Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No. SW8 960705 dated October 3, 1996, for the construction of Marine Chevrolet. This permit shall be effective from the date of issuance until October 3, 2006, and shall be subject to the conditions and limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements in this permit. Failure to establish an adequate system for operation and maintenance of the stormwater management system will result in future compliance problems. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an ajudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, P.O. The tract will be limited to the amount of built -upon area indicated on page 3 of this permit, and per approved plans. 5. Deed restrictions must be recorded prior to the sale of any outparcel or future area shown on the approved plans to ensure that future owners are made aware of the built -upon area limitations. The following statement must be recorded: "To ensure continued compliance with the NCDWQ Stormwater Management Permit Regulations, 15A NCAC 2H.1000, the outparcel as shown on the approved plans is limited to 44,000 square feet of built -upon area, inclusive of that portion of the right-of-way between the front lot line and the edge of the pavement, structures, pavement, walkways of brick, stone, slate, but not including wood decking or the water surface of swimming pools." "All built -upon area from the outparcel or future area must be directed into the permitted stormwater control system." "Additional built -upon area will require a permit modification." "The connection into the stormwater control shall be made such that short-circuiting of the system does not occur." 6. The permittee is responsible for verifying that the proposed built -upon area does not exceed the allowable built -upon area. 7. The following items will require a modification to the permit: a. Any revision to the approved plans, regardless of size. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area. e. Further subdivision of the project area. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. In addition, the Director may determine that other revisions to the project should require a modification to the permit. 8'. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. 13 a State Stormwater Management Systems Permit No. SW8 960705 H. SCHEDULE OF COMPLIANCE 1. The permittee will comply with the following schedule for construction and maintenance of the stormwater management system: a. The stormwater management system shall be constructed in it's entirety, vegetated and operational for it's intended use prior to the construction of any built -upon surface except roads. b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. C. All connections into the stormwater system from future areas/outparcels shall be made such that short-circuiting of the system does not occur. 2. The permittee shall at at] times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in it's entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of side slopes. d. Immediate repair of eroded areas. e. Maintenance of side slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping. g. Access to the outlet structure must be available at all times. 3. Records of maintenance activities must be kept and made available upon request to, authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 4. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 5. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. 6. A copy of the recorded deed restrictions must be submitted to the DWQ within 30 days of the date of the recording. The recorded copy mast be signed by the permittee, dated, stamped with the deed book number and page, and bear the stamp of the Register of Deeds. 7. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. 5 t III. GENERAL CONDITIONS State Stormwater Management Systems Permit No. SW8 960705 1. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 4 143-215.6(a) to 143-215.6(c). j 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this 1 Division, such as the construction of additional or replacement stormwater management systems. 5. The permittee grants DEHNR Staff permission to enter the property for the purpose of inspecting all components of the permitted stormwater management facility. 6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. Permit issued this the 3rd day of October, 1996. Monthly, or alter every runoff producing rainfall event, whichever comes first: A. Inspect the trash rack; remove accumulated debris, repair/replace if it is not functioning. B. Inspect and clear the orifice of any obstructions. If a pump is used as the drawdown mechanism, pump operation will be checked. A log of test nuns of the pump will be kept on site and made available to DEM personnel upon request. C. Inspect the pond side slopes and grassed inlet swales; remove trash, and repair eroded areas before the next rainfall event. D. If the pond is operated with a vegetated filter, the filter will be checked for sediment accumulation, trash accumulation, erosion and proper operation of the flow spreader mechanism. Repairs/cleaning will be clone as necessary. Quarterly: A. Inspect the collection . system (ie. catch basins, piping, grassed swales) for proper functioning. Accumulated trash will be cleared from basin grates, basin bottoms, and piping will be checked for obstructions and cleared as required. 