Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No. SW8 031130 dated April 13, 2004, for the construction of Dollar General — Holden Beach. This permit shall be effective from the date of issuance until April 13, 2014, and shall be subject to the conditions and limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements in this permit. Failure to establish an adequate system for operation and maintenance of the stormwater management system will result in future compliance problems. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447. Unless such demands are made this permit shall be final and binding. This permit shall be effective from the date of issuance until April 13, 2014, and shall be subject to the following specified conditions and limitations: I. DESIGN STANDARDS This permit is effective only with respect to the nature and volume of stormwater described in the application and other supporting data. 2. This stormwater system has been approved for the management of stormwater runoff as described on page 3 of this permit, the Project Data Sheet. The stormwater control has been designed to handle the runoff from 24,951 square feet of impervious area. This basin is designed to hold the 10 year — 10 minute rainfall event and hold and infiltrate the 25 year — 24 hour event. No vegetative filter is required. 3. The tract will be limited to the amount of built -upon area indicated on page 3 of this permit, and per approved plans. 4.. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. The final plats for the project will be recorded showing all such required easements, in accordance with the approved plans. 5. The runoff from all built -upon area within the permitted drainage area of this project must be directed into the permitted stormwater control system. SCHEDULE OF COMPLIANCE The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of slopes and the vegetated filter. d. Immediate repair of eroded areas. C. Maintenance of all slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of outlet structure, orifice device, flow spreader, catch basins and piping. g. Access to the outlet structure must be available at all times. 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. The facilities shall be constructed as shown on the approved plans. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 7. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 8. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. C. Further subdivision, acquisition, or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 0 State Stormwater Management Systems Permit No. SW8 031130 9. The pennittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. If the proposed BUA exceeds the amount permitted under this permit, a modification to the permit must be submitted and approved prior to construction. 10. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. 11. At least 30 days prior to the sale or lease of any portion of the property, the permittee shall notify DWQ and provide the name, mailing address and phone number of the purchaser or leasee. An access/maintenance easement to the stormwater facilities shall be granted in favor of the permittee if access to the stormwater facilities will be restricted by the sale or lease of any portion of the property. 12. The permittee must maintain compliance with the proposed built -upon area and ensure that the runoff from all the built -upon is directed into the permitted system. 13. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. 14. The permittee must maintain the current permitted drainage area. No additional runoff from outside of the permitted drainage area boundary may enter the pennitted stormwater facilities without first applying for and receiving a permit modification. III. GENERAL CONDITIONS 1. This permit is not transferable except after notice to and approval by the Director. In the event of a change of ownership, or a name change, the permittee must submit a formal permit transfer request to the Division of Water Quality, accompanied by a completed name/ownership change form, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permittee grants DENR Staff permission to enter the property during normal business hours for the purpose of inspecting all components of the permitted stormwater management facility. 6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. The outlet structure is located per the approved plans. 6. Trash rack is provided on the outlet/bypass structure. All slopes are grassed with permanent vegetation. 8. Vegetated slopes are no steeper than 3:1. 9. The inlets are located per the approved plans and do not cause short-circuiting of the system. 10. The permitted amounts of surface area and/or volume have been provided. 11. Required drawdown devices are correctly sized per the approved plans. 12. All required design depths are provided. 