SUBJECT: Delegation of Pretreatment Program Signatory Authority
Fayetteville (PWC) Pretreatment Program
Cumberland County
NPDES Permit NCO023957 and NCO050105
Section 28-61 of the City of Fayetteville's Sewer Use Ordinance (SUO) designates the General
Manager of PWC as the administrator of the municipal wastewater system and pretreatment
program. The SUO also states that any powers granted to or imposed upon the General Manager
may be delegated by the General Manager to other PWC personnel.
I hereby delegate the overall responsibility of the Public Works Commission's Pretreatment
Program to the Environmental Systems Protection (ESP) Supervisor.
This designation provides the Environmental System Protection Supervisor with the authority to
sign all required documents under the pretreatment program, with the exception of the issuance
and/or modification of permits and the issuance of civil penalties.
