HomeMy WebLinkAboutNCC223974_ESC Approval Submitted_20221130NORTH CAROLINA November 28, 2022 To: Raymond Rinker Starlight Homes North Carolina, LLC 4025 Lake Boone Trail, Ste. 200 Raleigh, NC 27607 SUBJECT: Local Sedimentation and Erosion Control Program Approval Individual Lot Walker's Station Townhomes PH IV (EC-112222-02) Mr. Rinker, The City of Wilson received a revised submission for an erosion control plan from Bartlett Engineering and Surveying for the construction of Walker's Station Townhomes PH IV on 11/22/22 for the disturbance of approximately 1.87 acres. Bartlett Engineering and Surveying has addressed all outstanding comments. Thus, the plan is approved. This plan approval shall expire three years following the date of approval, if no land - disturbing activity has been undertaken, as required by 15A NCAC 4B .0129. This approval was based partially on the accuracy of the information provided in the Financial Responsibility Form. You are requested to file an amended form if there is any change in the information included on the form. The City of Wilson has been granted delegated authority from the North Carolina Division of Energy, Mineral and Land Resources to regulated land disturbing activities subject to the Sedimentation Pollution Control Act of 1973. This Act is performance oriented, requiring protection of existing natural resources and adjoining properties. If the approved sedimentation and erosion control plan is inadequate to meet the requirements of the Act, this office may require revisions to the plan and implementation of the revisions to insure compliance with the Act. Acceptance and approval of this plan is conditioned upon your compliance with all Federal, State, and City of Wilson's ordinances as applicable to this land disturbing activity. Please be aware that this letter gives the notice required by G.S. 113A-61.1(a) of our right of periodic inspections to insure compliance with the approved plan. As of April 1, 2019, all new construction activities are required to complete and submit an electronic Notice of Intent (NOI) form requesting a Certificate of Coverage (COC) under the NCGO10000 Construction Stormwater General Permit. This form shall be submitted prior to the commencement of any land disturbing activity on this project, The NOI form may be accessed at deq.nc.gov/ncg01. Please direct all questions about the NOI form to NC DEQ. After you submit a complete and correct NOI Form, a COC will be emalled to you within three business days. Title 15A NCAC 413 .0118(a) and the NCG01 permit require that the following documentation be kept on file at the job site: 1. The approved E&SC plan as well as any approved deviations/revisions; 2. The NCG01 permit and COC; and 3. Records of all required inspections made during the previous 30 days. The General Contractor or delegated agent is required to set up an initial inspection (before construction begins) with the City Staff.