13. Pond inlet pipes will be checked for undercutting. Riprap or other energy dissipation structures will be replaced, and broken pipes will be repaired. I1I. Semi-annually: A. Accumulated sediment from the bottom of the outlet structure will be removed. B. The forebay depth will be checked at various points. Sediment removal is required when the depth is reduced to 75% of the original forebay design depth of _ 6 1. C. Grassed swales, including the vegetated filter if applicable, will be reseeded twice a year as necessary. Annually: K A. The pond depth will be checked at various points. Sediment removal is required when the depth is reduced to 75% of the original design depth or-3', whichever is greater. Design depth is 6 measured vertically from the orifice down to the pond's bottom. Sediment must be removed to at least the original design depth. V. General A. Mowing of the side slopes will be accomplished according to the season. Maximum grass height will be 6". B. Cattails are encouraged along the pond perimeter, however they will be removed when they cover more than 1/2 the surface area of the pond. The best time to cut them is at the end of the growing season, in November. Environmentally sensitive chemical for use in killing cattails can also be used. Contact your nearest Agricultural Extension Agent. C. The orifice/pump is designed to draw down the pond in 2-5 days. If dnwdown is not accomplished in that time, the orifice will be replaced with a larger or smaller orifice. Slow drawdown may be attributed to a clogged system. The source of the clogging will be found and eliminated. D. All components of the detention pond system will be kept in good working order. Repair or replacement components will meet the original design specifications as per the approved stonnwater plan. If previously approved components are determined to be ineffective, the component must be. redesigned and/or replaced. VI. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. The dimensions of the design pool are incorrect. According to the pond cross-section detail, the 6:1 vegetated shelf is located from elevation 44.5 to 45.5, therefore, the east -west dimension should be 114 + 12 = 126'. You show the dimension of the 45.8 contour as 123', when it should be 128'. This is not consistent with the detail. The 205' dimension is OK. 2. Site Description The topography on the site is fairly flat. The elevations on site range from elevation 50 to elevation 47. Topsoil overlies the site to depths of 6 to 8 inches and is underlain by soft to firm silty clays, sandy clays, and clayey sands to depths of 23 feet. Erosion Control Measures The land naturally slopes to the north. A detention pond is designed for stormwater management and will be incorporated as an erosion control measure during construction. Run- off will be conveyed by collecting in catch basins and routing to the pond. Silt fence and washed stone will be provided around each inlet to trap sediment before entering the pipe until the area is paved. The fill slopes on the north embankment of the pond will be stabilized and provided with silt fence at the base to trap sediment running off the slopes. A temporary construction entrance will be placed at the project entrance off Gateway South Drive. The stormwater pond will have a 6 foot permanent pool with the run-off from the 10 year-10 minute storm to drain out of the pond in slightly over three days. In accordance with the Underground Damage Prevention Act, the Contractor shall, within a time frame of not less than 2 or no more than 10 working days prior to the start of any excavation within any public right of way or private easement areas owned by a utility company, notify each utility owner having underground utilities in the area to be excavated of the following information. 1. Contractor shall take every reasonable precaution throughout construction to prevent the erosion of soil and the sedimentation of streams, lakes, reservoirs, other water impoundments, ground surfaces, or other property as required by State and Local regulations. 1.2 RELATED WORK A. Contractor shall, upon suspension or completion of land -disturbing activities, provide protective covering for disturbed areas. Permanent vegetation shall be established at the earliest practicable time. Temporary and permanent erosion control measures shall be coordinated to assure economical, effective, and continuous erosion and siltation control throughout the construction and post construction period. 