13. All required parts of the system are provided, such as a vegetated shelf, and a forebay. 14. All grassed areas of the basin shall be mowed at least twice annually, more frequently as needed. 2. Debris must be removed from the basin, outlet and orifice whenever it accumulates or at least twice annually. 3. Annually- inspect the basin after a rain event to ensure it is functioning properly. 4. Repair any erosion of the side slopes and around the inlets and outlet immediately. 5. Accumulated sediment shall removed if it has reduced the available volume to 75% of the original depth. 6. The emergency spillway p shall be kept in good working order. 7. Woody vegetation shall be removed from the banks. 8. Any areas of the system found to be deficient shall be repaired or replaced to design standards. 9. Written records of the inspections and maintenance activities shall be kept on file. DEED RESTRICTIONS AND PROTECTIVE COVENANTS The following italicized deed restrictions and protective covenants are required to be recorded for all subdivisions, outparcels and future development prior to the sale of any lot. If lot sizes vary significantly, a table listing each lot number, size and the allowable built -upon area for each lot must be provided as an attachment. 1. The following covenants are intended to ensure ongoing compliance with state stormwater management permit number as issued by the Division of Water Quality. These covenants may not be changed or deleted without the consent of the State. 2. No more than square feet of any lot shall be covered by structures or impervious materials. Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar material but do not include wood decking or the water surface of swimming pools. 3. Swales shall not be filled in, piped, or altered except as necessary to provide driveway crossings. 4. Built -upon area in excess of the permitted amount requires a state stormwater management permit modification prior to construction. 5. All permitted runoff from outparcels or future development shall be directed into the permitted stormwater control system. These connections to the stormwater control system shall be performed in a manner that maintains the integrity and performance of the system as permitted. Dear Mr. Shepard: CZR Incarpomted (CZR) delineated the Section 404 wetlands and hung 19 flags depicting the wetland boundary on Butler Properties' Dollar General site near Holden Beach on 9 April 2004. During the on -site visit, wetlands were delineated using the U.S. Army Corps of Engineer's (COE) "routine on -site determination method" which evaluated the three parameters of soils, vegetation, and hydrology. The presence or absence of hydric qualities associated with each parameter is evaluated in order to'determine where to hang the flags that mark the upland/wetland boundary. Generally, all parameters must exhibit hydric characteristics before an area is deemed a wetland. Further information on the necessary requirements needed for wetland confirmation can be found in the Corps of Engineers Wetlands Delineation Manual (1987). The soil survey for Brunswick County, sheet 16, Indicates that the site is underlain by a combination of Leon fine sand and Kureb fine sand. Leon soils are among the hydric soils found in Brunswick County and Kureb is considered non-hydric. The wetland sites contained mucky low chroma soils with saturation within 12 inches of the surface. Two data forms were filled out to describe the soils, plants, and surface hydrology at the time of the on -site visit. These data forms have been included with this letter report (Attachment A). Due to high soil disturbance from grading and fill, data forms were not taken in the portion of the site mapped as Kureb fine sand. Vegetation on the site is characteristic of disturbed areas in the coastal plain of North Carolina. Dominant plant species in the wetland included loblolly pine (Pious taeda), red maple (Ater rubrurrn), wax myrtle (Cerothamnus ceriferus), Virginia creeper (Parthenocissus quinquefolia), netted chain fem (Woodwardia areolate), and royal'fern (Osmunda regalis). The upland portion of the site is man -dominated, the majority of which has had all vegetation removed by grading activities. Dominant species identified included Japanese honeysuckle (Lonic0a japonica), goldenrod (Solidago canedensis), and cane (Arundinads gigantea). The wetland/upland boundary was delineated with bright pink flagging tape, numbered "JC-1"through "JC-19". ThewetlBnU boundary is shown on the attached sketch map (Attachment $). A .survey of these flags is the only way to insure that the wetland/upland boundary can be reproduced in the future. Ordinarily, an on -site visit with agency representatives to confirm the upland/wetland boundary is scheduled prior to surveying. The surveyed Section 404 jurisdictional plat should contain the following information before the COE will approve/sign the plat: 1. A signed survey with a seal by a registered surveyor. 