Dear Mr. Becker:
On January 24, 2023, Stephanie Goss of the Raleigh Regional Office (RRO) conducted an inspection at
the subject facility. The cooperation of Kay Broadwell, operator in responsible charge (ORC) of the
facility, along with Andrew Stevenson, was appreciated. Findings during the inspection were as follows:
1. Your NPDES permit was issued effective June 1, 2018 and expires on March 31, 2023. The
Division is in the process of renewing this NPDES permit. The renewal application was received
on September 28, 2022.
2. The 0.1 MGD treatment plant consists of two 300-gpm influent pumps, one 15,000-gallon
equalization tank, one 125,000-gallon aeration tank, one 33,400-gallon clarifier, one 22,500-
gallon sludge holding tank, three aeration blowers, an ultraviolet disinfection unit, post aeration,
and a flow recorder.
3. The plant discharges to the Neuse River, which is classified as Class C, Nutrient Sensitive Waters
in the Neuse River basin.
4. The field parameters performed by the operator are temperature, pH, and Dissolved Oxygen (Lab
Certification #5051). Enco Laboratories (Lab Certification #591) performs analysis for all other
permitted parameters. Aqua conducts the sampling required by the permit.
5. DWR staff observed Ms. Broadwell perform the calibration of the meter for the pH and Dissolved
Oxygen probes. Ms. Broadwell demonstrated acceptable calibration for the on-site parameters.
6. A cursory review of laboratory and DMR data for January and May 2022 showed consistent
reporting of results.
7. A review of discharge monitoring report (DMR) data for the period January 2019 through present
showed all required monitoring was performed.
8. An operator logbook is kept detailing flow and daily plant operations.
9. The aeration tanks were in use on the day of the inspection and appeared to be operating
satisfactorily; however, only two of the three aeration tank blowers are functional and their usage

is rotated every two weeks. Foam was observed on approximately 10% of the surface of the
tanks.
10. The overflow weirs appeared to be level and algae free. The operator used a sludge judge to
measure the sludge depth in the secondary clarifier which showed the sludge depth to be
approximately 5 feet with the clarifier approximately 15 feet deep.
11. The UV disinfection system appeared to be operating satisfactorily. Ms. Broadwell stated the UV
system is cleaned weekly, and the bulbs are replaced annually.
12. A generator is present on-site and is tested under load weekly.
13. On the day of the inspection, sampling was not conducted. Ms. Broadwell indicated that the
effluent composite sampler is programmed flow proportionate. The refrigerated sampling unit is
being maintained at a consistent proper temperature of less than 6 degrees Celsius. Effluent is
sampled once per week, along with a grab sample for fecal.
14. The effluent flow meter was calibrated on December 14, 2022 by Clear Water, Inc. You are
reminded that calibration of the flow meters is required to be performed annually.
15. The sludge holding tank has the capacity to hold approximately 22,500 gallons and the current
volume was approximately 6,000 gallons.
16. Mr. Stevenson stated that sludge is hauled approximately every two to three months from the
facility by Granville Farms. 10,000 gallons of sludge was recently hauled by Granville Farms on
January 6, 2023.
17. No detrimental impacts to the Neuse River were observed. The effluent discharge pipe was not
observed due to the level of the Neuse River during the time of the inspection.
