'As of January I, 19m 86, anyone digging with echanized eWipment in highway right-of-way, private utility easements, or public spaces will be regpired by North Carolina Law to give notice of the proposed excavation to all the existing area utilities at least 2 working days before starting to dig. Complete fine grading of landscaped areas in parking lots and Ground building. M. Maintain erosion control measures as needed to assure full f nctionability. N. Temporary or permanent seed, fertilize, and mulch all disturbed areas within 15 days of completing any phase of the grading work. If temporary seeding is used to temporary stabilize an area, upon final grading of the job the permanent seed, fertilizer and mulch shall be completed. 3. Seeding Specifications: Apply time and fertilizer and work into 4 - 6 inches of soil. Seed mixture shall be distributed uniformly and covered with a clean straw mulch. All mulch shall be crimped or asphalt tacked to help hold in place. In addition, geotextile fabric shall be used in areas indicated.
