Industrial Pretreatment Program
Narrative for the Annual Report 2022
The Town of Jefferson Industrial Pretreatment Program regulates American Emergency Vehicles
as it's only Significant Industrial User. This facility is a 40 CFR 433.17 categorical metal finishing
operation resulting from a process that uses a fluoridated etching solution to prepare ambulance
bodies for primer coating and finish painting.
In 2022 American Emergency Vehicles completed the process of closing their operation at 165
American Way. AEV now operates in the former Gates Rubber facility on Northwest Drive in
Jefferson, 101 Gates Lane. The American Emergency Vehicles IUP was renewed while the facility
at 165 American Drive was operating at a greatly reduced level. Once the operation was moved
entirely to the former Gates Rubber facility, the IUP was transferred to regulate the operation at
that location. The 165 American Way facility closed on 8/31/22. All IUP conditions and limits
remain unchanged for the Gates Lane operation. A slight revision was made in the IUP to
designate the required sampling point at the new location.
The Town of Jefferson samples the American Emergency Vehicles discharge semi-annually. In
2022 both of the sampling events demonstrated compliance with the Industrial User Permit.
American Emergency Vehicles also samples their discharge on a semi-annual schedule. In the first
semiannual period, the SIU exceeded their Daily Max and Monthly Average for BOD. After
completing the Compliance Judgment Worksheets for Daily Limit and Average Limit Compliance
American Emergency Vehicles was not in Significant Noncompliance for this period.
A Notice of Non-compliance was delivered to AEV Compliance Manager Gary Graybeal on
December 20, 2022.
American Emergency Vehicles was fully compliant with their IUP in the second period of 2022.
In recent discussions with AEV management we learned they are tentatively planning to
eliminate the discharge of their Categorical flow by installing an outside tank to store this
material for pumping and hauling; possibly to the aerobic digesters of local wastewater facilities.
The discussion is in preliminary stages at this time.
Comments for Pretreatment Program Info Database
The form indicates a due date of 05/01/2022 and a date received of 08/03/2018 for the Jefferson
HWA. Our records indicate Mr. Patrick Cusack of McGill Associates submitted the Headworks
Analysis for the Town of Jefferson on March 30, 2022 to Mr. Monti Hassan at the PERCS Unit. A
copy of our 2022 HWA is on file at the Jefferson WWTP. We are prepared to resubmit this
information to the proper location when provided the contact information.
Revisions to Historical SNC Report
Jefferson's Historical SNC Report indicated AEV was SNC for TSS during the first and second halves
of 2021. A review of their files indicates compliance for each of those periods.
The report lists inaccurately, SNC for American Emergency Vehicles for both halves of 2022.
