He originally wanted to pipe the entire easement, and of course, we rejected that proposal, since this is supposed to be a low density subdivision. It is my understanding that this is a relatively "dry" easement, as Mr. Bowton called it. He indicated that very little of the neighboring offsite runoff was draining through this easement. If that is true, I suggest you look into filling in the ditch and grading the surface to drain to the pipe already under the street. if the ditch has to stay to provide offsite drainage, then I told him we would allow a little piping in order for the owner to move his house over to gain access to a driveway. "Little" being defined as up to the front building setback, whatever that distance is as established by New Hanover County ordinance, usually 35'-401. Use as little pipe as is needed for the owner to put in the driveway. The less pipe used, the better. The Division will need to approve this as a plan revision. Please add the location, length, size, slope, inverts and material of the piping to the current approved plan. You may get a copy of the approved plans by contacting Beverly Rivenbark at '196-7223 and scheduling a time to meet her at Alpha Graphics, where they will copy the plan at your expense.
