Site contacts are:(1) Robbie Chase (Plant Manager), email: robbie.chase@airgas.com , (2) Bryan Cooke (Area Operations Manager), email:bryan.cooke@airgas.com Previous permit expired on 7/31/2020. But since new permit has not been issued yet, the old permit is still valid. The facility informed that they have stopped sampling in 2020. Therefore, the facility is non -compliant for NPDES stormwater permit. It is recommended that the facility should reinstate the sampling immediately and send its DMRs to DEMLR as per its Tier. SWPPP exists for the facility and was found satisfactory and should be reviewed/updated every year. Since the last inspection in 2014, a new pond was created at the facility, along with a new outfall. Location of the new outfall near the pond needs to be convinient for sampling and be representative of the stormwater discharge of the facility simultneouly. Therefore, the new outfall could be moved to a point downstream of the pond before the discharge meets the stream/surface water. The wet pond was found to full of tall cattails and is usually a good natural means of getting rid of pollutants from stormwater runoffs. Though cattail is an invasive species, a good rule of thumb is that there should not be more than 50% cattails of the pond area to ensure natural biodiversity. The back portion ofthe site is used for a storage area and is covered with gravel. Stormwater generally sheet flows from this area. It was recommended that a minimum 1Oft vegetated buffer be maintained around the perimeter of this storage yard. Rescission Request Form received from Airgas via Lawrence J Hollander, Jr from 2015 Vaughn Rd Kennesaw, GA 30144 for this facility and was based on their understanding that a portion of their manufacturing process had been discontinued in the recent past. However this facility still conducts storage and distribution operations of compressed and liquified gases (SIC 5169) and should continue to be regulated under the existing pemrit. It is recommended that the rescission request be denied. It is recommended that permit NCS000043 be renewed.
