Specific Comments 1. A BMP for permit requirement 2.1.1 is not present in the SWMP. a. Consider a documented analysis to confirm that the program is adequately funded and staffed to take place permit year 1. With an annual reporting metric of adequate/inadequate. 2. A BMP for permit requirement 2.2.2 is not present in the SWMP. a. Consider a measurable goal to create all required written procedures for permit year 1 with a reporting metric of yes/no. b. Consider a measurable goal to review all written programs and update as need for permit years 2-5 with an annual reporting metric of yes/no. 3. Measurable Goal for BMP 4.1 should be reviewed and modified to include a measurable goal which can be better reported. Such as exposure hours.If 100 Children is the goal,the reporting metric should be the number of children in attendance. Contact hours are recommended. 4. Reporting metric for BMP 10 should be a measure of how successful the events are. Such as tonnage of waste collected,number of volunteers, or the number of bags collected. 5. A BMP shall be created for Table 15 which includes a specific number of outfalls to be screened each year with an annual reporting metric in which the total number evaluated are reported. 6. BMP 31.1 should report the total number of facilities. 7. BMP 30.2 should report the number of inspections. 8. BMP 35 should include a reporting metric which identifies the number of inspections.