1.3 REGULATORY REQUIREMENTS A. Contractor shall be responsible for prevention of damage to properties outside the construction limits from siltation due to construction of the project. The Contractor will assume all responsibilities to the affected property owners for correction of damages which may occur. Erosion control measures shall be performed by the Contractor, conforming to the requirements of, and in accordance with plans approved by N.C. Department of Environment, Health and Natural Resources and as per the erosion control portion of the construction drawings and these specifications. The Contractor shall not allow mud and debris to accumulate in the streets. Should the Contractor pump water from trenches during construction, appropriate siltation preventative measures shall be taken prior to discharge of pumped water into any storm drain or stream. 1.4 PRODUCTS A. Open mesh biodegradable mulching cloth. B. Fertilizer shall be 10-10-10 grade or equivalent. C. All construction areas not otherwise protected shall be planted with permanent vegetative cover within 10 working days after completion of active construction. Creek crossing areas shall be planted within 5 days after completion of construction. 1.6 STABILIZING A. The angle for graded slopes and fills shall be no greater than the angle which can be retained by vegetative cover or other adequate erosion control devices or structures. All disturbed areas not to be paved and left exposed will, within 10 working days of completion of any phase of grading, be planted or otherwise provided with either temporary or permanent ground cover, devices, or structures sufficient to restrain erosion. Creek crossing areas shall be planted within 5 days of completion of construction. 1.7 REGULATORY REQUIREMENTS A. Whenever land disturbing activity is undertaken on a tract, a ground cover sufficient to restrain erosion must be planted or otherwise provided within 10 working days on that portion of the tract upon which further active construction is not being undertaken. B. If any earthwork is to be suspended for any reason whatsoever for longer than 10 calendar days, the areas involved shall be seeded with vegetative cover or otherwise protected against excessive erosion during the suspension period. Suspension of work in any area of operation does not relieve the Contractor of the responsibility for the control of erosion in that area. 1.8 PRACTICES A. Avoid dumping soil or sediment into any stream bed or watercourse. Backfill for stream crossings shall be placed dry and compacted to minimize siltation of the watercourse, where applicable. B. Maintain an undisturbed vegetative buffer where possible between a natural watercourse and trenching and grading operations. C. Jute, mesh, etc. should be installed as per manufacturer's instructions. B. Silt fences shall be used at the base of slopes and in drainage swales to restrict movement of sediment from the site. Straw bales may be required for reinforcement. C. Rip -rap shall be used as scour protection, as indicated on plans. D. Establish vegetative cover on all unpaved areas disturbed by the work. Preparation of Seedbed. Areas to be seeded shall be scarified a depth of 6 inches until a firm, well pulverized, uniform seedbed is prepared. Lime, phosphorous, and fertilizer shall be applied during the scarification process in accordance with the following rates: Lime - 1 ton per acre Phosphorous - 500 pounds per acre Fertilizer - 750 pounds per acre 2. Seeding. Disturbed areas along roads and ditches shall be permanently seeded per section 02936 - "seeding" within 10 days and within 5 days at creek crossings of final grading during the period from March through September. Seeding performed during the period from October to February shall be temporarily seeded according to Tables 6.10 a, b, or c. The permanent vegetative cover will be overseeded at the earliest possible time as specified above. 3. Mulch all areas immediately after seeding. Contractor shall furnish all labor, materials, tools, equipment and perform all work and services necessary for or incidental to the furnishing and installation complete of all operations in connection with Earthwork as shown on the Drawings and as specified in accordance with provisions of the Contract Documents, and completely coordinated with work of other trades. B. Prior to the commencement of the earthwork, the contractor shall become thoroughly familiar with the site, the site conditions, and all portions of the work specified in this section. 1.2 WORK INCLUDED. Perform site preparation, excavation, filling and grading of all materials encountered and to the depths required to complete the work as shown on the Drawings. 1.3 EXISTING CONDITIONS. Every reasonable effort has been made to provide accurate information on existing site conditions. The Contractor should become familiar with the site and satisfy himself as to the scope of work involved and the materials to be encountered. Any significant change in conditions should be immediately brought to the attention of the Owner's representative. 