2. A COE signature paragraph. 3. A list of coordinates for all surveyed points with corresponding identification numbens es indicated on the flags in the field. 4. Tie-in lines for referencing each wetland boundary to other surveyed locations identifiable in the field (i.a,. road intersection, bench marks). 5. Plat must identifywetland and upland areas and limits of delineation (project boundary). Should you decide to pursue development of the property that may include impacts to Section 404 jurisdictional areas, the COE signed platwill be an important tool during any permitting [Section 404 with COE, 401 certification from NC Division of Water Quality, and Coastal Area Management Act (CAMA) concurrence]. Regulatory agencies require that wetland impacts be, avoided or minimized to the fullest extent practicable. If wetland impacts are unavoidable or impracticable, the acreage of impacted wetlands will be a key issue for agency discussions and used to determine the best permit approach. Meeting low density, however, is more than just limiting built -upon area and eliminating pipe. There is one additional item which you have not taken into account. Just below section NCAC 2H.1003 (d)(5)(D) there is a statement that reads: "Development designed to meet the requirements in Subparagraphs (d)(1) and (d)(3) [/Low Density Projects and Other Projects/] of this paragraph must demonstrate that no areas within the project site are of such high density that stormwater runoff threatens water quality." The Division has chosen to allow the reviewer to make the determination that an area or pocket of "high density" exists within a low project based on several factors: 1. If the built -upon area associated with the project is clustered in one area of the project, leaving the remaining area open, or: 2. If a single discharge point is created, or: 3. Sheet flow from the built -upon area through the remaining open areas is not provided, or: 4. Engineered BMP's that need to be maintained are used. These cannot be permitted under the low density option. Additionally, under NCAC 2H.1006, the Division is allowed to require "more stringent stormwater management measures on a case -by -case basis where it is determind that additional measures are required to protect water quality and maintain existing and anticipated uses of these waters [HQW]." This project is just slightly outside of the 1/2 mile distance from the receiving strean, the Intracoastal waterway, which is class SA HQW. The Divsion is justified in requiring a permit for a stormwater managment system at this site instead of allowing the runoff from this pocket of high density to be treated in an unpermitted BMP. The built -upon area for this project is clustered, and is collected off the pavement at a single concentrated discharge point to a swale, which transports it to a dry detention pond. Sheet flow is not provided. This site meets all four criteria to be considered a pocket of high density. As was indicated in my return letter of January 5, 2004, this project is high density and should be resubmitted as such. The proposed dry detention pond can be permitted with a few additions to the design to conform to the requirements listed in Chapter 6 of the BMP manual. Site Description Dollar General is proposing to construct a 9100sf retail sales building and associated parking on a 2.00 acre site in Brunswick County, near Holden Beach, NC. The site is located on the south side of Highway 130 and is approximately 1631 feet from the intersection of SR1239. The parcel is located adjacent to a vacant parcel to the east owned by N/F Lyndon Johnson and Judith D. ET. This parcel borders an existing residence to the west owned by N/F Patricia G. Lancaster and Eugene Lancaster. Currently, the majority of this site is wooded and an existing residence is located on the parcel that will be demolished during development. This parcel is currently zoned CLD. This tract of land does not lie within the 100 year intermediate regional flood zone as per the FEMA as shown on Community -panel #370295 0335 E, last revised April 2, 1991. Topography is relatively flat with slopes generally in the range of 3% or less. Anticipated land disturbance for this project will be approximately 1.2 acres. The PIN# for this property is 232GE00503. 1.1.2. Existing Drainage Patterns and Outfall Runoff from the site generally sheet flows from north to south from the front of the lot at Highway 130 (ELEV 35 MSL) to the rear of the lot bordered by and existing ditch (ELEV 22 MSL). Pre -development cover conditions are as follows: 1% buildings, 16% lawns, 83% wooded with underbrush. Stormwater is collected and conveyed offsite via the existing ditch. Pre -development stormwater runoff was calculated for a 1-yr, 24-hr storm and 10-yr, 24-hr storm event. A summaryof the results is included at the end of this narrative. 