3. THE DEVELOPER SHALL BE RESPONSIBLE FOR THE MAINTENANCE OF ALL REQUIRED
IMPROVEMENTS UNTIL SUCH TIME AS A UNIT OF GOVERNMENT, PUBLIC UTILITY, OR OTHER LEGAL
ENTITY ASSUMES RESPONSIBILITY.
4. IT IS THE DEVELOPERS RESPONSIBILITY TO COMPLETE THE INSTALLATION OF ALL REQUIRED
IMPROVEMENTS. IF THE INSTALLATION OF THESE IMPROVEMENTS AND LISTED AMENITIES IS NOT
COMPLETE BY THE TIME THAT THE COUNTY HAS ISSUED BUILDING PERMITS FOR 75 o OF THE LOTS
SHOWN ON THE RECORDED PLAT WITHIN THE SUBDIVISION, THE COUNTY SHALL NOT ISSUE ANY
MORE BUILDING PERMITS UNTIL THE IMPROVEMENTS HAVE BEEN COMPLETED.
5. CONTRACTOR SHALL FIELD VERIFY ALL DIMENSIONS, UTILITIES AND GRADES PRIOR TO
CONSTRUCTION. CONTRACTOR SHALL NOTIFY THE ENGINEER OF ANY EXISTING DISCREPANCIES
PRIOR TO COMMENCING ANY RELATED CONSTRUCTION.
6. AT LEAST 72 HOURS PRIOR TO CONSTRUCTION OR EXCAVATION THE CONTRACTOR SHALL NOTIFY
"NORTH CAROLINA ONE CALL" (811) OR (1-800-632-4949) TO HAVE EXISTING UTILITIES LOCATED.
7. SOIL UNDER BUILDINGS AND PAVED AREAS SHALL BE COMPACTED TO STANDARD PROCTOR
MAXIMUM DRY DENSITY OR AS RECOMMENDED BY THE GEOTECHNICAL ENGINEER.
8. PAVEMENT DESIGN WILL BE APPROVED BY THE NCDOT PRIOR TO PLACEMENT.
9. ALL ASPHALT EDGES SHALL BE SAW CUT TO PROVIDE A GOOD LONGITUDINAL JOINT. MILL 1.5 FEET
AT 1.5 INCHES DEEP MINIMUM TO PROVIDE A LONGITUDINAL LAP JOINT FOR FINAL SURFACE LAYER.
NO MILLING SHALL BE LEFT FOR A PERIOD OF TIME GREATER THAN 48 HOURS BEFORE A STREET IS
TO BE REPAVE D/RESU RFAC ED.
10. PRIOR TO STARTING CONSTRUCTION, THE GENERAL CONTRACTOR SHALL HOLD A
PRE -CONSTRUCTION CONFERENCE.
11. ALL STREET SIGNS SHALL CONFORM TO THE LATEST EDITION OF THE MUTCD INCLUDING MIXED
CASE LETTERING, PROPER LETTER HEIGHTS, AND RETRO REFLECTIVITY.
1. NCDOT WILL ALLOW SIDEWALKS BY ENCROACHMENT AND WILL NOT ACCEPT RESPONSIBILITY FOR
MAINTENANCE. OWNER OR HOA IS RESPONSIBLE FOR MAINTENANCE OF SIDEWALK. SIDEWALKS
SHALL MEET THE ALL APPLICABLE ADA REQUIREMENTS.
2. UTILITY EASEMENTS SHALL BE DEDICATED EXCLUSIVELY TO HARNETT COUNTY SPECIFICALLY FOR
THE CONSTRUCTION, OPERATION, AND MAINTENANCE OF WATER AND SEWER IMPROVEMENTS.
3. NO PERMANENT STRUCTURES SHALL BE LOCATED WITHIN AN EASEMENT.
4. THE MAINTENANCE OF DRAINAGE EASEMENTS IS THE RESPONSIBILITY OF THE DEVELOPER AN/OR
HOME OWNER'S ASSOCIATION.
5. LANDSCAPED BUFFERS, OPEN SPACE, ACCESS EASEMENTS, SIGN EASEMENTS AND COMMON
FACILITIES WILL BE RETAINED, OPERATED, AND MAINTAINED BY THE DEVELOPER AND/OR THE
HOMEOWNER'S ASSOCIATION COVENANTS AND BY LAWS IN ACCORDANCE TO RELEVANT STATE
LAW.
6. THE DEVELOPER SHALL BE COMPLETELY RESPONSIBLE FOR THE INSTALLATION AND INITIAL
MAINTENANCE OF ALL REQUIRED BUFFERS (INCLUDING STREETSCAPE, PERIMETER, PRIME VISTA,
BERMS, ETC.) UNTIL OWNERSHIP CHANGES TO THE HOMEOWNERS' ASSOCIATION. THE DEVELOPER
IS RESPONSIBLE FOR MAINTAINING ALL REQUIRED PLANTINGS IN GOOD CONDITION AT ALL TIMES.