1.4 QUALITY STANDARDS. Refer to the following standards and include as part of these specifications: ASTM C33 - Standard specification for concrete aggregates ANSI/ASTM C136 - Sieve analysis of fine and coarse aggregates. ANSI/ASTM D698 - Tests for moisture -density relations of soils and soil -aggregate mixture using 5.5 lb (2.49 kg) rammer and 12 inch (305 mm) drop. ANSI/ASTM D1556 - Density of soil in place by sand -cone method. ASTM D2487 - Classification of soils for engineering purposes. 1.5 SOILS. Soils shall be classified under the Unified Soil Classification System (USCS). Class V soils shall not be used for roadway or structural fill. A. Classification: For the purpose of this specification, soils to be used as fill material are grouped into seven classes according to soil properties and characteristics. Class I - Angular, crushed graded stone, confirming to NCDOT #57 stone graduation. 2. Class II - Coarse sands and gravels with maximum practical size of 44 mm (1-1/2 in.), including variously graded sands and gravels containing small percentages of fines, generally granular and non -cohesive, either wet or dry. Granular Fill: Granular fill under floor slabs shall be Class I material. D. Structural Fill: Fill material placed inside the line of the building foundation or slab shall be Class I or II. E. Fill Beneath Pavement: Fill material used beneath pavement and for road shoulders shall be Class II or III. F. General Fill: General fill material not otherwise specified shall be Class III or IV. G. Trench Backfill: Material used for bedding, haunching and initial backfill shall be as specified hereinafter and shown on trench details on plans. H. Familiarization: Prior to commencement of the earthwork, become thoroughly familiar with the site, the site conditions, and all portions of the work specified in this Section. 1.6 SURFACE PREPARATION A. Clearing: Areas designated for clearing and required for construction operations shall be cleared of trees, brush, structures and other materials. Trees which are to remain shall be protected during clearing operations and subsequent work. B. Grubbing: Roots, stumps and other materials shall be grubbed from the cleared areas to a depth of at least 18 inches. Tree stumps shall be grubbed in their entirety, including tap roots where applicable. C. Topsoil: Strip existing topsoil to a depth of 4 inches from areas to be excavated or graded. Grade and maintain all areas of the site to preclude surface runoff into excavations and prevent ponding of water. A. Dewatering: Excavations should be kept free of surface water and/or groundwater. Provide and maintain at all times the necessary means and devices to prevent water from entering the excavations and for removing all water entering the excavations. B. Softened Subgrade: Remove all soil softened or eroded by the presence of water and replace with suitable backfill material. 1.8 EXCAVATION. All excavation of every description and of whatever substances encountered shall be performed to the lines and depths indicated on the Drawings and required for the work. During excavation, material suitable for filling shall be stockpiled in an orderly manner. Excavated materials not required or suitable for filling shall be removed from the site and disposed of. A. Unsuitable Materials: Unsuitable materials encountered in an excavation shall be removed as directed by the Owners representative, backfilled with suitable material and compacted. Unsuitable materials include organic soils, muck, soft and compressible silts and clays and running sands. 1.9 PREPARATION OF SUBGRADE. Upon completion of site preparation and excavation, scarify to a depth of 12 inches and compact as specified. For areas to receive fill, the compacted subgrade shall be scarified to a depth of four inches prior to placing the fill. 1.10 FILL AND COMPACTION A. Place and compact fill material in layers not exceeding eight inches uncompacted depth. Place the first layer to an uncompacted depth of four inches and mix thoroughly with the unclarified subgrade prior to compaction. B. Moisture Conditioning: Moisten or aerate the subgrade and fill material as required to obtain proper compaction. C. Structural Fill: Compact the subgrade and fill to a depth of 8 inches below the subgrade minimum of 100 percent ASTM D698 (Standard Proctor) maximum density at optimum moisture content. D. Granular Fill: Place granular fill on compacted, unscarified fill or subgrade and compact to a minimum 100 percent ASTM D698, maximum density at optimum moisture content. PART 2 SUBMITTALS 2.1 Signed copies of vendor's statement for each grass seed mixture required, stating botanical and common name, percentage by weight, and percentages of purity, germination, and weed seed. Statement shall certify that each container of seed delivered is fully labeled in accord with Federal Seed Act and equals or exceeds specification requirements. 2.2 Copies of typewritten instruction recommending procedures to be established by Owner for maintenance of seeded areas. Submit prior to final acceptance. 