Explain the purpose of the proposed project (continue on back): The Project Site is located at 970 Rivers Street between Water and Depot Streets in downtown Boone, NC (Watauga Co.). The Site is composed of one parcel currently owned by Rivers Street Ventures, LLC. and referenced by Parcel Identification Number (PIN) 2900787965000, An aging commercial structure, currently occupied by the Cafe Portofino restaurant, is proposed for demolition. (Appendix 1 — Site Map) The property owners propose redevelopment of the parcel with a smaller commercial building adjacent to Rivers Street, Boone Creek and the "river right" (facing downstream) buffer is located along the northern boundary of the parcel. The existing building is supported along its northern side by wooden and concrete piers, located in the streambed and river right buffer: the building currently overhangs approximately 54 linear feet (If) of Boone Creek. Following demolition of the existing structure, the entirety of Boone Creek at the Project Site will be claylighted, and the river right buffer restored via natural channel design and reforestation, 2b. Describe the overall project in detail, including the type of equipment to be used: Approximately 129,5 If of Boone Creek flows west to east through the Site. The stream exits a triple barrel culvert underneath an existing parking lot and daylights briefly before flowing under the, existing structure for —541f, then claylighting again and flowing east off site. Existing in -stream impacts include a sewer pipe servicing the existing structure that bisects the stream, many aging concrete and wooden piers, and miscellaneous riprap and debris. The sewer pipe is located above the streamb,ed and has artificially elevated stream water levels causing secondary flow through the debris field under the structure, Removal of the sewer pipe and reconnection via Rivers Street will be coordinated with Robbie Jones JOB). See Appendix 2 — Project Photosheets. Following removal of the in -stream and buffer impacts (sewer line, piers, debris, bu!ilding), the streambank at the existing structure will be stabilized with a single level of boulder toe, low slope streambanks, and a floodptain, bench to accommodate storm flows. The existing and proposed cross-section (XSEC) is given in the plan set accompanying this application, This XSEC is preliminary; a floodplain encroachment permit and accompanying no -rise analysis must be performed and approved by the Town of Boone prior to finalization of construction plans. The entire buffer will be planted with native riparian vegetation; the property owner is pursuing collaboration with the New River Conservancy via the Riverbuilder Program to assist in funding reforestation, Equipment proposed will include a small trachoe for installing boulder toe and sloping/benching. A skidsteer will be used for movement of materials. Boone Creek will be pumped around during demolition and stabilization via a 6" pump or greater to be determined by baseflow conditions and contractors best judgement. C.
