Subject: Draft NPDES Permit NCO060577
Beachwood WWTP
Grade WW-2 WPCS
Wake County
The Division has reviewed your request to renew the subject permit. Enclosed with this letter is a copy
of the draft permit for your facility. Please review this draft carefully to ensure your thorough
understanding of the information, conditions, and requirements it contains.
The draft permit includes the following significant changes from the existing permit:
➢ A reopener condition for all Neuse River discharge permits has been added at Part I. (A.) 5.
➢ Electronic data submission requirements have been updated.
The segment of the Neuse River to which your facility discharges is listed as an impaired stream on
North Carolina's 303 (d) list. Currently, the stream does not meet all water quality standards. If the
limitations in the current permits for facilities discharging to this segment of the Neuse River do not
result in improved water quality, removal of discharges may be necessary for the health of the stream.
We will continue to monitor compliance at your facility. If noncompliance with your permit's effluent
limits is shown to be a direct cause of stream degradation to this segment of the Neuse River, the
Division will recommend removal of your facility's discharge.
The NPDES standard conditions (Parts II, III, and IV) that are a part of the permit are not included in
this draft document (cover, map, and Part I). The conditions are the same as in your current permit
except that agency and division names have been updated. The latest version is available at
https://bit.ly/3k5NFaL and can be viewed online or downloaded as a PDF file.
With this notification, the Division will solicit public comment on this draft permit by publishing a
notice in newspapers having circulation in the general Wake County area, per EPA requirements. Please
provide your comments, if any, to me at the e-mail address below no later than 30 days after
receiving this draft permit.
Following the 30-day public comment period, the Division will review all pertinent comments and take
appropriate action prior to issuing a final permit.

Footnotes:
1. The Permittee shall submit discharge monitoring reports electronically using the Division's eDMR system [see A. (6.)].
2. The daily flow is measured by a recorder and reported on the discharge monitoring report (DMR). A calculated monthly
average of the reported daily rate based only on the days a flow is reported on the DMR. The summation of the reported
daily flows in a given month (TMF) are reported on the DMR.
3. See A. (2) for calculation and reporting requirements.
4. For a given wastewater sample, TN = TKN + NO2-N + NO3-N, where TN is Total Nitrogen, TKN is Total Kjeldahl
Nitrogen, and NOrN and NO3-N are Nitrate and Nitrite Nitrogen, respectively.
5. TN Load is the mass quantity of Total Nitrogen discharged in a given period of time.
Permit NCO060577
See Condition A. (4.) for instructions should the facility's permitted UV system fail and an alternate means of disinfection is
required. Total Residual Chlorine monitoring requirements and limits are applicable if chlorine compounds are used for
disinfection.
THERE SHALL BE NO DISCHARGE OF FLOATING SOLIDS OR VISIBLE FOAM IN OTHER THAN TRACE
AMOUNTS.
A. (2) CALCULATION OF TOTAL NITROGEN LOADS
[NCGS 143-215.1 (b)]
a. The Permittee shall calculate monthly and annual TN Loads as follows:
i. Monthly TN Load (pounds/month) = TN x TMF x 8.34
Where:
TN __ average TN concentration (mg/L) of the composite samples collected during
the month
TMF —_ Total Monthly Flow of wastewater discharged during the month
(MG/month)
8.34 = conversion factor, from (mg/L x MG) to pounds
ii. Annual TN Load (pounds/year) = Sum of the 12 Monthly TN Loads for the
calendar year
b. The Permittee shall report monthly Total Nitrogen results (mg/L and pounds/month) in the
discharge monitoring report for that month and shall report each year's annual results
(pounds/year) in the December report for that year.
A. (3) TOTAL NITROGEN ALLOCATIONS
[NCGS 143.215.1 (b)]
The following table lists the Total Nitrogen (TN) allocation(s) assigned to, acquired by, or transferred
to the Permittee in accordance with the Neuse River nutrient management rule (T15A NCAC 02B
.0713) and the status of each as of permit issuance. For compliance purposes, this table does not
supersede any TN limit(s) established elsewhere in this permit or in the NPDES permit of a compliance
association of which the Permittee is a Co-Permittee Member.

Any addition, deletion, or modification of the listed allocation(s) (other than to correct typographical errors) or
any change to Active status of any of the listed allocations shall be considered a major modification of this permit
and shall be subject to the public review process afforded such modifications under state and federal rules.
A. (4) TEMPORARY MEANS OF DISINFECTION
[NCGS 143-215.1 (a)]
In the event that the wastewater treatment plant's ultraviolet (UV) disinfection system should fail, underperform,
or otherwise be removed from effective service, the permittee or his agent should immediately inform the Raleigh
Regional Office of this development and discuss temporary, alternate means for disinfection of the effluent.
If chlorine compounds are used as temporary means of disinfection, the total residual chlorine (TRC)
concentration of the effluent must be monitored on a daily basis while this method of disinfection is in use and
values must be reported on the discharge monitoring report. TRC in the effluent may not exceed 28 µg/L;
therefore, dechlorination methods may also be necessary to ensure protection of water quality in the receiving
stream.
In the event that TRC monitoring should occur, the Division shall consider all effluent TRC values reported
below 50 µg/L to be in compliance with the permit. However, the Permittee shall continue to record and submit
all values reported by a North Carolina certified laboratory (including field certified), even if these values fall
below 50 µg/L.
Use of a disinfection system other than the permitted UV system during circumstances not deemed as emergency
and/or temporary (replacement of lamps, lamp cleaning or maintenance, etc.) will be considered a violation of the
terms of this permit.
A. (5.) PERMIT RE -OPENER: NUTRIENT MANAGEMENT
[NCGS 143-215.1 (b)]
a) Pursuant to N.C. General Statues Section 143-215.1 and implementing rules found in Title 15A of North
Carolina Administrative Code, Subchapter 02H, specifically, 15A NCAC 02H.0112(b)(1) and 02H.0114(a),
and Part II, Sections B.12 and B.13. of this Permit, the Director of DWR may reopen this permit to require
nutrient management measures for the discharge. The results of water quality monitoring, modelling or other
evaluations may require that conditions for total nitrogen and total phosphorus control be imposed on this
permit.
b) The Division may, upon written notification to the permittee, re -open this permit in order to incorporate or
modify effluent limits, monitoring and reporting requirements, and other permit conditions when it deems
such action is necessary to implement TMDL(s) approved by the USEPA.
A. (6) ELECTRONIC REPORTING OF DISCHARGE MONITORING REPORTS
[NCGS 143-215.1 (b)]
Federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and program
reports. The final NPDES Electronic Reporting Rule was adopted and became effective on December
21, 2015.
NOTE: This special condition supplements or supersedes the following sections within Part II of this
permit (Standard Conditions for NPDES Permits):
