A sketch of the building,square footage along with details as to how the building is used for water pollution prevention,is required. Land: To qualify for tax certification,the land must be used exclusively for water pollution prevention. A schematic diagram of the facility detailing the land being applied for is required. The amount of land (acreage)is required and how this land is being used to prevent water pollution. For wastewater treatment and irrigation system list separately the acreage used for actual treatment from the acreage required by the facility's water quality permit for buffers and setbacks. Jrw i g � ?vD M.aMMM MIME x MEER OJ L ._ r A01-03 063602 !a xxFR-.NUMBER 1 Biggs Regional Wastewater Pretreatment Facility, Clayton, NC IMPROVEMENT DESCRIPTION Photographs of the improvements are included as Exhibit 2 and a site layout is included in Exhibit 5. The property consists an industrial wastewater pretreatment facility designed to convert "high strength" wastewater that contains excess nitrogen and phosphorous to "low strength" wastewater that can further treated in a conventional municipal wastewater treatment plan. The facility will serve the adjacent pharmaceutical plant (Novo Nordisk) but it has excess capacity that could serve other future industrial facilities. The value of the facility to the community is that first, it will serve a large expansion of the Novo Nordisk plant on an adjacent site. Second, it has additional capacity that could serve other pharmaceutical companies that could move to the area, which provides an economic development opportunity for the Town of Clayton. The facility has been constructed during 2018-2019. Construction is complete but the facility is not yet in operation, waiting on two additional permits. Conveyance to ' , . i �..�2 •�`' further treatment e - aI 1, 1451 Hester & Company 25 Biggs Regional Wastewater Pretreatment Facility, Clayton, NC The facility has a capacity of 440,000 gallons per day of wastewater. It could be increased to a capacity of 700,000 gallons and could be expanded to essentially double capacity if needed. PROPERTY TAXES The Johnston County Revenue Department property record card for the property is included with this report in Exhibit 4. The property is exempt from property taxes because it is a municipal utility installation. Hester & Company 26 Town of Clayton/Regional Wastewater Pretreatment System Valuation 9 2. Subject Assets 2.1 . Background The Town and Novo executed the WWPTF Agreement to set forth the terms of a cooperative effort to construct the System which opened in 2019. This initiative was envisioned to serve potential future industrial users in the region along with Novo's$1.8 billion expansion of its diabetes active pharmaceutical ingredient ("DAPI") manufacturing facility.As of the date of this Report, Novo has been the sole user of the System. In 2019,Novo completed the construction of the Subject Assets and donated the System to the Town. After accepting ownership of the System, the Town entered into the O&M Agreement with Novo for the on-going operation of the System. According to the O&M Agreement, Novo is responsible for all of the operations and maintenance costs of the System through November 1, 2023. 2.2. General Description of the System The WWPTF is pretreatment facility that is capable of handling high strength industrial wastewater. The System is designed to process 0.44 MGD of industrial wastewater before it is discharged to a public WWTF. Based on design of the System, Table 2-1 provides current influent characteristics and limits. The biological process includes influent flow equalization,bioreactor activated sludge treatment, secondary ©2022 Raftetis Financial Consultants,Inc Town of Clayton/Regional Wastewater Pretreatment System Valuation 10 clarification, and dissolved air flotation("DAF")to meet effluent requirements.The process also includes activated sludge recirculation and waste pumping, pH adjustment,polymer flocculation, and effluent flow metering. Sludge solids are dewatered onsite. The sludge process includes polymer sludge conditioning and thickening, aerobic digester sludge storage, centrifuge sludge dewatering, and dewatered solids loading and hauling. The plant's influent basins control flow rate and pH at the facility, enhancing operational efficiency. The purpose of flow equalization is to balance out the process parameters, such as flow rate,organic loading, strength of wastewater streams, pH, and temperature over a 24-hour period.The two(2)bioreactor trains use a four-stage Bardenpho process to remove nutrients without the use of chemicals, reducing operating costs. The plant features 100%equipment and power redundancy to protect against failure and ensure optimal treatment to meet wastewater discharge limits required in North Carolina. The System's treated influent is a discharged to public WWTF. g All wastewater discharges to surface waters in North Carolina must receive a permit.The Clean Water Act of 1972 initiated strict control of wastewater discharges with the responsibility of enforcement given to the Environmental Protection Agency("EPA").The EPA created the National Pollutant Discharge Elimination System("NPDES")to track and control point sources of pollution.The primary method of control is by issuing permits to dischargers with limitations on wastewater flow and constituents.The EPA delegated permitting authority to the State of North Carolina in 1975. The NPDES program establishes limits for flow(quantity discharged),conventional pollutants(BOD,pH, TSS, fecal coliform, oil&grease, etc.), toxicants(metals,volatile organics, etc.), and non-conventional pollutants such as ammonia and nutrients.Delegated states have the authority to establish state water quality standards which can be more stringent than federal standards established by EPA. In addition to administering the NPDES program in North Carolina,there is also the responsibility of enforcement of the discharge limitations through our NPDES Compliance program. The WWPTF is currently discharging its wastewater to a Johnston County WWTF(NPDES Wastewater Permit#NC00307165). The Johnston County WWTF is permitted to discharge treated municipal and industrial wastewater to the Neuse River, in the Neuse River Basin. Table 2-2 provides current targeted discharge limits to meet the County's permitted effluent requirements. The Town is a North Carolina municipal corporation, incorporated in 1869, and is governed by an elected mayor and a five-member council. North Carolina municipalities operate under charters granted by the General Assembly and have powers and authorities granted to them by state statutes and the state constitution. In North Carolina, municipalities do not have home rule, which means that the state legislature must grant the powers and authority to municipalities and authorize them to perform certain functions. These functions generally include potable water, wastewater, law enforcement, fire protection, street maintenance, transportation, recreation, garbage collection and recycling, and land use planning("Public Services").
