The proposed permanent impacts include the riprap apron at the culvert outlet.
We will be sending you a SCM plan within the next week or two.
Question: Do you think that we will need to go to the EMC for the buffer variance? I have a call into Johnston County
and will be asking them the same question. I want to have an introductory call with them prior to dumping the
application and the comments on their desk.

DWR does not have any specific comments to submit in response to the Public Notice of the above referenced
project. DWR has requested additional information from the applicant (see below) and respectfully requests that the
USACE consider these items while conducting their review. Please note that DWR will be unable to issue a 401
Certification until the applicant receives approval for the proposed impacts to the Neuse River Riparian Buffers.

Chris,
I have initiated a review of the above noted project and require some additional information in order to complete the
review. Please provide the following information within 30 days of receipt of this email. Please note that the
application will be considered "on hold" until receipt of a complete response.
1. Please confirm that the permanent stream impact totals include the riprap apron at the culvert outlet.
2. The application notes that stormwater treatment will be provided. Please provide a conceptual stormwater
management plan and show potential SCMs on a site plan. Please also clarify that all site stormwater will be
treated through a primary SCM prior to discharge.
3. As discussed by phone, the Neuse River Riparian Buffer implementation has been delegated to Johnston
County. Please provide confirmation that the County will review buffer impacts pursuant to their approved
ordinance.