2.3 Copies of invoices for all fertilizer used -on project showing grade furnished. Each lot of fertilizer to be subject to sampling and testing, at desecration of Engineer, in accord with current methods of Association of Official Agricultural Chemists. A. Upon completion of project, a final check of total quantities of fertilizer used will be made against total area seeded, and if minimum rates of application have not been met, Engineer may require distribution of additional quantities to makeup minimum application specified. PART 3 MATERIALS 3.1 Grass Seed: Provide fresh, clean, new -crop seed labeled in accord with U.S. Department of Agriculture Rules and Regulations under Federal Seed Act in effect on date of bidding. Provide seed of grass species, proportions and minimum percentages of purity, germination, and maximum percentage of seed, as specified. Furnish seed in sealed standard containers labeled with producers name and seed analysis. Furnish vendor's certified statement of composition, mixture and percentages of purity, germination, and weed seed for each grass seed species required. A. Do not use mulch which contains an excessive quantity of matured seeds of noxious weeds or other species that will grow or be detrimental to overseeding, or provide a menace to surrounding land. Do not use mulch material which is fresh or excessively brittle, or which is decomposed and will smother or retard growth or grass. 3.3 Fertilizer: Provide commercial fertilizer whose analysis meets the requirements stipulated in the Soil Test Report meeting applicable requirements of State and Federal Law. Cynamic compounds or hydrated lime are not permitted in mixed fertilizers. Deliver fertilizer to site in original containers and bearing the guaranteed analysis. 3.4 Limestone: Agricultural grade ground limestone containing not less than 85 percent of combined calcium and magnesium carbonates, 60 percent passing a 60 mesh sieve, 95 percent passing a 10 mesh sieve. 3.5 Asphalt Binder: Emulsified asphalt per State Specifications. 3.6 Water: Potable, free of substances harmful to growth of grass. PART 4 SOIL PREPARATION FOR SEED 4.1 Arrange and coordinate work. Limit preparation to areas which will be planted soon after preparation. 4.2 Loosen surface to a minimum depth of 4 in. Remove stones over 1 in. in any dimension and sticks, roots, rubbish and other extraneous matter. 4.3 Limestone: Spread lime uniformly over designated areas at rate designated in the Soil Test Report. Thoroughly mix through topsoil layer. 4.4 After application of lime, and prior to applying fertilizer, loosen areas to be seeded with a double disc or other suitable device if soil has become hard or compacted. Correct any surface irregularities in order to prevent pocket or low areas which will allow water to stand. 4.5 Fertilizing: Distribute fertilizer uniformly over areas to be seeded at a rate specified on the plans. Use a suitable distributor. 4.6 Incorporate fertilizer into soil to a depth of at least 2 in. by discing, harrowing or other approved methods. Clean surface of stones or other substances which will interfere with turf development or subsequent mowing operations. 4.7 Grade areas to be seeded to a smooth, even surface with a !cose, unifcrmly fine texture. Roll and rake, remove ridges and fill depressions, as required to meet finish grades. Limit fine grading to areas which can be planted soon after preparation. 4.8 Restore areas to be seeded to specified condition if eroded or otherwise disturbed after fine grading and before planting. Employ methods of sowing satisfactory to Engineer using approved mechanical power driven drills or seeders, or mechanical hand seeders, or other approved equipment. Stop work when work extends beyond most favorable planting season for species designated, or when satisfactory results cannot be obtained because of drought, high winds, excessive moisture, or other factors. The different mixtures are to be sown together at the rates shown on the plans. 5.3 Lightly rake seed into soil followed by light rolling or cultipacking. 5.4 Immediately protect seeded areas against erosion by mulching. Spread mulch in a continuous blanket using 1-1/2 tons per acre to a depth of 4 or 5 straws. 5.5 Immediately following spreading mulch, secure with evenly distributed emulsified asphalt at a rate of 200 gallons per acre. Use appropriate shields to protect adjacent curbs, walks, etc. 5.6 Protect seeded slopes against erosion with erosion netting or other methods approved by Engineer. PART 6 MAINTENANCE 6.1 Begin maintenance of seeded areas immediately after each portion is planted and continue until final acceptance. 6.2 Maintain seeded areas by watering, fertilizing, weeding, mowing, trimming, and other operations such as rolling, regrading, replanting as required to establish a smooth, acceptable area, free of eroded or bare areas. 6.3 Provide and maintain temporary piping, hoses and watering equipment as required to convey water from water sources and to keep areas uniformly moist as required for proper growth. 6.4 For seeded areas lay out temporary watering system and arrange watering schedule to avoid walking over muddy and newly seeded areas. Use equipment and water to prevent puddling and water erosion and displacement of seed and/or mulch. 