Dear B&B Partnership:
The Animal Feeding Operations Program of the Division of Water Resources (Division) has completed a
preliminary review of your responses to the October 5, 2022, request for additional information received
on October 19, 2022 and January 5, 2022. The submitted application for permit renewal request is for a
farm digester system to service 60,000 Wean -to -Finish swine and 5,550 Farrow -to -Wean swine (Phase I —
15,000 Wean -to -Finish swine and 5,550 Farrow -to -Wean swine plus specified non -manure feedstocks
totaling less than 50% of waste stream).
In a January 23, 2023 meeting with Bill Lane, Michael Scott, and Michael Pjetraj, you indicated that it is
your intention to operate the digester system on 100% animal mortality. However, the submitted
application is not consistent with your expressed intention. Please clarify in writing the system/operation
design for which you are requesting permit coverage within 30 (thirty) days of receipt of this letter. Based
upon your response, the Division may need to request additional information.
Prior approval is still needed from the Division prior to repopulating with animals or bringing off -
site mortality and off -site food waste on to this facility.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina statutes
and regulations. In addition, any omissions made in responding to the above items shall result in future
requests for additional information.
Please reference the subject application number when providing the requested information. All revised
and/or additional documentation shall be signed, sealed and dated, submitted to my attention at the address
below. Your application is on hold and the processing period for the application set forth in 15A NCAC
2T .0107 will not begin until the Division receives the above requested information.
