None noted in the application New expiration date: i March 31, 2028 FACILITY OVERVIEW: The facility stores and distributes gasoline, diesel, kerosine and jet fuel. They obtain gas, diesel and jet fuel by pipeline and ethanol and butane by truck. At times the facility blends butane into the product as it is piped to the loading rack (to increase octane level). The stored product is owned by the customers, not the facility. This facility confines stormwater and maintenance wastewater behind bermed areas [dikes]. These dikes are equipped with drain pipes controlled by hand -operated valves, normally closed. This controlled discharge constitutes a point source to the environment under zero flow conditions (30Q2 and 7Q10 = 0.0 cfs). Because this facility stores fuel hydrocarbons in above -ground storage tanks (ASTs) and appurtenant piping, with surface storage in excess of one (1) million gallons the facility is specifically excluded from coverage under conventional stormwater permits (NCG08000). Therefore, an individual wastewater permit is required. Facility treatment system components consist of: • earthen bermed areas [dikes] with discharge piping • discharge control valve(s); hand -operated, normally closed The facility also appears to have an oil/water separator and holding tanks that collect some stormwater and wash water and spill material until the material is pumped and hauled offsite. There is no discharge from this part of their system. APPLICATION The application does not indicate any changes in the facility or treatment since the last renewal of the permit in 2018. The system is operated by Kinder Morgan Southeast Terminals. Contacts listed for the company and facility are Gordan Terhune and Brian Pilkington. The application notes their SIC as 4226 - Special Warehousing and Storage Not Elsewhere Classified, but the facility is also noted as SIC 5171 in BIMS (Bulk Stations and Terminals). Treatment in the application is described as collection of stormwater in bermed areas around tanks and draining to discharge point with valve control. INSPECTION The most recent inspections occurred on June 16, 2022. There were no issues noted with the operation of the facility, data reporting or the receiving stream. REVIEW OF PERMIT PARAMETERS AND LIMITS: Flow - When discharging the facility is operating on average at around 0.09MGD. The facility reported 192 discharge events over the 51 reporting months evaluated in the permit renewal. This is an average of around 3.76 discharge events per month. The maximum daily discharge reported was 0.89 MG and the maximum monthly average discharge was 0.498 MGD. This maximum monthly average was used in the Reasonable Potential Analysis (RPA) review. Kinder Morgan / Selma Terminal 3 Fact Sheet NPDLS Rcncwal 2023 June 7, 2023 Page 2 TSS- The were no violations for TSS in this permit cycle and 75% of reporting values were less than the reporting level (less than level varied). TSS still remains a good general indicator for this type of facility. Turbidity - No turbidity value was reported above 7.21 NTU. The RPA evaluation estimated a max value of 10.8 which is well below the standard of 50 NTU. Maintain quarterly monitoring. The previous permit had a limit of 50 in the effluent table. Looks like it was added in the 2013 permit renewal. In accordance with Bulk Storage Guidance the limit in the table has been removed and replaced with the footnote for compliance with the instream 50 NTU standard. Oil and Grease - The oil and grease results for this permit cycle did not show to be a problem area. Oil and grease still remains a good general indicator for this type of facility. Benzene, Toluene, Ethylbenzene & Xylene (BTEX) - None of these parameters had monitoring results above the detection level. Appears that by current guidance monitoring should remain monthly for these parameters. MTBE - All sampling results were below detection level. By the bulk terminal guidance monitoring frequency will be maintained at quarterly. Phenolic Compounds - Only one value reported above noted detection level. No reasonable potential for this parameter. Appears that by current guidance monitoring should remain monthly for these parameters. Method 624/625 Parameters - No information was include in the application material or in submitted DMR data to indicate detection of any of the 624/625 parameters other than ones that were already being monitored in the permit (BTEX for example). DMRs that indicated completion of the semi-annual tests were reviewed to see if any comments were added to indicate any detections. Those reviews did not show any detected parameters. The permittee was requested to verify this understanding (May 1, 2023 email) as accurate or to provide the parameters detected and resulting values. The permittee responded (May 11, 2023 email) and verified no detections of the other 624/625 parameters. Language in the permit has been updated to more accurately reference EPA Methods 624.1 and 625.1. WET Testing - The facility has passed all its required annual toxicity tests. The language in the special conditions section previously referenced quarterly testing which was not consistent with the requirement in the Effluent Table. The special condition has been modified to address annual WET requirements. COMPLIANCE: This facility has not had an assessed violations and has not had an enforcement action since 1993. OUTFALL LOCATION: The outfall location has been changed to be consistent with the location noted in BIMS. This simply changes the minutes value to the integer values accepted in BIMS. Requested a reopener in permit to add other parameters based on toxicity results. Documents indicate that the facility was previously covered under permit NCO026476 but the permit was allowed to expire and this new permit was issued. No information was found in Laserfiche or on the S:Drive for permit NC0026476. Changes made consistent with 1999 Oil Storage Facility SOP and Nutrient requirements for Neuse basin permits. In addition to the WET special condition there was also a special condition for Total Nitrogen Monitoring. There were a number of changes due to 1996 oil terminal guidance including removal of monitoring for MTBE and