient throughout this process. Morning Kaitlin, I’m not sure I understand the comment. The plans are at 1”=200’ scale when plotted on a 34”x22” sheet. If you print it at half size onto an 11”x17” page, it would be 400 scale. We have both a graphic scale on the sheet as well as the scale noted in the title block. We do not have the acreages of the project area or BUA listed on the plan sheet, but if you would like us to do that I can. The area numbers provided were directly from taking the square footages out of the cadd drawings. Learn why this is important External Email Hi Dyanna, The whole 17 miles is your project area, not your BUA. That is what I meant by that answer. So the BUA would be the actual BUA you are putting on site (and any existing BUA) and the project area would be the 17 miles. To clarify, we are not asking for the easement, we are asking for the project line delineation to scale, so that the area’s measurements can be confirmed. The project area can be the limits of disturbance, the offset from the transmission line, etc., it just needs to be consistent with the areas provided throughout the submittal. This project is complicated as it traverses 2 counties, only one of which requires the state SWG04 review. The 17 miles and 224 acres is the entire project length. We don’t, at this time, have a comprehensive document showing all of the B&D for the easement since some of it is in very old prescriptive easement that was not changed. The survey group we contracted with has individually recorded documents from the linework we provided for each parcel for recordation purposes. Can we give you copies of all of the recorded easement documents? As for the BUA area question, please see the attached email. If I’m supposed to revise the application in some way other than what I was directed to, I’d be happy to. Again, should this apply to ALL of the regulator stations along the whole pipeline, even the ones that are not in Union County? This all might be easier to discuss over the phone. Learn why this is important External Email Dyanna, For further clarification, we need to be able to manually confirm the areas provided to us in the application. The project area should be able to be measured with a scale and the area confirmed. Providing a metes/bounds or dimensioned boundaries is helpful for this. Additionally, ensure that it is clear what the boundaries are, and that the entire area is clearly shown in a way that can be confirmed. Per Kaitlin’s email:  BE sure to include the ENTIRE project area in the map frame to provide clear bounds of what the project area is (the 17 miles we discussed previously). Currently the line appears to extend beyond the map frame past the (MLV-1? It is not labeled in the “Key Map”). The proposed launcher is equipment that needs to be installed as part of the Federally mandated update to gas transmission systems, requiring the ability to do in-line inspections for public safety. The regulator station that will also be installed is a transfer location for gas flowing through the transmission main to be diverted into the distribution system serving local PNG customers. The BUA of this site was reviewed and minimized to the maximum extent practicable in accordance with PNG operational guidelines.
