The subject project generally consists of the construction of an approximately 11.500 square Moot day care facility, along with associated parking areas playground areas. The work includes grading and installation of water, aevver, and storm drainage utilities, paved parking and entrance drives, and artificial turf playground areas. 8homn water faoN#ea include curb inlets drop in|ats, junction boxes, and connecting piping. The storm water facility consists of underground collection piping and two (2) below -ground StormTech detention systems. These facilities serve a commercial dental office complex. Storm Water Management Plan: The storm water management system for this property is designed to meet the requirements of the Buncombe County Storm Water Ordinance. This includes aonUeution system designed tucollect the storm water runoff from the rainfall events up to the 25-year rainfall event and transport this water to two (2)be|nw'gnoundatormvvatermnonagement(detontiom)syutems.whiobpnzvidavvah*rguanUtyandquaUty control. The system is designed to reduce the amount discharged to the downstream surface water from the1'yemr. 10-year,and 25-yoorstorm events. It is critical for these inlets to remain open at all times and to avoid the entmspmentofsediment and other debris. The system should be inspected periodically to be uuns it is functioning properly. This ahmw|d include the removal of any accumulated debris or sediment in the inlets. It is critical for the storm water that reaches the storm water management system bobeesclean aspossible. Storm Water Management System (StornmTecb System): This consists of e aeries of arched pipes encased in washed otone, and inlet distribution and outlet control structures. The inlet and outlet control structures should be inspected to make sure the area around the orifices is clear nfany sediment or debris, Any obstructions that could obstruct the outlet should be removed from the structure. The system should bechecked tomake sure there isnosediment layer. Anaccumulation ofsediment will ^p|ug''the filter system and diminish the ability of the system in treat the storm water. Listed below are the recommended' Best Management Practices (BIVIP) for the maintenance of the system as approved under original permitting with the Buncombe County Storm Water Office. Storm Draina-ge System Maintenance Schedule: 1. The storm drainage system generally consists of numerous chambers of ADS 8tnrmTeoh 5C`3500 arched pipes with end caps, completely encased by up to a 12" layer of washed stone, with inlet and outlet distribution and control boxes, and interconnected by 18^ or 24^ plastic piping. These chambers provide the required storage of runoff to allow the reduction of the rate of discharge from the system, 2. The storm inlet control structure consists of a weir which directs the runoff from the 1 -year rainfall into the first now of chambers called the Isolator Row. The outlet control box consists of weirs with orifice openings attheir base which control the rate ofdischarge from the system. 3. All in|ehs, out|etn, and associated connecting piping should be inspected on a guarterly basis for trash and/or debris buildup. Any blockages and/or sediment buildup should beremoved ------ allow free flow ofstorm water runoff. The interiors should be inspected at the same time to assure that all joints in the piping remain intact and that the pipes are functioning properly. 4, The outlets to all pipes including the storm water management system should be inspected quarterly for blockages and/or displacement of outlet protection stmne, and for build-up of— -----� (where applicable) which might hinder the outlet �ovv, grass/vegetation 5, The outlet control facilities for the management system, located at the outlet end of the 3tonmTech detention system allow the backup of runoff for delayed discharge from varying storm events. The control outlet for water quality for the 1 -year storm event is an orifice and weir located at the invert of weir plate inside the outlet control. Control outlets for water quantity (2-yearthrouOh 25-year storm events) are an orifice and weir located in the secondary weir plate immediately downstream of the first plate. G. The outlet control devices should be inspected on a monthly basis for debris or other items causing blockage to the entrance. The devices should be inspected a,fter each maior storm event that fills the detention piping. 7. The StormTeoh piping should be inspected quarterly for build-up of sediment that will daoneeae the storage capacity of the systems. Sediment should not be allowed' to accumulate over the small diameter control outlet, 8. Removal of debris and sediment around the curb inlets and drop inlets should be part of the nunna| parkinB/streetmaintenance program. A.