6.5 Remulch with new mulch in areas where mulch has been disturbed by wind or maintenance operations sufficiently to nullify its purpose. Pipe shall be elastomeric joint conforming to requirements of ASTM D3034, SDR 35 for diameters less than 15" diameter. Pipe diameters greater than 15" shall conform to ASTM F679 Type 1, SDR 35. Elastomeric push -on joints shall conform to ASTM D3212 and F477 for collection line pipe. Fittings and specials shall be of the same material as pipe with elastomeric joints. Pipe and fittings used for sewer service laterals shall be 4" or 6" schedule 40 conforming to ASTM D1785 or solvent welded joints, conforming to ASTM 2564. 2.2 DUCTILE IRON PIPE A. Ductile Iron (DI) pipe shall conform to ANSI A21.51, Class 50 conforming to ANSI A21.11 with push -on joints where specified on the plans. Joints shall be rubber gasket conforming to ANSI A21.51. Pipe shall be furnished with cement mortar lining and seal coating per ANSI/AWWA A21.4/C104. Brick or Concrete Block: Brick shall conform to ASTM C62, Grade SW, or ASTM C32, Grade MS. Concrete block shall conform to ASTM C140. 2.4 PRECAST CONCRETE MANHOLES A. Manholes shall conform to ASTM C478 with tops and base sections as indicated on the Drawings. Joints between sections shall be made with "Kent Seal' sealant compound. Rubber gaskets shall not be used. PSX-Flexible Boot Connectors for jointing the pipe to manholes shall conform to ASTM C923. B. For pipe diameter 12" and less inverts shall be precast with cast in place flex boot connectors, PSX or equal. For pipe diameter greater than 12" inverts shall be field constructed with A-LOK flexible boot connectors, PSX with expanding steel clamp or equal. Invert channels shall have uniform cross-section through manhole without over -sized center bowl. 2.5 FRAMES, COVERS AND VENTS A. Cast iron conforming to ASTM A48, Class 30B. Standard manhole covers shall be Dewey Bros. RCR-3000 or equal, with vent holes. Water tight manhole covers shall be Dewey Bros. RCR-3000 WT, or equal, with bolt locking device. B. Vents shall be SCH 40 steel pipe with tan epoxy coating as shown on detail. 2.6 MANHOLE STEPS A. Manhole steps shall conform to ASTM C478 and the Drawings. Steps shall be manufactured from polypropylene encapsulated steel bars. PART 3 EXECUTION 3.1 GENERAL PIPE LAYING AND JOINTING A. Install PVC pipe in strict accordance with ASTM D2321, except as modified in these specifications. Install manholes as indicated on the plans. Install D.I.P. pipe in accordance with AWWA C600. Excavation and backfill shall be accomplished as specified under Section 02200 - Earthwork. B. Pipe shall be protected during handling against impact shocks and free fall. Pipe MARINE CHEVROLET 02520 - 2 1270.0001.OW June 1996 shall be kept clean at all times, and no pipe shall be used in the work that does not conform to the appropriate ASTM Specifications. The laying of pipe in finished trenches shall be commenced at the lowest point, with the spigot ends pointing in the direction of the flow. All pipe shall be laid with the ends abutting accurately to the lines and grades as laid with the ends in the direction of the flow. All pipe shall be laid with the ends abutting accurately to the lines and grades as shown on the plans, or as directed by the Owner. They shall be carefully centered so that when laid they will form a sewer with uniform invert. C. Preparatory to making pipe joints, all surfaces of the portion of the pipe to be jointed or of the factory made jointing material shall be clean and dry. Lubricants, primer, adhesives, etc., shall be used as recommended by the pipe or joint manufacturer's specifications. The jointing material or factory fabricated joints shall then be placed, fitted, and adjusted in such workmanlike manner as to obtain the degrees of water tightness required. Trenches shall be kept dry during bedding, laying and jointing and for as long a period as required. As soon as possible after the joint is made, sufficient backfill material shall be placed along each side of the pipe to offset conditions that might tend to move the pipe off line and grade. D. No superficial loads shall. be placed on the exposed surface of the trench, unless the backfill is of noncohesive material, is vibrated or is tamped in layers not exceeding 6-inches in depth, until the Owner is satisfied that sufficient settlement has occurred to alleviate undue live or impact loads. E. Any defects due to settlement shall be made good by the Contractor. Bell holes shall be dug sufficiently large to insure the making of proper joints. Water shall not be allowed to rise in the excavation until the joint material has received its set. Great care shall be used to secure water tightness, and to prevent damage to or disturbing of the joints during the backfilling process, or at any other time. Special precautions shall be exercised to prevent any pipe from resting on rock or any other hard projection which might cause breakage of pipe. 3.2 CLEANING PIPE A. The pipes shall be thoroughly cleaned before they are laid and shall be kept clean until acceptance of the completed work. The upper end of all pipe lines shall be provided with a header carefully fitted, so as to keep dirt and other substances from entering. This header shall be kept in the end of the pipe line at all times when laying is not in actual progress. 