SECTIONOF 1 8.1 Describe the nature of your business. This is a wood preservation facility. Untreated lumber is brought on site for treatment using a copper based a (micronized)amine formula. All chemicals used in the treatment process are kept inside containment areas. Waters accumulated inside these containment areas are used back in the process. All freshly treated lumber is kept under cover,on a RCRA Subpart W drip pad until drippage has ceased. There are several storage sheds where we store as m much of the treated lumber as possible. They are no longer using (CCA) Chromium, Copper, Arsenic based wood preservative. They are only using a Copper based residential type wood preservative (MCA). No new equipment has been added. CULPEPER OF ROANOKE RAPIDS HALIFAX COUNTY PERMIT#NCS000592 Tanks and containers storing material are located within buildings or covered by roof. All process water is collected and reused as part of the treating process. Any storm water collected in secondary containment is transferred to the wood treating system for reuse. Existing non-structural control measures include implementation of this Plan, periodic inspections, preventive maintenance, good housekeeping practices, inventory management, and employee training. The facility operations, use of containments, storing and conducting activities inside buildings, and the facility drainage system have been designed to minimize the potential for storm water pollution and improve the quality of storm water runoff. Mitigation involves equipment, structural features, and procedures to minimize the impact of other activities. Many of the non-structural controls in place are in the form of materials handling and management practices. One the most significant best management practices (BMPs) is the management of materials at the facility inside buildings, on concrete contained areas, and/or under the cover of a roof. By receiving and using the materials in a contained or enclosed area, it is unlikely that they will be released or contact storm water. Other BMPs include preventive maintenance and cleanup of spilled material as soon as possible when discovered outside of the containment areas. Preventive maintenance is conducted by the facility personnel to allow timely inspection and maintenance of areas and equipment that may result in environmental degradation or endangerment of workers and/or the general public. The facility's routine inspections are designed to correct small problems before they become significant and to discover leaks, drips,etc.that have occurred inside and outside containment areas. By inspecting areas on the facility and removing the released material in a timely manner, impacts to storm water are minimized. Other specific controls and procedures to minimize precipitation contact with material at the facility that could impact storm water include the following. • Preservative cycles are designed to eliminate drippage, to the maximum extent possible, and produce clean surfaces on the treated product. Treated wood is kept on the drip pads until drippage has ceased. • Stored wood is stacked in orderly rows to minimize surface exposure to precipitation and impacts to storm water. • Any sawdust from wood management activities is contained and kept to a minimum to reduce exposure to precipitation. • Secondary containment used mostly for spill control also keeps any spilled or dripped material from contacting storm water runoff. • Since much of the stored materials and all the processes are within buildings and under a roof, inherently, storm water runoff of materials or constituents is minimized. • Preventive maintenance is conducted by the facility personnel to allow timely inspection and maintenance of areas and equipment that may result in environmental degradation. • Routine inspections conducted at the facility discover leaks, drips, etc. inside and outside containment areas. By inspecting areas on the site and removing the release material in a timely manner, impacts to storm water are minimized. • Any leaks, spills, or releases are mitigated with absorbent material as soon as possible after the release, including at the vehicle maintenance and fueling areas. • Good housekeeping practices are followed by keeping trash, debris, releases, and wood waste cleaned up since these are potential sources to impact storm water. • The facility has the ability to block the storm water outfalls, if needed, The following list provides various structural and non-structural BMPs specifically identified for wood treating facilities through various industry and regulatory sources. These BMPs will be implemented, as applicable, inspected and evaluated on a regular basis, and a record maintained of such activities. These BMPs point to methods and practices employed by the facility to minimize the contact of its products and equipment to storm water.
