Box 1006 Charlotte, North Carolina 28201-1006 Subject: Camera Inspection of Piping Permit NC0000396 Asheville Steam Station Dear Mr. Sideris, The Division has received your request to lower the water surface in the 1964 ash pond at the Asheville Steam Electric Plant. The water surface has to be lowered to conduct a video inspection of HDPE piping that leads from the ash pond to Outfall 001. This inspection is necessary to determine any potential structural problems. The wastewater from 1964 pond is released to Outfall 001 as part of daily plant operations. The lowering of the water level will add 0.16 MGD to the average wastewater flow of 3.52 MGD and will represent only 4.5% of the typical discharge. The flow from this operation will be sampled in accordance with the existing NPDES wastewater permit. Upon the completion of the video inspection, the water level in the pond will be allowed to return to normal level. The Division approves the proposed lowering of the water in the 1964 pond provided that all the terms and conditions in the NPDES permit for the facility will be met during the proposed project and the water quality standards in the receiving stream will not be contravened.
