In answer to your questions for me: 1. For future submissions, please remember to reference the assigned state stormwater project/permit number on all correspondence. This assures that the package is matched up with the correct application and delivered to the correct reviewer. 2. We require a minimum of 2 sets of the plans. You only sent in one set of the revised plans. 3. I'm going to add a note to the drainage area map that the pond has been included as part of the drainage area. 4. The usual and customary way of denoting on the application that the receiving stream is an unnamed tributary is by using the initials "UT" prior to the name of the receiving stream. 5. For this project, the 2008 forebay design standard of 18%-22% of the permanent pool volume is fine. I have absolutely no problem with being ever so slightly above the 22% cap. For future design, please keep in mind that the 2017 rules changed the pond and forebay sizing requirements. The new 2017 forebay sizing is 15%-20% of the main pool volume. The coastal SA/DA ratios have also been reduced, so that less surface area is needed at permanent pool, but the rules now require that the forebay be designed separately. The main pond has to meet the minimum surface area and volume requirements alone, without any help from the forebay. Please submit another set of the March 15 proposed plans by May 21, 2017. Enclosed please find the additional information you requested: 1. .1019 (5)(a)- Please either design the project for SA waters, or provide documentation that the project is located >1/2 mile from SA waters. Mullet Run carries its own stream index number and is classified as SA. Our project area and discharge is at a distance greater than .5 miles from this area. This is also shown on the state storm water permitting map. 2. .1042 (2)(a) — Please add the name of the receiving stream, Mullet Run, and its SA classification, to the application. Mullet Run was shown in the project information portion of the application along with the stream index number. I have included the name Mullet Run in section 10 of the Project information as requested. Our project will not directly discharge into Mullet Run. It will discharge into the wetlands and eventually make its way to Mullet Run by way of an unnamed tributary. See attached. Please confirm that the pond is included as part of the 248,854 sf drainage area. The drainage area map is not clear in this regard. The drainage area does include the pond. I elected to show the pond easement on the drainage area map which may have been why this was confusing. I can take it off if you would like. It was mainly to show the pond area within the total drainage area. 4. .1042(2)(f) The permanent pool volume and the fore -bay volume calculations differ from the numbers reported on the supplement form. I apologize we had to rearrange the forebay location late in the stage and a couple of the numbers didn't get changed. I have updated the supplement. In doing so putting in the exact calculated volume for the forebay gave (22.02%) putting it approximately 15 cf above what I guess is the threshold for the supplement. Technically I could move up the sediment storage in the forebay to get this number closer to 20 but I did not believe there was a need to do this for such a small difference. Please let me know what you think. See attached. 6. The application and the deed identify the property area as 18.65 acres with 10.58 acres of coastal wetlands, for a net of 8.07 acres. However, the site data listed on the plans indicates that the property area is only 5.71 acres. Additionally, the tax parcel ID numbers on the plans do not match the deed. This was a typo on the coversheet. The correct total property area of 18.65 was shown on sheet 2. The correction has been made on the cover sheet. The 5.71 acres is the actual project area/drainage area. There are no plans to develop the remaining 12.94 acres. See attached. 7. The sediment removal elevations on the O&M plan are back -wards. In the main pond, the sediment removal depth should read 9.5 feet, not 5.5 feet, and vice versa for the forebay which should read 5.5 feet, not 9.5 feet. This sheet has been revised and attached. A preliminary in-depth review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review. They highlight soil limitations that affect various land uses and provide information about the properties of the soils in the survey areas. Soil surveys are designed for many different users, including farmers, ranchers, foresters, agronomists, urban planners, community officials, engineers, developers, builders, and home buyers. Also, conservationists, teachers, students, and specialists in recreation, waste disposal, and pollution control can use the surveys to help them understand, protect, orenhance the environment. Various land use regulations of Federal, State, and local governments may impose special restrictions on land use or land treatment. Soil surveys identify soil properties that are used in making various land use or land treatment decisions. The information is intended to help the land users identify and reduce the effects of soil limitations on various land uses. The landowner or user is responsible for identifying and complying with existing laws and regulations. Although soil survey information can be used for general farm, local, and wider area planning, onsite investigation is needed to supplement this information in some cases. The map unit descriptions, along with the maps, can be used to determine the composition and properties of a unit. A map unit delineation on a soil map represents an area dominated by one or more major kinds of soil or miscellaneous areas. A map unit is identified and named according to the taxonomic classification of the dominant soils. Within a taxonomic class there are precisely defined limits for the properties of the soils. On the landscape, however, the soils are natural phenomena, and they have the characteristic variability of all natural phenomena. Thus, the range of some observed properties may extend beyond the limits defined for a taxonomic class. Areas of soils of a single taxonomic class rarely, if ever, can be mapped without including areas of other taxonomic classes. Consequently, every map unit