Everything looks good except for a few small issues: Please correct the following: - Please provide 1x original, signed & notarized hard copy of Part G of the Application (Applicant’ Certification). 2x original signed hard copies of this page of the Application are required, however only a single original hard copy appears to have been provided (the other hard copy appears to be a photocopy). - Please provide 2x original, signed & sealed hard copies of Part H of the Application (Designer’s Certification). 2x original signed hard copies of this page of the Application are required, but both provided hard copies appear to be photocopies. - Part E5 of the Application: o There appears to be an issue with the Total Project Area as shown on the form. This value, the Total Project Area, includes the entire area that will be covered by the permit (typically equal to the property area, minus any on-site surface water/coastal wetland areas). The provided value, 64,033 sf, appears to 1 correspond to the SCM drainage area and not the project area (The property area is indicated as being 71,490 sf in this part of the Application). Please revise as needed. o Please ensure that the amount of BUA entered into this part of the Application is correct and accounts for the entire amount of new BUA that will be added to the Total Project Area (and not just the new BUA that will be added within the drainage area to the SCM). o Please recalculate the percent BUA for this project. While not required for ATC approval, there may be some issues with the design as proposed (The Fast-Track ATC review is not an in-depth technical review of the stormwater controls for the site, it is more of an administrative review of the project/a review to see if the project has the potential to meet the design requirements/rules. The SCM design and drainage area delineation are not required submission items at this point in the Fast-Track submittal process so issues with the SCM design or drainage area delineation do not prevent a project from getting Fast-Track ATC approval, but if the SCM design and drainage area delineation are provided at this point in the review, we look at them to see if the design appears to meet the rules and MDC): - There does not appear to be sufficient amount of BUA being treated by SCMs in order for the project to meet Runoff Treatment (the calculations indicate that there is 36,155 sf of BUA draining to the SCM and the Application indicates a total of 37,897 sf of new BUA being added to the project area. NOTE: In order for a project to meet Runoff Treatment, the net increase in BUA must be captured and treated in one or more primary SCMs. If it is not practicable to capture and treat all of the required BUA, the bypassed areas can be permitted as a low-density area (provided that the bypass area meets the low-density requirements). Occasionally, there are situations where it is not practicable to capture all of the required BUA in an SCM and it is not possible to permit the bypass areas as a low-density area, however these situations require a variance/waiver which is not allowed for projects permitted through the Fast-Track program (per 15A NCAC 02H .1043(1)(a)). - The minimum required treatment volume of the SCM appears to be off. The minimum required treatment volume for the SCM must be calculated based on the entire drainage area to the SCM, not just assuming 1” of runoff from the impervious areas within the drainage area. For example, if there is 50,000 sf of BUA in a 120,000 sf drainage area, the minimum required treatment volume would be calculated as follows: Rv = (50,000 sf / 120,000 sf) *0.9 + 0.05 = 0.425, DV = (1/12)ft * 0.425 * 120,000 sf = 4,250 cf, not 3,958 cf \[(1/12)ft * 0.95 * 50,000 sf = 3,958 cf\]. - Sand Filter MDC 1 – The elevation of the SHWT will need to be provided (The provided soil boring indicates the depth from existing ground surface elevation, but does not indicate the existing ground surface elevation or the SHWT elevation). - Sand Filter MDC 2 – The storage volume in the sand chamber and sediment chamber will need to be demonstrated to be equivalent (the typical way to do this would be to provide stage-storage tables for both the sediment and sand chambers). - Sand Filter MDC 7 – Per the provided detail, only a 10” thick layer of sand is provided above the underdrain pipe (the MDC requires a minimum of 12” of sand). - General MDC 8 & 9 – The proposed SCM will need to be located within a maintenance access easement. The easement should include the entire SCM system (side slopes, forebay, riser structure, SCM device, basin outlet, dam embankment, outlet, emergency spillway, etc…) plus 10 or more feet around the SCM (to provide room for maintenance tasks) and must extend to the nearest public right of way. Since these items are not required for ATC approval, they do not need to be addressed at this time, but if you do, we will take a look at the revised design as part of the next review. NOTE: The project will need to comply with the rules/regulations before the Final Approval (part 2 of the Fast-Track permitting process) is issued for the site and before the E&SC permit is closed out. Please provide the following: - 1x original, signed & notarized hard copy of Part G of the Application. - 2x original, signed & sealed hard copies of Part H of the Application. - 2x hard copies and 1x electronic copy of the revised pages of the Application. 2 - 1x hard copy of any other items needed to address the “While not required for ATC approval” comments (as applicable).
