This application is for The Goodyear Tire & Rubber Company, Fayetteville facility, located at 6650 Ramsey Street in Fayetteville,North Carolina. Note that the facility is also authorized to discharge non-contact cooling water, cooling tower and boiler blowdowns under the general permit NCG500000, specifically authorized under the certificate of coverage (COC)NCG500153. NCG500000 was effective December 1, 2020 and is valid until November 30, 2025. Therefore, discharges covered under COC NCG500153 are not included in this renewal application. Based on a letter Mr. Michael Lawyer, Environmental Program Consultant for the DEMLR, dated January 24, 2020, discharges from SDO 002 are representative of SDO 001 at the Fayetteville facility; therefore, monitoring results presented only include information for SDO 002. There have been no changes to the facility that would change this previous representative outfall determination; therefore, Goodyear seeks to continue to utilize SDO 002 monitoring results as representative outfall for SDO 001. A description of the facility operations, treatment, storage and disposal for these materials is provided below. Operations Goodyear manufactures rubber tires for consumer use at the Facility. The Facility utilizes various oils,chemicals, and additives in the manufacturing process which are performed indoors. Raw materials are delivered through the loading docks located on the southwest portion of the manufacturing building or directly into exterior above-ground storage tanks (ASTs) located throughout the Facility through truck loading/unloading areas and a railcar unloading rack. All raw materials are unloaded and stored under cover to prevent exposure to precipitation. The Facility collects various liquids utilized throughout the manufacturing process including wash waters and processes them in an onsite wastewater treatment plant prior to discharge to the sanitary sewer. One oil/water separator(OWS) is associated with the wastewater treatment plant. A second OWS is located adjacent to the South End Tank Farm and adjacent truck unloading area where any accumulated oil is removed from stormwater prior to discharge. Recovered oil is stored in ASTs or 55-gallon steel drums within secondary containment.Non-contact cooling water and cooling tower/boiler blowdown are discharged to stormwater under a separate general permit. Additionally,forklift vehicle maintenance activities are conducted on-Site, however new motor oil usage is less than 55 gallons per month, and all such activities occur indoors with no exposure to stormwater. Parts and machines are washed indoors within the forklift maintenance shop and generated water is transferred to the onsite wastewater treatment plant for treatment prior to discharge to the sanitary sewer. Stormwater Discharges: Stormwater at the Site is discharged as Point Source discharges that consist of discharges from existing stormwater conveyance systems and overland flows. The Facility utilizes engineered conveyance systems consisting of catch basins, drop inlets, roof drains, culverts, drainage swales/ditches,and subsurface piping that convey stormwater to one of two stormwater discharge outfalls(SDOs)that have been identified to monitor and assess Point Source stormwater discharges from the Site as shown on Figure 3. A summary of the outfalls and the associated drainage areas at the Facility follows: Outfall 001: Outfall 001 is located in the eastern portion of the Facility, near the southeast corner of the warehouse building, at the confluence of two stormwater drainage ditches. These stormwater ditches collect runoff from the center, north, and eastern portions of the Facility and roof drains from much of the manufacturing building and warehouse building. Outfall 001 receives discharges from unloading areas, parking areas, equipment storage/staging areas, raw material storage areas,and undeveloped grassy or wooded areas. Outfall 001 also receives authorized non-stormwater discharge consisting of non- contact cooling water and cooling tower/boiler blowdown. Following inspection, discharges from the containment areas of several ASTs are also conveyed to Outfall 001. Discharge from Outfall 001 flows to the east-southeast through an unnamed tributary directly into the Cape Fear River. Outfall 002: Outfall 002 is located in the southwestern portion of the Facility on the south side of Melstone Drive and conveys drainage from the west and southern portions of the Facility and discharges from roof drains on the manufacturing building. Outfall 002 receives discharges from the southern truck unloading area, the railcar unloading area,the South End Tank Farm OWS,parking areas, equipment storage/staging areas, raw material storage areas, and undeveloped grassy or wooded areas. Following inspection, discharges from the containment areas of several ASTs are also conveyed to Outfall 002. Discharge from Outfall 002 flows to the west into Carver's Creek that subsequently discharges into the Cape Fear River south of the Site. The topography of the Site is relatively flat. Carver's Creek is located approximately 400 feet to the west-southwest of the Facility and the Cape Fear River is located approximately 5,000 feet southeast of the Facility (Cape Fear River Basin). The locations of industrial activities as well as stormwater conveyance features at the Site are shown in Figure 3 (Attachment 3a). Minimizing Exposure: • Industrial materials are stored indoors to the extent possible. • Conduct activities such as cleaning of equipment and Maintenance of equipment/forklifts under roof or in contained areas. Preventative Maintenance: • Preventive maintenance is performed as needed on all storage containers, storm water management devices,pipes,pumps,material handling equipment, material bulk storage areas,and loading/unloading equipment, as applicable. Inspections• • Visual inspections of the storm water runoff and BMPs are performed semiannually or more frequently should circumstances dictate. • Equipment needing repair and/or evidence of leaks and spills is noted and corrected. • Semi-annual site inspection is performed for SWPPP and NC DEQ Permit compliance. Spill Prevention and Response: • Potential spill areas and drainage routes and proper spill clean-up procedures have been identified. • Proper reporting and record keeping of all spills is part of the SWPPP and the SPCC Plan for the Facility is incorporated by reference. Management of Runoff: • Runoff is managed through implementation of BMPs identified in the SWPPP. Employee Training Program: • Annual employee training of appropriate personnel will be conducted at the Facility.
