The inspection included review of SPPP documents, sampling data, and inspection of the facility. The SPPP was well organized and updated per permit schedule. The SPPP included all required elements as required in the permit. BMPs were clearly defined. The sampling data was available and complete. The site samples one location at the north side of the property. Previously multiple samples were taken from around the facility, but there is a ditch around the property leading to the one point. This change was approved by this office in 2018 as a representative outfall status request. Sampling was high for Zinc in the history of the facility. The high results may be directly tied to housekeeping of stockpiles and roadways. The sampling data was compiled by the company, but greater analysis of the data by this office is recommended. The facility was well maintained during the inspection. The facility is permitted (DAQ) to burn coal, tire derived fuel, wood, and creosote wood. Previous inspection revealed TDF scraps and coal scattered about the yard. The TDF and coal stockpiles showed an improvement in containment. The wood stockpiles need improved containment. Creosote logs are chipped onsite by National Salvage. National Salvage needs to submit for thier own permit and be responsible for containment of wood chips and spray down. The spray down for the wood chips is significant enough to create a wastewater runoff. Preliminary discussion with National Salvage indicated a willingness to apply for a permit. The National Salvage area is in dire need of maintenance. Secondary containment appeared to be in place for liquid storage. However, recent samples have shown improvement: 0.079 mg/L, 0.087, and 0.079. The sample from 6/ 2019 reported 0.0283mg/L Zn.