is made up of the soils or miscellaneous areas for which it is named and some minor components that belong to taxonomic classes other than those of the major soils. Most minor soils have properties similar to those of the dominant soil or soils in the map unit, and thus they do not affect use and management. These are called noncontrasting, or similar, components. They may or may not be mentioned in a particular map unit description. Other minor components, however, have properties and behavioral characteristics divergent enough to affect use or to require different management. These are called contrasting, or dissimilar, components. They generally are in small areas and could not be mapped separately because of the scale used. Some small areas of strongly contrasting soils or miscellaneous areas are identified by a special symbol on the maps. If included in the database for a given area, the contrasting minor components are identified in the map unit descriptions along with some characteristics of each. A few areas of minor components may not have been observed, and consequently they are not mentioned in the descriptions, especially where the pattern was so complex that itwas impractical to make enough observations to identify all the soils and miscellaneous areas on the landscape. The presence of minor components in a map unit in noway diminishes the usefulness or accuracy of the data. The objective of mapping is not to delineate pure taxonomic classes but rather to separate the landscape into landforms or landform segments that 8 Custom Soil Resource Report have similar use and management requirements. The delineation of such segments on the map provides sufficient information for the development of resource plans. If intensive use of small areas is planned, however, onsite investigation is needed to define and locate the soils and miscellaneous areas. An identifying symbol precedes the map unit name in the map unit descriptions. Each description includes general facts about the unit and gives important soil properties and qualities. Soils that have profiles that are almost alike make up a soil series. Except for differences in texture of the surface layer, all the soils of a series have major horizons that are similar in composition, thickness, and arrangement. Soils of one series can differ in texture of the surface layer, slope, stoniness, salinity, degree of erosion, and other characteristics that affect their use. On the basis of such differences, a soil series is divided into soil phases. Most of the areas shown on the detailed soil maps are phases of soil series. The name of a soil phase commonly indicates a feature that affects use or management. For example, Alpha silt loam, 0 to 2 percent slopes, is a phase of the Alpha series. Some map units are made up of two or more major soils or miscellaneous areas. These map units are complexes, associations, or undifferentiated groups. A complex consists of two or more soils or miscellaneous areas in such an intricate pattern or in such small areas that they cannot be shown separately on the maps. The pattern and proportion of the soils or miscellaneous areas are somewhat similar in all areas. Alpha -Beta complex, 0 to 6 percent slopes, is an example. An association is made up of two or more geographically associated soils or miscellaneous areas that are shown as one unit on the maps. Because of present or anticipated uses of the map units in the survey area, it was not considered practical or necessary to map the soils or miscellaneous areas separately. The pattern and relative proportion of the soils or miscellaneous areas are somewhat similar. Alpha - Beta association, 0 to 2 percent slopes, is an example. Observations: One soil boring was observed as follows (location map and aerial photo attached): The seasonal high water table is normally evident by observation of redoximorphic features suggesting past conditions of saturation and reduction, indicated by colors of chroma 2 or less (Munsell) at greater than 2% of soil volume in mottles or a distinct horizon subdivision. There was evidence of redoximorphic features at about 1.4' in the bore at the pond outfall area (No.1) with a distinct chroma and evidence of wetness at that depth. This observation was approximately in line with the expected depth to seasonal high water in the soil profile of 0' to 1' for Murville Muck soils. Elevation read on the ground at the boring for Pond 1 was 35.56 MSL, resulting in a SHWT elevation of 34.2 MSL (35.6 - 1.4 = 34.2), field notes, report and photos attached and in file. The project limits of the site contain approximately 5.71 acres. The total property area is approximately 18.65 acres and includes both wetlands and uplands. A wetland delineation map has been sent to the core for approval. No wetlands will be disturbed within this project. The proposed site will include three buildings, two three -sided boat storage areas, and gravel parking/access drives throughout. The runoff of the site will be collected using inverted crown areas with drop inlets located at the low points. Storm sewer will then transport the runoff to the onsite wet detention basin. The constructed area will be graded to where runoff will flow towards the inlets and be collected into the storm drain system. The Runoff will be treated using a onsite wet detention basin, which is designed to release the state storage runoff over a period of 3.5 days at a non -erosive velocity. The outfall of the pond will flow water through an energy dissipater, converting it to sheet flow, before exiting into the wetland area. The wetland connects to an unnamed tributary which eventually is collected into Mullet Run. PROJECT LOCATION: The project area is located approximately 0.37 miles southwest of the US 17/NC 210 and Sloop Point Road intersection in Pender County. The site is bordered to the North by US 17/NC 210 and by wetlands to the South and East. The developable site is rolling to flat topography with an average land slope greater than six percent. A preliminary investigation of the soils using a web soil survey indicates the soils in the project area are primarily Kureb and leon fine sands with Murville Muck located in the wetlands area, which are not part of the drainage area.
