None noted in the application New expiration date: i March 31, 2028 FACILITY OVERVIEW: The facility stores and distributes gasoline, diesel, kerosine and jet fuel. They obtain gas, diesel and jet fuel by pipeline and ethanol and butane by truck. At time the facility blends butane into the product as it is piped to the loading rack (to increase octane level). The stored product is owned by the customers, not the facility. This facility confines stormwater and maintenance wastewater behind bermed areas [dikes]. These dikes are equipped with drain pipes controlled by hand -operated valves, normally closed. This controlled discharge constitutes a point source to the environment under zero flow conditions (30Q2 and 7Q10 = 0.0 cfs). Because this facility stores fuel hydrocarbons in above -ground storage tanks (ASTs) and appurtenant piping, with surface storage in excess of one (1) million gallons, and has wastewater constituents the facility is specifically excluded from coverage under conventional stormwater permits (NCG08000). Therefore, an individual wastewater permit is required. Facility treatment system components consist of: • Bermed areas for AST secondary containment • 10,000-gallon oil/water separator (OWS), • two (2) holding tanks [in series]: one 8,000 gallon non -regulated underground tank and one 10,000 gallon above ground tank, • three (3) activated carbon canisters, • flow meter, • a lined, aerated holding pond • a discharge pipe with locked gate valve, hand -operated, normally closed APPLICATION The application does not indicate any changes in the facility or treatment since the last modification of the permit in 2018. The system is operated by Kinder Morgan Southeast Terminals. Contacts listed for the company and facility are Gordan Terhune and Brian Pilkington. The application notes their SIC as 4226 - Special Warehousing and Storage Not Elsewhere Classified, but the facility is also noted as SIC 5171 in BIMS (Bulk Stations and Terminals). Treatment in the application is described as collection of stormwater in diked areas around tanks and draining to holding pond. Water collected in loading rack area drains to an oil/water separator and then flows through three (3) activated carbon vessels before flowing to the holding pond. Holding pond discharge is controlled by valve. The application included references to the facility as Johnston County Terminal and Selma Terminal 1. The permittee was asked to verify the correct facility name (May 1, 2023 email). May 11, 2023 email response indicated Selma Terminal 1. INSPECTION The most recent inspections occurred on June 12, 2022 along with inspection of two other Kinder Morgan terminal in the same general area. There were no issues noted with the operation of the facility, data reporting or the receiving stream. Kinder Morgan / Selma Terminal 1 Fact Sheet NPDES Renewal 2023 - May 30, 2023 Page 2 REVIEW OF PERMIT PARAMETERS AND LIMITS: Flow - When discharging the facility is operating on average at around 0.068MGD. The facility reported 252 discharge events over the 52 reporting months evaluated in the permit renewal. This is an average of around 4.85 discharge events per month. The maximum daily discharge reported was 0.278 MG and the maximum monthly average discharge was 0.145 MGD. This maximum monthly average was used in the Reasonable Potential Analysis (RPA) review. TSS- The were no violations for TSS in this permit cycle and 70% of reporting values were less than the reporting level of 2.5 mg/L. TSS still remains a good general indicator for this type of facility. Turbidity - No turbidity value was reported above 5.76 NTU. The RPA evaluation estimated a max value of 7.7 which is well below the standard of 50 NTU. Oil and Grease - The oil and grease results for this permit cycle did not show to be a problem area. Oil and grease still remains a good general indicator for this type of facility. Benzene, Toluene, Ethylbenzene & Xe 1�(BTEX) - None of these parameters had monitoring results above the detection level. Appears that by current guidance monitoring should remain monthly for these parameters. MTBE - All sampling results were below detection level. By the bulk terminal guidance monitoring frequency can be reduced to quarterly. Phenolic Compounds - All sampling results were below detection level. Appears that by current guidance monitoring should remain monthly for these parameters. Method 624/625 Parameters - No information was include in the application material or in submitted DMR data to indicate detection of any of the 624/625 parameters other than ones that were already being monitored in the permit (BTEX for example). DMRs that indicated completion of the semi-annual tests were reviewed to see if any comments were added to indicate any detections. Those reviews did not show any detected parameters. The permittee was requested to verify this understanding (May 1, 2023 email) as accurate or to provide the parameters detected and resulting values. The permittee responded (May 11, 2023 email) and verified no detections of the other 624/625 parameters. Language in the permit has been updated to more accurately reference EPA Methods 624.1 and 625.1. COMPLIANCE: This facility has not had an NOV since 2005 and no enforcement actions since 2003. OUTFALL LOCATION: The outfall location is a bit off in BIMS due to the limitations entering coordinates for outfall in the system. It is limited to DDMMSS entry and only whole number values. There is an attached map at the end of the Fact Sheet explaining the actual location and one used in BIMS and on the permit map. FILE HISTORY REVIEW SUMMARY Permit was