Incident #202301375 Dear Mr.Bullock: On September 23, 2023, the City of Kinston had to bypass part of its treatment process (the denitrification filters). As you are aware, Tropical Storm Ophelia unleashed a tremendous amount of rain on us and it finally began to effect plant operations. All basins remained in service along with our EQ basins but with flows over 19 MGD, we began to experience heavy pin flocking from our clarifiers and at 2:22 pm, we had to start bypassing the filters. As you are aware, the filters are the last stage of treatment prior to UV disinfection and final discharge to the Neuse River. The State (Mr. Bullock) was notified within minutes via text Saturday and Sunday, along with an email Monday. Influent flows peaked at 19.17 MGD at the beginning of the event with rainfall totaling 4.60 inches. Shortly after bypassing, we had an Effluent spike of 29.54 MGD going out the back of the plant. We can not explain that... individual flow readings from the lift stations doesn't reflect that type of spike. Total gallons wasted from the clarifiers from September 17- 21 was 233,299 gallons. We could not waste during the storm due to the valve to holding tank #1 breaking when the operator went to open it. Filters were put back on line at 10:51 am, Monday, September 25, 2023. Influent flows had finally subsided to 5.26 MGD. No lab data is available yet. Will be updated next week. Solids within the basin remain constant with where we should be at this time of year. We are at full operations with our dewatering and sludge removal. Synagro just recently cleared both sludge pads.
