Outdoor areas of the facility were inspected, including a clean water diversion on the perimeter of the property, storm drain inlets in the wood storage area, the dry detention pond stormwater control measure (SCM), and the inlet and outlet area of this pond. The pond was not retaining water other than a puddle below the inlet pipe, and vegetation (grass, trees, and cattails)was covering the pond bottom. A dry streambed was seen in the low wooded area north of the detention pond. This dry stream directs water through the site from east to west and eventually through a culvert under the railroad track on the northwest border. A concrete riser was located at the northwest end of the detention pond, with a corrugated plastic pipe outlet that discharges into the dry streambed through a riprap dissipation pad. The narrow west-facing side of the pond also had a riprap emergency spillway. The outlet of the riser appears to be a point source outfall to the dry stream, but discharges from this riser appear to be quite rare given the cleanliness of the rock and pipe and lack of erosion at the outlet. Sampling for the permit has been occurring at the inlet to the detention pond, where the storm drain system releases water into the SCM. Questions were raised about whether the sampling location should be moved to the pond outlet, as well as the possibility of rescission based on the size of the detention pond.
