Re: Bypass of denitrification filters, December 19, 2023. Incident #202301696
Dear Mr. Bullock:
On December 17, 2023, the City of Kinston had to bypass part of its treatment process (the
denitrification filters).
As you are aware, the entire day was one inundated with severe weather which unleashed a tremendous
amount of rain on us and it finally began to effect plant operations. All basins remained in service along
with our EQ basins but with flows over 15 MGD, we began to experience heavy pin flocking from our
clarifiers and at 9:03 pm, we had to start bypassing the filters. As you are aware, the filters are the last
stage of treatment prior to UV disinfection and final discharge to the Neuse River.
The State (Mr. Bullock) was notified the following day around 4:00 pin.
Influent flows peaked at 16.40 MGD during the event with rainfall totaling 3.50 inches.
Total gallons wasted from the clarifiers for the month of December so far is 618,296 gallons.
Filters were put back on line at 10:39 am, Wednesday, December 20, 2023. Influent flows had finally
subsided to just under 5 MGD.
Data available so far:
• TSS for December 18, 2023 is 244 mg/L
• TSS for December 19, 2023 is 140 mg/L.
• TSS for December 20, 2023 is 2.64 mg/L
The City will follow up after the holidays with the remaining TSS data and any pertinent information
related to this event.
Solids within the basin remain constant with where we should be at this time of year. We are at full
operations with our dewatering and sludge removal.
