Incident #202300652 Dear Mr.Bullock: On April 08, 2023, the City of Kinston had to bypass part of its treatment process (the denitrification filters). Flows had been increasing prior to the bypass and they finally began to effect plant operations. All basins remained in service. With flows over 12 MGD, we began to experience heavy pin flocking from our clarifiers and at 11:22 pm, we had to start bypassing the filters. As you are aware, the filters are the last stage of treatment prior to UV disinfection and final discharge to the Neuse River. The State (Mr. Bullock) was notified within 30 mins of the bypass. Average influent flows fluctuated between 10-13 MGD over the event with rainfall totaling 3.75 inches (we received 2.50 inches the day of the start of the bypass). Total gallons wasted from the clarifiers from April 07- 08, 2023 is 215,998. Filters were put back on line at 09:42 pm, Wednesday, April 12, 2023. Daily composite effluent TSS results for the event are as follows: • April 10, 2023: 83 mg/L • April 11, 2023 201 mg/L • April 12, 2023: 9.1 mg/L • April 13, 2023: 3.6 mg/L • April 14, 2023: <2.5 mg/L • April 15, 2023: <2.5 mg/L The April 10-15, 2023 weekly average limit value of 45 mg/L was exceeded (49.45 mg/L). Neither the monthly TSS or monthly BOD limits were exceeded. We also experienced a laboratory issue April 3`d, 41h, 5d', and 6", 2023. Our former Lab Supervisor failed to run the effluent ammonia samples for that week. Daily lab sheets noted that the samples were collected but the Lab Supervisor failed to analyzed them. The following week, he noted that he was sending all April 10-14, 2023 samples to Environment 1 for analyzes (that was his last work week). With the change over in staff (The Environmental Compliance Supervisor) has had to step into the lab setting and keep it going. We are in the process of hiring a new Lab Supervisor and hope to have them in place by July 1, 2023. In the meantime, we will be sending most of our samples to Environment 1 for analyses. Solids within the basin remain higher than normal. Our ability to properly waste and remove solids from the plant have been hampered with mechanical and operational issues with the belt filter presses. At one time or another, we've had one or the other press down multiple times for months. The City's cake biosolids removal company reduced their solids pick-ups and we reached capacity on the sludge pads. Wasting was also reduced due to both of those prior mentioned issues. We are now back to full operations with our dewatering and sludge removal. Synagro has cleared both sludge pads and we have aggressively worked on getting our wasted sludge processed out and resume normal operations.