2.1 Post Development Site Conditions 2.1.1. Sediment and Erosion Control Program Vegetation and mulch will be applied to all applicable areas immediately after grading is completed. Gravel sub -base will be installed in the parking areas as soon as grading is completed. Sediment control will be accomplished by the installation of temporary sediment fence and inlet protection devices. A temporary construction exit will be used to prevent the transportation of sediment from the site to the state highway. Pollution removal will be accomplished with BMP features such as grassed swales, check dams, and dry pond design with controlled discharge. 2.1.2. Stormwater Management System Post development runoff from the developed portion of the property will be detained in a storage basin constructed within the proposed project. Stormwater will be routed to the proposed dry pond via vegetated swales. Stormwater controlled within the detention area and released at a rate less than the pre -development. Refer to the attached "drawdown calculation". Post -development cover conditions are as follows: 28% impervious, 34% lawns, 38% wooded with underbrush. Discharge from the basin will be routed to the previously mentioned existing ditch and assume pre - development patterns. Discharge from the detention basin will be conveyed across a 30' vegetated buffer prior to entering the existing outfall ditch. Post -development stormwater runoff was calculated for a 1-yr, 24-hr storm and 10-yr, 24-hr storm event. A summary of the results is included at the end of this narrative. Holden shall not use any portion of the Holden Drainage Area for any purpose inconsistent with the rights granted herein. 2. Grant of hgUageFasement by Beach Beach hereby grants, bargains, sells and conveys into Holden, its successors and assigns, for the benefit of the Holden Tractand all portions thereof, a non- exclusive, perpetual easement for the construction, operation, repair and maintenance of a storm water drainage ditch over and across a seven foot wide strip of land on the Beach Tract (the "Beach Drainage Area", together with the Holden Drainage Area, the "Drainage Area'). The Beach Drainage Area is the westerly portion of that tract of land shown as "Drainage Easement" on the Site Pian. The foregoing drainage easement shall be appurtenant to, and for the sole benefit of, the Holden Tract. Beach shall not use any portion of the Beach Drainage Area for any purpose inconsistent with the rights granted herein. 3. Cons Eian ofDrainaee Doh At such time as Beach develops its improvements on the Beach Tract, Beach shall, at its expense, construct a drainage ditch (the "Ditch") in the Drainage Area of sufficient size to carry all storm water runoff fromthe HoldenTractand the Beach Tract to that portion of the Beach Tract shown as "Drainage & Stormwater Management Easement" on the Site Plan (the "Retention Area")- 4, Grant of Storm Water ManagernentPondbvBeach. Subjectto theprovisions of Sections 5 and 6 below, Beach hereby grants, bargains, sells and conveys unto Holden, its successors and assigns, for the benefit of the Holden Tract and all portions thereof, a non-exclusive, perpetual easement over the Retention Area for the purpose of storm water retention. The easement area granted by Section 2 above and the easement area granted by this Section 4 are more particularly described on Exhibit "attached hereto and incorporated herein by this reference. The foregoing retention easement shall be appurtenant to, and for the sole benefit of, the Holden Tract, Beach may use portions of the Retention Area for any purpose not inconsistent with the rights granted herein. At such time as Beach develops its improvements onthe Beach Tract, Beach sball, at its expense, construct a retention pond or other storm water retention improvement (the "Pond') in the Retention Area of sufficient size to serve the storm water retention requirement of the Beach Tract as set forth in the storm water management regulations of Brunswick County and/or the North Carolina Department of Environment and Natural Resources, and any other appropriate governmental regulations (collectively, the "Regulations"). Beach may construct the Pond in such location within the Retention Area as Beach reasonably determines. Beach shall not be required to construct the Pond of sufficient size to serve the retention requirements of the Holden Tract. 