I found the plan to be complete &well written—good job. Couple of comments: (1) pH of 5.6 for June sampling event was outside benchmark values; your comments indicated possibly due to heavy rains. Sometimes low pH values may be due to natural conditions; however, the actual cause may not be easy to pinpoint. Need to pay particular attention to any spills, or any changes in this drainage basin that could have an effect on pH. It could be some seemingly insignificant activity that occurred just prior to the rain event; or maybe an ongoing type activity spread out over time ? If you are using an "on-site" kit to determine pH, it might be informative to check several rain events to see if the pH values are fairly consistent, or maybe showing unusual peaks. (2)You should include the new outfall (002) in your sampling schedule. It will be interesting to compare the pH values of 001 &002. If you have any questions, please feel free to contact me. Robbie, I will try to schedule a follow-up visit when I am back in the Wayne County area; maybe before Thanksgiving. I will touch base with you before I visit. Many manufacturing facilities that discharge storm water associated with an industrial activity are required to apply for a permit under the National Pollution Discharge Elimination System (NPDES). EPA has given the State of North Carolina the authority to administer its own storm water permitting program. The state of North Carolina Department of Environment and Natural Resources (NCDENR), Division of Water Quality (DWQ) oversees this program. An Individual Permit, Number NCS000043, for storm water discharges associated with industrial activity from the Airgas USA,LLC facility located in Goldsboro,North Carolina (Airgas)was issued on May 15,2009. A copy of Individual Permit Number NCS000043 is attached as Appendix A. The effective date of the Individual Permit is June 1,2009. The Individual Permit states that Airgas is required to develop and implement a Storm Water Pollution Prevention Plan(SW3P)within 12 months of the effective date of this permit. The permit expires May 31,2014. A permit renewal application is due to be submitted to NCDENR no later than 180 days prior to expiration,which equates to a December 2,2013 due date. Airgas Is located at Highway 117 North in Goldsboro,North Carolina(Latitude 35°28'2.1"N and Longitude 77°58' 55"W). The topography of the site slopes to the south-southwest with a site elevation of approximately 157 feet above mean sea level. The Airgas plant produces acetylene gas. Additionally, carbon dioxide, nitrous oxide, helium,argon,oxygen and nitrogen gases are repackaged at the facility. These gases are placed in compressed gas cylinders and are sold and distributed to customers. Ammonia cylinders are stored on-site for redistribution to customers. Typical industrial activities include production of acetylene gas, refurbishing of (shot blasting and painting) used gas cylinders, and filling of gas cylinders. industrial activities take place under cover with the exception of helium compression. The Standard industrial Classification(SIC)code for this industry is 2813. This SIC code covers facilities primarily engaged in the manufacturing of industrial gases. The facility discharges storm water into an unnamed tributary of the Granny Branch,which is located In the Neuse River Basin in the Contentnea Watershed. The facility Is located primarily in the Upper Neuse Watershed with I portions of the southern property In the Middle Neuse Watershed. Granny Branch is not listed as a 303(d) i impaired water of the State of North Carolina. I A site location map is provided as Figure 1. The property consists of approximately 25.54 acres.The storm water drainage map, attached as Figure 2, shows the drainage patterns of the property and the location of all outdoor material storage areas,outdoor processing areas,loading and unloading areas,and locations where major spills or leaks have occurred,as applicable. For the duration of the construction activities, the Airgas facility applied for and is covered under I{ General Permit number NCG01000, which covers storm water discharges associated with construction activities. The General Permit expires July 31,2016. Upon completion of the construction activities and with approval of the state,Airgas will rescind this permit and will not be subject to its requirements thereafter. 1.1 Scope and Objective The purpose of this plan is to identify potential sources of storm water pollution which may reasonably be expected to affect the quality of storm water discharges associated with industrial activity from Airgas;to describe and ensure the implementation of Best Management Practices (BMPs) designed to eliminate or reduce the pollutants In storm water discharges; and to assure compliance with the terms and conditions of the Individual Permit. The principal objectives of this SW3P are to: 1. Evaluate potential sources of storm water contamination, 2. Describe current storm water management and pollution prevention practices, 3. Identify potential non-storm water discharges to storm water conveyances,and 4. Provide recommendations for changes to existing storm water management practices (procedures or structures)to reduce storm water pollution. Under the Individual Permit, Airgas is required to conduct visual monitoring and analytical monitoring of storm water discharges twice a year and to perform inspections to ensure that the SW3P has been implemented properly and is effective in controlling the discharge of pollutants from the site to waters of the state. s 1.2 SW3P Plan Amendments The SW3P will be made available to the United States Environmental Protection Agency (USEPA) Director, the North Carolina Department of Environment and Natural Resources (NCDENR) or the operator of the municipal separate storm water sewer system upon written request. Should the Director, the NCDENR or an authorized representative require changes in the SW3P,Airgas will make the necessary changes to the plan within 30 days of notification. Airgas will submit to the Director a written certification to verify that the requested changes were made. Airgas will amend the SW3P whenever there is a change in facility design,construction,operation or maintenance that could significantly impact the quality of storm water discharged from the site. In addition, the plan will be modified should it prove to not adequately address storm water pollution prevention. I advised Mr.Chase that they will need to amend their SP3 plan&implement monitoimg of their newly created sw outfall. From follow-up entails,Robbie indicated that their engineer would be contacting our office re the changes. Sampling in Relation to Pond 1: • Background soil samples collected • Sampling of the bottom and sidewalls of the pond were impeded by a hard layer of material • The hard layer is acting like a lining to the pond • The hard material was sampled • The hard material was cored for permeability testing Proposed Next Steps: • A groundwater sample will serve as our confirmatory sample location and can be obtained at a point in close proximity to the pond i • Groundwater sample collection will be performed once Pond 2 is dewatered as long as the project proceeds and no delays are forecasted • Project updates will be communicated as the project proceeds I Question: i Backfilling the pond area will serve to prevent any accumulation of storm water and allow for a safer work area as the project proceeds. I did see any areas of major concern. I did not see a second outfall and Robbie Chase,Plant Manger,(919)735-5276 said that he was unaware of more than just the one outfall NE corner of the property(roadside ditch along Hinnant Rd.). The Lime ponds are still in service, but were said to be in the process of being taken out of service and changing to a recycle system. There was no obvious evidence that the lime ponds were effecting surface water. I discussed the site with David May and APS will pursue the activities of the ponds promptly. He had been on site about a year ago. My evaluation is that the site was in compliance.
