Good Morning,
This email is to inform you that the activities outlined in the Stormwater Permit Closure Plan submitted by Capital Power
on April 5, 2022 for the Southport, NC site are complete. Therefore, Capital Power is requesting recission of NPDES
Permit No. NCS000348, and the signed NPDES Recission Request Form is attached.
In summary, Capital Power has completed the following:
• Stormwater Closure Plan and Notification of Closure Activities submitted on April S, 2022.
• Potential Pollutant Sources associated with former operations have been removed from the site. See attached
photolog.
• All facilities at the site (office buildings, etc) have been removed and onsite staff is limited to contractor
oversight on an as needed basis.
• NPDES Permit No. NC0065099 for discharges of treated wastewater has been rescinded.
• NCDEQ State Stormwater Permit SW8 090511 (Sand Filter Permit) has been rescinded.
A stormwater sample from Outfall 005 was last collected on August 30, 2022. A copy of the Discharge Monitoring
Report is attached and the laboratory analysis indicated no detections above the permit benchmarks.
In addition to CPI maintaining compliance with NCS000348, discharges of stormwater are currently being managed
under the coverage of NCG010000 Construction General Permit issued to the demolition contractor, DH Griffin
Infrastructure, LLC. A Letter of Approval dated March 29, 2022 was issued for the land disturbing activities required for
the demolition work and for site restoration in accordance with the approved Erosion and Sedimentation Control (E&SC)
Plan. The E&SC Plan infrastructure (sediment basins and ditches) have been installed, the final site grade has been
achieved, seeding of the entire site has been completed and site revegetation and final stabilization will soon be
attained.
Please let me know if you would like to visit the site and or schedule a meeting to discuss this request. Please also let me
know if the original signed Rescission Request is required to be mailed to NCDEQ.