6. Construction ofHolden's Pond. At such time as Holden commences development ofthe Holden Tract, Holden shall, at their expense, either (i) enlarge the Pond to such size as may be sufficient to serve the storm water retention requirements of both the Beach Tract and the Holden Tract in the manner required by the Requirements, or (u) construct a separate retention pond or other storm water retention improvement in the Retention Area of sufficient size to serve the storm water retention requirements of the Holden Tract in the manner required by the Requirements. In performing any work contemplated by this section, Holden shallnotinterfem with the "Septic System" (as hereinafter defined), the operation ofthe Pond or any storm water runoff from the Beach Tract, and shall replace or repair any improvements damaged or disturbed during such work. 7. . Brach shall be responsible for the maintenance and repair ofthe Ditch and the Pond. Until such time as Holden commences development of the Holden Tract, Beach shall pay all costs incurred in connection with such maintenance and repair of the Ditch and the Pond. From and afterthe date on which Holden commences development Otte HoldenTract, Beach and Holden shall share equally (r) all costs reasonably incurred by Beach in connection with the maintenance and repair of the Ditch, and (ii) if Holden elects to direct storm water runoff from the Holden Tract to the Pond, all costs reasonably incurred by Beach in connection with the maintenance and repair of the Pond. Holden shall reimburse Beach for Holden's share of such costs promptly after receipt of an invoice therefor. If Holden elects to construct their own storm water retention improvements, Holden shall be responsible for maintaining and repairing, at their expense, all such improvements, and Beach shall pay for all costs incurred in maintaining and repairing the Pond. The reimbursement obligations of Holden set forth herein shall constitute a lien against the Holden Tract enforceable by Beach. S. ConUnion Easement. Beach and Holden each hereby grant, bargain, sell end convey unto the other, and their respective successors and assigns, for the benefit of the their respective tracts, a temporary construction easement across the property of the other as reasonably necessary during any construction, maintenance or repair of the Ditch, the Pond, or other drainage or retention improvements. The Septic System shall be for the sole benefit ofthe Beach Tract. Holden ackmowledges that it shall be their responsibility to inquire as to the location ofthe Septic System prior to performing any work in the RetentionArea in order to avoid damage to the Septic System. This document does not grant any right to Holden to construct a sanitary sewer septic system in the Retention Area. 11. SlIce,"sors and Assigns. This Agreement and the rights and liabilities conferred or undertaken hereby shall run with the land and shall be, binding upon, and shall inure to the benefit of, the patties hereto and their respective legal representatives, assigns, successors in title and successors in interest. 12. *,pis Alan o G. A Munseli Soil Color Chart was used to define the hue and chroma of the recovered soil samples. 2. Conducted double -ring infiltrometer testing at a depth of 2 inches below the existing ground surface. This testing was conducted in general accordance with American Society for Testing and Materials (AST" procedure D-3385 entitled, "Inftitration Rate of Soils in Field Using Double -Ring Infiltrometer". Based on our field classifications of the excavated soils at the hand-augeted boring location, the in - place soils consist of slightly silty sands which extended to a depth of about 30 inches below the existing ground surface. Silty sands were then encountered and extended to the completed boring depth of 36 inches. Water was encotmtered in the borehole at a depth of 26 inches below the existing ground surface The site water level will fluctuate with climatic and seasonal conditions, however, and may be higher or lower at other times of the year. The U.S. Department of Agriculture publication entitled, "Soil Survey of Brunswick County, North Carolina", shows that the depth to the seasonal high water table could occur within one foot of the original ground surface. Presented herein are a summary of our understanding of the planned development, a brief site description, a Hand Auger Boring Record generally describing the soil and groundwater conditions encountered, a Boring Location Plan, an overview of how we expect the soil and groundwater conditions to affect planned development, and other pertinent information. PROJECT DESCRIPTION Plans are to construct a standalone Dollar General Store on a 2.0-acre site on the south side of North Carolina Highway 130 in Holden Beach, North Carolina . The building will encompass 9,100 square feet and is to be surrounded by asphaltic pavement. The structure will be a pre- fabricated, lightweight metal building. Column and wall loads will be supported by turned -down slab foundations or thickened sections of the concrete slab -on -grade. A building layout plan was provided, but no grading plan was available at this time. Only minor grade changes (cut or fill) to reach finished grades are expected. WORK SCOPE Our work scope consisted of a site reconnaissance by a senior technician