All in favor. So, moved. Minutes are posted on the Cepco website. Officer/Committee Reports: Pool/Rec Center (Desirae): Good pool season reported. End of season many staffing issues and changes being put in place for next year. Quite bit money returned to HOA by Pool Professionals since contract was not fulfilled. Board has instructed Pool Professionals NorthChase will need monitors next year rather than lifeguards Desirae reminded homeowners to hold onto their new FOB passes as they will be needed next pool season Lost FOB will cost homeowner $50 to replace. Beautification project around outer gates of pool being planned next Spring to enhance landscaping near driveway and outer pool entrance. Financials (Adam): Treasurer reports spending went well this 2021 year No hurricanes, so no additional costs Richard Collins had done financial study & passed out to Board to review as there are concerns that there is not enough funds in Reserves. Going forward the new HOA Board will review Reserves and A-- ^' plan accordingly. FEB 2 8 2022 RV• Documents Review Committee (Eric): Eric formed a new committee this past year to look at the deficiencies in modern times compared to By -Laws now in place. Committee is still in early stages but will look at different alternatives to approve a change in By -Laws. Current attorney advises takes 90% of homeowners votes to make any change. Eric and Committee hope to find another solution. Community Affairs (Barbara): Barbara praised the new Community Affairs Chair (Krystal Cristillo) for the many activities and fun events she planned this year. Krystal did her best to include activities for all ages; different days/times for events; handled large group activities well; used funding well Barbara also thanked Jessica Zacharius (Chair of NorthChase newsletter) for excellent job bringing community news, as well as Wilmington area info, together quarterly in a nice layout and interesting presentation. And thanks to Angela and Chris Baynes for their donation of printing and help distributing newsletter to those without email addresses. Drainage (Lester 1: Lester has been on Drainage Committee for 17 years and served on HOA Board a cumulative 7 years — He is intricate part of making sure drainage needs in NorthChase are met. Ditches are fully cleaned/maintained 3 times a year. Heather Ridge recently had water backing onto NorthChase Parkway for over 3 hours. Lester inspected the pipes & pipe underneath Parkway had a 5" drop and then laid flat, allowing water to pool and backup. Needs 50% decrease in flow This is area Board is addressing currently to resolve this issue Architectural (Phil): Phil reports 83 requests total for 2021 Pools, solar panels, fences are majority of requests ARC Committee here to assist and Phil encourages homeowners to contact him so requests are submitted properly, and approval can be made easily. Reminded all those homeowners, as well as renters, need to follow the same guidelines. Encouraged reviewing Handbook for what is allowable change. Phil thanked all members on his committee for their time and commitment. FEB 2 8 2022 BY: Hearing Committee (Walt): Richard shared report that 35 violations were served in 2021— 25 pending and 3 verified Walt thanked his Committee and the Gatekeepers for their service to NorthChase this year. ELECTION OF NEW DIRECTORS: 6:56 PM there is not enough for quorum to hold election. Adjourn for 5 minutes and reconvene to vote 7:06 PM — Meeting called back to order Notifications properly sent (packet to all homeowners via US Postal) Cepco confirmed bulk emails were sent again advising of meeting Cepco confirmed NorthChase site with minutes, applications, documents for Homeowners to review HOA Facebook has had less negative effects 3-4 times year newsletter has gone out to community No floor nominations. Desirae did ask to speak as she wished to run again (her term ended 2021) and she had not submitted to be placed on ballot. Kate Washburn spoke because although she had submitted a candidate request, no one had ever contacted her, so she was surprised to see her name on ballot tonight. She tried to retract her ballot but was convinced to run and try serving on Board this year. And 6 new candidates running. Question asked if Board should accept the "top vote getters" (to fill the year requirements) since there are openings for all that are running for a director position Board in agreement to fill positions CEPCO passed out ballots to homeowners in FICA Annual Meeting and to current Board Members. Collection and count of ballots and presentation of Director Terms to Richard to announce. New HOA Board 2021 is: Christine Sprow (1 year remaining) Eric Ross (2 year remaining) Adam Bolick (2 year remaining) Gary Werbil (3 year term) Jim Klungle (3 year term) Kate Washburn (3 year term) William Lovett (2year term) Desirae Maestro (1 year term) Krissy Kleine (1 year term) RATIFICATION OF BUDGET: HOA Board approved budget increase of 5% of HOA dues for upcoming year. Ratified by Board. One opposed UNFINISHED BUSINESS: 2020 Audit performed & CEPCO/HOA is in compliance — recommended reserve study — County standards will require pond cleaning which is very big expense to NorthChase (ponds not cleaned in past 25-30 years) 2 front ponds will be priority Northchase has 11 ponds to maintain Eric Ross thanked the past Board members for their time and diligence and looks forward to new Board meeting asap and preparing to serve the community needs QUESTIONS FROM FLOOR: Questioned cost of FOB passes this year and if lost/homeowner moved — how is cost absorbed? Answer: FOB replaced when $50 fee paid FOB are cleared and not re -activated until dues for 2022 are paid Question from floor (Kyle): Analyzed budget - $26,000 fees, reserves, special projects Richard explained that each action looked at from different perspectives (ie: drainage, pool) Ratification of 2022 budget — Reserve study needed to be sure enough money as needed will be available Kevin McDonald thanked Board for approval of use of pool for firefighter training These firemen serve our community and use our pool early morning before pool opens. Kevin advised they plan to remove the dry hydrants in neighborhood. Board needs to consult with Fire Marshall as rule is Fire Dept is to draw from ponds when there is a fire. New Board will look into immediately in New Year. Kevin's suggestion is to cutoff or cap the hydrants. Brick Building at Rec Center? — Belongs to Cape Fear Utility Pump Station - Board trying to attain building — It is spacious building and would need heating, air, etc. Board hopes turnover with no cost to HOA. Chair of CF Utilities not responding to HOA Board. Original deed is to Andy Adams and title needs to be changed to NorthChase Association.
