Staff of the Wilmington Regional Office has reviewed the application for the applicability of the Stormwater Management rules to the proposed activity at this project. Based on our review, you do not appear to be proposing a development activity on this site at this point in time that would be subject to the stormwater requirements as provided for in 15A NCAC 2H.1000. Please be advised that other regulations will potentially apply to your proposed activities. If your project disturbs one acre or more and has a point source discharge of stormwater runoff, then it is subject to the National Pollutant Discharge Elimination System (NPDES) stormwater discharge requirements. You are required to have an NPDES permit for stormwater discharge from projects meeting these criteria. This exemption applies only to the Coastal Stormwater Management Permit for the currently proposed grading activity. If at any time, construction on or development of any part of this site is planned, as defined in NCAC 2H.1000, including, but not limited to subdivision, sale of the property in whole or in part, or if the proposed activities differ in any manner from what is shown on the plans on file with the Division, then you must submit the project for review of the applicability of the stormwater management rules prior to said construction or development. There are small drains all over the course draining the little depressions in the fairway. According to the surveyor, there are hundreds of pipes out there connecting those drains and it would be very time consuming to try to trace them all. I can't even tell looking at the inverts how they are supposed to flow, they seem completely random. We had to water test the system to verify the final destination. Somehow or another, everything winds up in the existing 10" CPP that goes to the catch basin near Dye Lake and then through the 2.4" RCP to the lake. Phil Bevilacqua, Jr., P.E. The surveyor could not provide a complete as -built due to the number of lines. Oddly enough, the golf course does not have a plan of any kind of what was planned or built out there. There are existing inlets in all the locations where the new inlets are shown. They are all connected somehow to Dye Lake, but according to the surveyor there is such a multitude of pipes it would take his crew a month to trace them all out. We have tested the system draining fairway #10 in a few locations to verify that it drains to the lake. In our view, tracing the specific path of every drain line to the lake is unnecessary and would create a huge Isurvey expense. There appears to be a significant number of "new" inlets located on Fairway #10. However the plans are not clear if the 8" PVC collection piping in Fairway #10 is existing or proposed along with the new inlets. It appears that there will be a substantial increase in the amount of runoff entering one of the ponds via this collection system. Is that pond covered by one of our permits? If it is, it will need to be reevaluated for the potential increase in drainage area. Phil wrote: Linda, This is essentially maintenance. Whenever I can get to it. I need to do a littie research first. I believe Landfall is overall low density with treatment for the pockets of high density, so adding a bunch of piping within a low density project may not be allowed.