and drilling of four auger borings with hand -operated equipment to depths of 7 feet beneath the surface. While advancing each boring, the technician observed and visually classified the soils brought to the surface in the auger bucket. Additionally, penetration resistance values using a portable dynamic cone penetrometer were obtained at approximately 1-foot vertical increments. Boring locations 11420 Johns Creels Parlmay Duluth. Each borehole was checked for the presence of groundwater immediately after completion of the boring and just prior to our technician leaving the site. Soil conditions at individual borings are generally described on the attached Hand Auger Boring Record. Note that the transitions between soil types may be more gradual than shown. Also attached is a brief description of the hand auger boring and penetrometer test procedure. GENERAL SITE DESCRIPTION The project site is located on the south side of North Carolina Highway 130 (Holden Beach Road). The site is bordered by undeveloped or residential property and there is a grocery store across North Carolina Highway 130 from the site -The majority of the site is wooded with sparse to moderate undergrowth. Exceptions are along the eastern edge of the property which is an open field, the back (southern) part of the property which is wooded and heavily overgrown, and an open area occupied by a small wood -framed house in the front (northern) part of the property. In general the site is relatively flat, sloping only slightly downward from North Carolina Highway 130 toward the south. AREA GEOLOGY The project site is in the Coastal Plain Physiographic Province. The Coastal Plain is underlain by wedge-shaped deposits of Cretaceous and younger sediments that range in thickness from near zero at the contact (the Fall Line) with the Piedmont Physiographic Province along its northwest edge, to thousands of feet at the coast. The Coastal Plain soils are marine deposits that range in age from as old as 130 million years near the "Fall Line" contact with .ancient continental rocks to recent deposits near the coast. They contain various materials including interbedded gravels, sands, silts, and clays, soft to hard limestones, and organics such as peat. SUBSURFACE CONDITIONS Please refer to the attached Hand Auger Boring Record for a general description of soil conditions encountered at the boring locations. PRELIMINARY CONCLUSIONS The borings indicated the presence of about'/ to''/z foot of topsoil, but roots of trees and other vegetation will extend to greater depths. Thus, it should be anticipated that the average depth of stripping will be probably be about'/z to 1 foot. The borings indicate that the upper soils are loose, but should be of sufficient consistency to support construction traffic without substantial disturbance. While the upper soils are somewhat silty, it should be possible to densify the upper 1 to 2 feet of soil by compacting the surface with a Dollar General Store — Holden Beach, North Carolina June 24, 2003 DORE Job No. 24065-A, Report No. 238809 Page 3 large vibratory roller. Once the site has been stripped, disturbed surface material should be bladed relatively flat. A large vibratory roller should then be used to compact the surface making several passes in two directions perpendicular to each other. This process should stabilize the surface to allow support of pavements and the building foundation or support of additional fill that may be placed. The building foundation can be designed based upon a net allowable soil bearing pressure of up to 2,000 psf. The above general recommendations assume that no significant excavation will be required. Excavation of more than 1 foot will bring the surface elevation closer to the lower consistency soils (penetration values of 4 to 5 bpi) that were penetrated in the lower portions of the borings. If excavation of more than 1 foot will be required, we should be given the opportunity to review the grading plan and modify these recommendations as needed. LIMITATIONS OF PRELIMINARY CONCLUSIONS This report is for the exclusive use of Butler Properties for specific application to the subject project. Our conclusions and/or recommendations have been prepared using generally accepted standards of geotechnical engineering practice in the State of North Carolina. No other warranty is expressed or implied. CORE is not responsible for the conclusions, opinions, or recommendations of others based on these data. Our conclusions and/or recommendations are based on the limited design information fumished to us, the data obtained from this limited subsurface exploration, the assumptions outlined herein, and our past experience. They do not reflect variations in the subsurface conditions which are likely to exist between our borings and in unexplored areas of the site. These variations result from the inherent variability of the subsurface