originally issued in January 1982 February 22, 1982 - Authorization to Construct (ATC) - For construction and installation of a loading area oil spill collection system with oil/water separator (400 GPM and 4,950 Gallon storage), emergency dike area for tank farm (6 ft high), settling pond and appropriate connections and valving for control of discharge. Also monitoring for BTEX, Lead and MTBE. Document notes that water in diked containment area is allowed to evaporate unless there is a spill of material. With a spill, the contained water is drained to the oil water separator. If there is a large storm event the diked water may be discharged, but only in emergency situations. Water in the loading area where spills could occur more frequently is routed to the oil/water separator. This area also has water from washing down the loading area and from water drained from the bottom of tanks. Oil/water separator water pumped to holding tank #1 and then to carbon canisters before going to holding tank #2 where it I sampled before discharge. Documents also note greater than 1 million gallons of product storage. The document contains schematic of water flow on site. Also notes that facility had not been reporting toxicity results as required. May 26, 1999 - Permit Renewal. The permittee adjudicated the permit to attempt to change some monitoring requirements and frequencies. They withdrew their request and there is no indication that the permit was modified. Application info on system - stormwater not in contact with petroleum products is discharged directly. Main flow to treatment system is from loading area. Tank solids and rag layer hauled from site. Bottom layer water may be hauled offsite or routed through treatment system. Staff report notes consistent passing of tox testing. The permit added benzene, xylene and oil and grease limits based on data analysis. Monitoring was added for toluene, ethylbenzene and MTBE based on oil terminal SOPS. Data review led to the removal of TN and TP monitoring since the results showed extremely low levels and there were no identifiable sources of these nutrients. Schematics of the system are included in this package along with descriptions of some system upgrades (new carbon canisters, etc.). Kinder Morgan / Selma Terminal 1 Fact Sheet NPDES Renewal 2023 — May 30, 2023 Page 4 • January 31, 2005 - Owner change to Kinder Morgan Southeast Terminals • May 5, 2008 - Permit Renewal - The permit removed limits for Benzene and Xylene and reduced monitoring for toluene, ethylbenzene, xylene and MTBE to quarterly rather than monthly. Application description of treatment system does not separate flow from bermed areas as going directly to discharge as some previous applications and indicates this flow goes to the oil/water separate along with other flow. Permit contained a special condition for MTBE requirements based on EPA conditions. • September 25, 2008 - Approval letter from Division agreeing that shift in contents of two tanks from petroleum to ethanol does not require permit modification. • July 3, 2013 - Permit Renewal. The permit removed the MTBE special condition. Due to modified stream standards phenols was replaced with Total Recoverable Phenolics and monitoring reduced to quarterly. The permit removed the oil and grease limit and changed all BTEX monitoring to monthly. Facility description was updated and parameter codes added to the effluent table. No RPA since parameters of interest all below detect. No discussion of why some monitoring in BTEX increased to monthly but possibly because of consistency with guidance. • October 12, 2016 - Permittee five day notice letter associated with bypass from October 8, 2016. • December 2017 - Permittee request for facility name change to Johnston County Terminal. • November 13, 2018 - Permit Renewal. The renewal added eDMR requirements, updated effluent table footnotes, changed the oil and grease parameter code, updated the facility name, corrected the components list and added a monthly average limit for TSS of 30 mg/L. • June 28, 2019 - Permit Name/Ownership Change - Permit issued with facility name of Selma Terminal 1. PROPOSED PERMIT CHANGES: • Updated eDMR requirements to be consistent with final EPA rule [Section A. (5)] • Added or updated regulatory citations throughout permit as needed. • Language in the Supplement to Cover Page has been modified to read more clearly. • MTBE monitoring showed produced no detections during the permit cycle. Frequency for this parameter has been reduced to quarterly monitoring. • Monitoring for the EPA Method 624 and 625 parameters showed no detections during the permit cycle as verified by the permittee. Monitoring will remain in the permit and language has been updated to reflect EPA Methods 624.1 and 625.1. • Footnotes in the effluent tables have been updated with current language where needed. • Footnote 5 was added in the effluent table footnotes and outlines necessary compliance with the instream turbidity standard of 50 NTU. • Footnote 6 (previous footnote 5) has been modified to reference new Section A.(4.) outlining monitoring guidance for EPA Methods 624.1 and 625.1. • Footnote 7 (previous footnote 6) for Toxicity has been modified to include reference to the specific parameters that WET testing should be done concurrently with. • Special Condition A.(2.) has been updated to be consistent with the required annual WET requirements. The language also notes the ability to now submit AT forms electronically. • Section A.(3.) - This section outlines the calculation equation for the Rational Method as referenced in Footnote 2 for Flow determination.
