VAN DER VAART Secretary TRACY DAVIS Director On September 19, 2016, the Wilmington Regional Office received a complete request to revise the approved plans for Stormwater Management Permit Number SW8 140122. The revisions include revising the Decontamination Facility, which is located on the northeast portion of the Special Operations Training Complex. This revision relocated the building to the north and has additional work associated . with utility removal and installation, as well as removal of existing buildings. The area is not within any of the BMP drainage areas. The site has existing built -upon area (BUA) that will be demolished and the amount of BUA to be removed is greater than the amount of new BUA for the proposed building site. The difference in BUA is negligible, and therefore it has been determined that a formal permit modification is not required for the proposed changes: We are forwarding you an approved copy of the revised plans for your files. Please replace the old approved plan sheets with the new ones, and add additional sheets as necessary. Please be reminded that this permit is effective from the date of issuance until February 28, 2022, and be aware that all terms and conditions of the permit, issued on February 28, 2014, shall remain in full force and effect. Please also understand that the approval of this revision to the approved plans for the subject State Stormwater project is done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to construction. The issuance of this plan revision does not preclude the permittee from complying with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction. Bamforth Engineers + Surveyors 757.627.7079 757.625.7434 (fax) BAMFORTH STORMWA TER PERMIT NARRATIVE ........ , ,, , ,,, , , , P-1349 SPECIAL OPERATIONS TRAINING COMPLEX SITE 1 MCB CAMP LEJEUNE, NC NOVEMBER, 2016 Proiect Scope: This stormwater revision is for the Decontamination Facility site at the new Special Operations Training Group (SOTG) Complex in the Stone Bay satellite facility of Marine Corps Base Camp Lejeune. The main complex site is referenced as Site I. The existing permit is SW8 140122. The revision does not modify BMP Drainage Areas. The project revision includes the Decontamination Facility, walks, utility removal and utility installation. No new stormwater structures will be provided, the site will continue the same drainage patterns. Since the built upon area has been reduced, no stormwater management is provided in this area. The revised project site disturbance is 0.85 acres. The permitted disturbance for this area is 0.45 acres, which increases the overall project disturbance by 0.40 acres. The existing built upon area within the Decontamination Facility site to be demolished with this project is 4,350 square feet. The existing built upon area to be demolished within the project limits by others prior to construction is 6,560 square feet. The total new built upon area associated with the project for the Decontamination Facility site area is 4,040 square feet. The new built upon area is less than what will be demolished, no stormwater management is required for this area. Existing Conditions: The proposed SOTG Complex is located just west of the existing facility and east of Booker T. Washington Boulevard. The Decontamination Facility is located to the northeast of the main building. Wetlands on site are identified by Camp Lejeune's Land and Wildlife Section. A perennial stream is located on the revised site. The site contains existing buildings, parking, roadways, and gravel areas. Demolition on the Decontamination Facility site consists of pavement removal and building demolition. Existing wetlands located on the site require a 50-foot buffer between new construction and wetland limit lines. In addition, the State of North Carolina requires a 50-foot buffer between new development activities and a 30-foot buffer for redevelopment from the bank of each side of the streams. Stormwater Management: This project is located in a coastal county and is a high density project. The site drains to Stone Bay and its tributaries, located to the east of the site; Stone Bay ultimately outfalls to the New River, which is an SA water. 1 BAMFORTH STORMWA TER PERMIT NARRATIVE .. , .. The amount of built upon area thatw,lle be removed is greater than the.newbLbuilt uupon area associated with the Decontamination Racilityy No BMPs are provided for this portion of the site. 01 BAMFORTH STORMWATER PERMIT NARRATIVE P-1349 SPECIAL OPERATIONS TRAINING COMPLEX SITE 1 MCB CAMP LEJEUNE, NC NOVEMBER, 2016 Erosion and Sediment Control: Erosion and sediment control measures including sediment fence, temporary construction entrances, temporary seeding, and permanent seeding will be provided in accordance with the North Carolina Erosion and Sediment Control Planning and Design Manual. Since the site is within a High Water Quality (HQW) zone, erosion and sedimentation control measures, structures, and devices shall be designed and constructed to provide protection from the runoff of the 25 year storm.