conditions in this geologic region as well as past land use. If such variations become apparent during construction, it will be necessary for us to re- evaluate our conclusions and/or recommendations based upon on -site observation of the conditions. We note that no type of exploration can guarantee that buried debris -or unfavorable conditions will not exist at some place on the site intermediate of the borings or in unexplored areas. The exploration is intended to help Butler Properties reduce the chance of purchasing a site where unfavorable shallow subsurface conditions exist. If the overall design or location of the planned building and pavements is changed, the conclusions and/or recommendations contained in this report must not be considered valid unless the changes are reviewed by our firm and our recommendations modified or confirmed in writing. When the design is finalized, we should be given the opportunity to review the foundation plan, grading plan, and applicable portions of the project specifications. This service will allow us to determine whether these documents are consistent with the intent of our conclusions and/or recommendations. Field observations, monitoring, and quality assurance testing during earthwork and foundation installation are an extension of the geotechnical design. We recommend that the owner retain these services and that we be allowed to continue our involvement in the project through these phases of construction. We note that with hand auger borings, it is sometimes difficult to distinguish between some natural soils and 'clean" fill. The importance of this is that buried debris, organics, or other unfavorable conditions can be present beneath "clean" fill, whereas this is not an issue where virgin soils are present. Neither dynamic cone penetrometer tests nor standard penetration tests in mechanical borings directly indicate the degree of compaction of soil fill. The degree of compaction of the fill is important in determining its characteristics relative to foundation and pavement support as well as in evaluating the potential for fill settlement. ASSUMPTIONS/COMMENTS • Topsoil and organics must be stripped from building and pavement areas prior to fill placement, or building and pavement construction. • Soil fill should be compacted to at least 95 percent of its standard Proctor (ASTM D698) maximum dry density (unless otherwise recommended). • Surficial soils (a few inches to about a foot) are subject to softening or experiencing substantial changes in moisture content from exposure to the elements between the time of our exploration and the time of site grading. • The expansion/shrinkage potential of on -site soils has not been evaluated as part of this work. • Our general assessment of conditions relative to the planned development assumes only minor cut or fill placement. The precise location and finished elevation of the planned building and pavement are not known at this time. • Groundwater levels are subject to seasonal and yearly fluctuations and may exist at higher levels than indicated by our borings at some time in the future. • Where sandy soils overlie less permeable soils such as clays, clayey sands, etc., rainwater or surface runoff can be readily absorbed by the upper sandy soils. The less permeable underlying soils can hinder downward percolation of the water and temporarily trap or "perch" the water in the upper soils. Such water may be non-existent during warm, dry seasons and virtually at the surface during rainy seasons. Perched water is common in the Coastal Plain Geology, but can occur elsewhere. There is no way for us to distinguish between "true groundwater" and "perched water" in an exploration of this type. • We assume utilities will generally be installed at depths of 6 feet or less below finished grades. The boring layout was accomplished by estimating right angles and pacing from property corners, roadways, or other points identified on the provided site drawing; thus, boring locations shown on the attached Boring Location Plan are approximate. The auger consists of a two curved blades and a bucket which retains the soil as the auger is advanced. At regular intervals, the n was removed from the boring and cone penetrometer soundings were performed with a dynamic portable cone penetrometer. The device has a 1.5-inch diameter, 45-degree cone point with a surface area of 3.9 inches which is driven with a 15-pound steel weight on a guide rod. After the cone point was completely embedded at the test depth it was driven an additional 13/4 inches by the steel weight falling 20 inches onto a steel anvil. The number of hammer blows required to drive the cone the 13/4-inch increment was recorded as the "penetration resistance" in units of blows per increment. Penetration resistance, when properly evaluated, is an index to the soil's strength, compressibility, and density.