toluene. The cover letter noted that turbidity monitoring was removed but it was still in the permit. Information noted the system had treatment in the form of oil/water separator, air stripper, granulated activated carbon and diked containment along with a 6,000 gallon holding tank. Sources indicated as stormwater and wash water, hydrostatic test water and other storage tank water. Some water from storage tank containment discharged directly and not through other treatment. At the time the RRO noted that discharge was infrequent and contained water usually evaporated. The facility was designated a class I treatment facility. November 6, 2002 - Name/Owner Change to Charter -Triad Terminals (from Valero Marketing) January 2003 Staff Report - Noted same treatment system and noted the facility has not discharged in years. Data review led to the removal of TN and TP. Email correspondence with the permittee indicated that they no longer had carbon canisters or air strippers and they do not discharge hydrostatic test waters. The permittee had captured and shipped off all contained waters since 2002 but made renewal for discharge. Region had approved facility not submitting DMRs but this would change with any discharge. There was some discussion in the regional office comments about assuring the discharge from the bermed area was covered under the permit because it didn't appear to be previously. January 31, 2005 - Owner change to Kinder Morgan Southeast Terminals April 17, 2006 - Permit Modification - The modification was requested to add outfall 002 to the permit and remove references in the permit to some treatment system components that are either not used or do not result in discharge. The permit modification added the new outfall (002) with it's own effluent limitation page but did not completely remove references to oil/water separator and related components. Reference was maintained because these components were uniquely related to the site control. Instead, language was adjusted to note these components, but indicate that the material going through the oil/water separator and to the holding tank are contained and hauled offsite and no contents are discharged from the site. Kinder Morgan / Selma Terminal 3 Fact Sheet NPDES Renewal 2023 —June 7, 2023 Page 4 • May 5, 2008 - Permit Renewal - This renewal changed the language in the supplement cover sheet and excluded the 2006 language saying flow to oil/water separator was collected and hauled offsite even though that was indicated as the process in the application and in the RRO staff comments. The permit removed the limit for Benzene and changed several monitoring frequencies to quarterly (toluene, ethylbenzene, xylene and MTBE) based on monitoring results. Outfall 002 was removed from this renewal as it was found to be only uncontaminated roof runoff. • September 25, 2008 - Approval letter from Division agreeing that shift in contents of two tanks from petroleum to ethanol does not require permit modification. • May 13, 2013 -Permit Renewal - The renewal noted there had been no discharges in the past permit cycle; changed phenols monitoring to Total Phenolic Compounds and removed the special condition for MTBE monitoring noting evaluation of MTBE based on new standards. The permit changed monitoring frequencies back to monthly for all BTEX parameters with turbidity and MTBE at quarterly. Permit map was updated and parameter codes added to the permit. This permit removed references to the oil/water separator and holding tank and outlines parameters to be tested along with WET testing. • August 11, 2017 - Permit Modification - The modification was to address the permittee's request to construct a new aboveground storage tank with modified berming for containment and the movement of outfall 001 to capture the new construction. The permit located the new outfall; revised WET language; added a MA limit of 30 mg/L for TSS; added a 50 NTU limit in the effluent table for turbidity (indicated this was mandated by the stream classification and discharge to zero flow stream); revised oil and grease monitoring to EPA method 1664 and added eDMR language to the permit. Monitoring frequency for MTBE was also changed to monthly. • September 1, 2017 - Permit Modification - This update to the August modification added back the language for using the Rational Method for flow. • November 14, 2018 - Permit Renewal - The renewal updated eDMR requirements, updated effluent table footnotes including adding a footnote on how 624/625 results are entered in eDMR, changed the oil and grease parameter code and modified the WET testing language to clarify actions in the event of a failed test. This permit also noted the classification of the system as Not Classified - Physical/Chemical. PROPOSED PERMIT CHANGES: • Updated eDMR requirements to be consistent with final EPA rule. • Added or updated regulatory citations throughout permit as needed. • Language in the Supplement to Permit Cover Page has been updated for clarity. • Monitoring for the EPA Method 624 and 625 parameters showed no detections during the permit cycle as verified by the permittee. Monitoring will remain in the permit and language has been updated to reflect EPA Methods 624.1 and 625.1. • The Turbidity parameter has been relocated in the Effluent Table to group parameters by their measurement frequency. • Footnotes have been renumbered to follow through the table sequentially. • Footnote 2 for flow has been modified to reference Section A.(3.) on the Rational Method. • New footnote 5 was modified to be consistent with requirements for meeting the turbidity standard. • Footnote 6 has been modified to reference new Section A.(4.) outlining monitoring guidance for EPA Methods 624.1 and 625.1. • Footnote 7 for Toxicity has been modified to include reference to the specific parameters that WET testing should be done concurrently with. • Special Condition A. (2.) - This condition has been updated to be consistent with the required annual WET requirements. The language also notes the ability to now submit AT forms electronically. • Section A.(3.) - This section outlines the calculation equation for the Rational Method as referenced in Footnote 2 for Flow determination.
