At this time your submittal concerning Stormwater Management is not complete. The following / information is needed to complete your submittal. ✓ For projects using density limits approach. A site plan that clearly indicates all built -upon areas (i.e., streets, driveways, walkways, building footprints, etc.). Computations showing the percent built upon areas, /both existing and planned. A copy of deed restriction(s) and restrictive covenants which include the State as a beneficiary. _ZThe attached submittal form should be completed for projects using the density limits approach. Other For projects involving an engineered Stormwater Management System. Plan and profile drawings of the collection and/or disposal systems. Computations or other criteria used to support design of the system. Volume of runoff. Volume of containment/disposal system. Dewatering time of containment/disposal system. Length of vegetative filter strip needed. Other Supporting data concerning the hydrogeology of the site: Seasonal high water table. Infiltration capacity - saturated hydraulic conductivity. A complete stormwater maintenance manual including responsible party, quantitative and qualitative criteria which would indicate when corrective maintenance is required, and.a periodic maintenance table as needed. Suite 721 Midtown Square Office Gallery Charlotte, North Carolina 28204 Subject: Applicability of Stormwater Regulations Aircraft Maintenance Hangar Camp LeJeune Onslow County Dear Mr. Turner: Bob Jamieson Regional iNlanager On April 21, 1989 Thomas Turner, of your office, met with Mark Hawes of the Wilmington Regional office to discuss the applicability of the stormwater regulations set forth in Title 15 NCAC 2H. 1000 to your project. After reviewing your sedimentation and erosion control plan, it was determined that the stormwater regulations would apply to the entire project which includes Phase 1, Phase 2 and Phase 3. A complete stormwater management plan should be submitted to this office for approval by May 30, 1989. Please be reminded that construction of the subject project may not begin prior to stormwater approval or this will be a violation of G.S. 143-214.1 and may subject you to the enforcement authority of this Division. We find the plan to be acceptable and hereby issue this letter of approval with comments as attached. Please be advised that Title 15, of the North Carolina Administrative Code. 413.0017(a) requires that a copy of the approved plan be on file at the job site. Also, you should consider this letter to give the Notice required by GS 113A-61(d) approved plan. North Carolina's Sedimentation Pollution Control Program is performance oriented, requiring protection of the natural resources and adjoining properties. If, following the commencement of this project, it is determined that the erosion and sedimentation control plan is inadequate to meet the requirements of the Sedimentation Pollution Control Act of 1973 (North Carolina General Statute 113A-51 thru 66), this office may require revisions to the plan and its implementation to insure compliance with the Act. Recognizing the desirability of early coordination of sedimentation control, we believe that it would be beneficial if a pre -construction conference could be arranged to discuss the approved plan for this project. Please contact this office and let us ,know the date of construction start-up and the date of pre-consupuction conference so that we may attend. t -_. Regional Engineer Land Quality Section DS/sfc PROJECT NAME1 Aircraft Maintenance Hangar LOCATION: Marine Corps Air Station - Onslow County SUBMITTED BY: ADEP DATE RECEIVED: March 17, 1989 APPROVAL COMMENTS 1. The developer is responsible for the control of sediment on -site. If the approved erosion measures prove insufficient, the developer must take those additional steps necessary to stop erosion from leaving this site. 2. Any and all existing ditches on this project site are assumed to be left undisturbed b - the y pY=oposed development unless noted otherwise. The removal of vegetation within any existing ditch or channel is prohibited unless the ditch or channel is to be regraded with side slopes of .2 horizontal to 1 vertical or less steep. Bank slopes may be mowed, but stripping of vegetation is considered new earth work and is subject to the same erosion control requirements as new ditches. 3. The developer is responsible for obtaining any and all permits and approvals necessary for the development of this project prior to the commencement to this land disturbing activity. This could include the Division of Coastal Management under 'CAMA requirements, the Division of Environmental Management under stormwater regulations, the U.S. Army Corps of Engineers under Article 404 jurisdiction, Local County or Town Agencies under their local ordinances, or others that may be required. This approval cannot supersede any other permit or approval. 4. The general contractor must install all measures shown on the plan received by our office March 27, 1989 (the most recent submittal).
