To Whom It May Concern:
Bakelite Synthetics (Bakelite) operates under NPDES Permit No. NCS000156. As a part of this permit,
Bakelite is required to submit Discharge Monitoring Reports (DMRs) for periodic stormwater
analytical sampling. Currently, the facility is in Tier Three status, as outlined in Part It, Section B of
the permit, which requires monthly sampling. In addition, the facility is required to complete Annual
Acute Toxicity Testing at each of the outfalls. Please find enclosed the completed DWQ Form AT-2
for the November 2022 sampling event. For this sampling event, the samples were unable to be
handled by the external lab due to the limited resources available for testing in the lab. This resulted
in the samples exceeding the hold time and were unable to be analyzed for acute toxicity. Bakelite
will collect samples for an acute toxicity testing during the next qualified sampling event.
