HomeMy WebLinkAboutSW1230602_Stormwater Narrative_20230705 Narrative Project Description The project site is located at 520 Piney Ridge Road, in Rutherford County, NC, approximately 2.5 miles west of the Town of Forest City(35.330445°, -81.909328°). The Subject Property (±55.5 ac) is identified by Parcel Id Number(PIN) 1625729 and referenced by Rutherford County Deed on Bk 2041, Pg 3895. The project site is being developed as a recreational soccer complex including fields, restrooms, and parking. The project site (disturbed area) is approximately 33.3 acres. This includes all areas proposed for grading as well as areas necessary for construction and post- construction stormwater management. The Erosion and Sediment Control Plan and post- construction stormwater plans are included in the Site Construction Documents that accompany this application. The Sequence of Construction with operation and maintenance notes is provided in the plan. Site Description The site is primarily maintained meadow with forested areas buffering streams and wetlands. Elevations on-site range from ±960 to ±1080 ft above mean sea level. The applicable USGS quadrangle and NRCS soils map and descriptions for the project site are included in with this project's application. The project site is located in the Broad River Basin - Floyd's Creek Watershed (HUC 030501050502). There are (5) streams on the Subject Property: Floyd's Creek and four(4) unnamed tributaries (UTs), in addition to one (1)wetland (W1). Delineation of jurisdictional features was previously performed for the Client by Brushy Fork Environmental Consulting. Adjacent land use is semi-rural with private residences, Isothermal College, and businesses. The watershed to the project site is generally undisturbed and includes in the Subject Property and a small portion of off-site drainage from the northwest(see Site Plans). Project Permitting Project impacts to a jurisdictional stream and wetland on-site have been permitted (404/401) under a Nationwide 42 - Recreational Uses (USACE) and the corresponding NCDEQ General Certification 4266. Approved permits are included in this application package. No project impacts are located in any regulatory floodway or 100-year floodplain (fris.nc.gov) and thus, no floodplain permitting has been performed for this project. A state stormwater permit is required for the project due to its location in the Town of Spindale Phase II designated area. Coordination and submittal of this permit to Mr. Jim Farkas with the State Stormwater Office is on-going. Project Soil Data The Subject Property is primarily underlain by PaC2 - Pacolet sandy clay loam. PaC2 is mapped along valleys and floodplains, while PbB2 (Pacolet-Bethlehem complex) is mapped at interfluves. ChA- Chewacla loam is mapped in the southern portion of the parcel adjacent to Floyd's Creek. 1 Soil data was obtained from the NRCS Web Soil Survey and are described below. More detail can be found in the attached NRCS Soil Report. Sandy 15% slopes, clay loam, clay, and moderately eroded loam at varying depths. PbB2 - Pacolet- Interfluves Well drained Sandy clay loam, Bethlehem complex, clay, and sandy loam 2-8% slopes, at varying depths. moderately eroded ESC and Stormwater Measures An existing informal dirt road onto the property from its northern boundary(Piney Ridge Road) is proposed for a construction entrance and should be used at the outset of the project's construction. This entrance can be removed as construction progresses and movement is limited to the two proposed driveways at the west and east of the project site. An existing roadside ditch is present(E/W) and should be maintained during construction with the entrance accommodating the low area with a 12" HDPE pipe (if 18" cover can be achieved) or swale/dip in the entrance. Silt fence with stone barrier breaks is proposed along the boundaries of the project site where proposed topography could result in off-site runoff. A temporary diversion ditch is also proposed along the northwest boundary of the project site during construction to eliminate off-site run-in to disturbed areas, but will transition to a permanent diversion ditch after construction to route off-site drainage away from the project site. A temporary earthen berm and slope drain is proposed along the northern boundary of the cut slope to manage clear water inflows along cut slopes. Temporary berms are also proposed uphill of proposed fill slopes to reduce construction stormwater flows off the project site. These lower berms should be maintained as permanent pipes and catch basins are installed and filling to proposed finish grade is performed. Inlet protection is proposed at all catch basin inlets to reduce clogging. The Contractor is responsible for directing on- site drainage to the catch basin network during construction. A riser basin with skimmer is proposed to capture all on-site runoff via interior diversions and pipe inflow. Temporary and rough site grading should provide positive drainage to the inlet control area of the basin during intermediate construction phases as pipe/box networks are installed. The basin should be constructed during the first phase of the project as initial cut if removed from the northern section of the project site. This basin will transition to a 2 permanent wet pond stormwater control measure once all disturbed areas at the project site have been stabilized. Temporary and permanent matting and seeding specifications are included in the ESC site plan. Stabilization matting is proposed at all cut and fill slopes. Since many areas at the project site are proposed for recreation (soccer fields); the contractor shall coordinate with the project manager and client to engage the necessary landscaping firm to achieve recreation goals for the property. Seeding specifications provided in this ESC are given to provide temporary and permanent cover to reduce on- and off-site runoff and sedimentation. Project Timeline Phased sequences of construction are provided with the Erosion and Sediment Control Plan provided with this application package. The estimated start date for construction is April/May 2023. The estimated length of construction to final stabilization is 4-5 months. 3