3.3 SHORING, SHEETING AND WELL -POINTING A. The Contractor shall include in his price bid for pipe the placing of all necessary shoring, sheeting and well -pointing, gravel bedding, and any other dewatering devices to keep trench dry and to prevent damage to other installations and where required by the Owner. MARINE CHEVROLET 02520 - 3 1270.0001.OW June 1996 3.4 SERVICE CONNECTING A. Sewer laterals shall be connected to the main by means of a 45 degree WYE- TEE fitting. Clean -outs shall be located at the right-of-way line with a cap extended to within 12" of surface. 3.5 CUTTING OF PIPE A. Cut pipe in a neat manner without damage to the pipe or any fittings or specials. 3.6 ADJACENT FACILITIES A. Water Lines: Where the location of the sewer pipe is not clearly defined in dimensions on the drawings, the sewer pipe shall not be laid closer horizontally than 10 feet from a water line except where the bottom of the water pipe will be at least 18 inches above the top of the sewer pipe. Where water lines are less than 18 inches above the sewer lines, or cross under gravity -flow sewer lines, the sewer pipe for a distance of at least 10 feet each side of the crossing shall be made of ductile iron pressure pipe with no joint located within 3 feet horizontally of the crossing. B. Sewer lines shall not be laid in the same trench with water lines, gas lines or electric wiring. 3.7 INSTALLATION OF MANHOLES A. Manholes shall be constructed of precast concrete rings in accordance with the Drawings. B. Invert Channels: The invert channels shall be smooth and semicircular in shape conforming to the inside of the adjacent sewer section. Changes in direction of flow shall be made with a smooth curve of as large a radius as the size of the manhole will permit. Changes in size and grade of the channels shall be made gradually and evenly. The invert channels shall be formed directly in the concrete of the manhole base or shall be built up with brick and mortar. The floor of the manhole outside the channels shall be smooth and shall slope toward the channels not less than 1 inch per foot nor more than 2 inches per foot. C. Pipe Connections: Pipe connections shall be made to the manhole using a PSX flexible boot connector and shall be made in accordance with the manufacturer's recommendation. Connections shall conform to ASTM C923. D. Manhole Steps: Manholes shall be provided with steps of acceptable design not less than 10 inches in width, built into and securely anchored in the walls. Steps shall be spaced uniformly approximately 16 inches apart with alternate ,tens offset 6 inches horizontally. 3.8 BACKFILL A. Materials and installation of pipe bedding haunching and backfill shall be in MARINE CHEVROLET 02520 - 4 1270.0001.OW June 1996 �:w p;�s accordance with Section 02222 - EARTHWORK. 3.9 FIELD QUALITY CONTROL A. Field inspection, sampling and testing will be performed per Owner's instructions. 3.10 TESTING A. General: The Contractor shall be responsible for providing all equipment necessary for tests of displacement, deflection, and leakage. Testa for deflection and leakage shall be performed by the Contractor and observed L•y'he Owner's representative. Each segment of line shall be tested after it is completed, backfilled, and compacted. Tests shall be executed within 2 weeks after completion of backfilling and compaction for each segment of line, and again within 30 days prior to final acceptance of the project if required. All defects in the pipeline and appurtenances shall be remedied by the Contractor at no additional expense to the Owner. 3.11 TEST FOR DISPLACEMENT OF SEWERS A. Sewer mains will be checked by the Owner's representative to determine whether any displacement of the pipe has occurred. The test will be as follows: A light will be flashed between manholes, by means of a flashlight or by reflecting sunlight with a mirror. If the illuminated interior of the pipeline shows poor alignment, displaced pipe, or any other defects, the defects shall be remedied by the Contractor. 3.12 TEST FOR DEFLECTION A. Deflection tests shall be performed on all sections of flexible pipe. B. Maximum allowable deflection shall be 5 percent at any point. C. Deflection shall be measured with a pin -type mandrel "Go/No Go" gauge. The gauge shall be pulled through the pipe by means of a strong cord or cable. D. Any section of pipe not meeting the 5 percent maximum deflective requirement shall be excavated, backfilled, recompacted and retested. 3.13 TEST FOR LEAKAGE A. All segments of completed line shall be tested for leakage by low pressure air test, except that the infiltration test may be used as approved by the Owner's representative. B. The Contractor shall remedy all visible leaks in pipes, manholes, and appurtenances. C. Maximum allowable leakage for the system shall be 100 gallons per inch pipe diameter per linear mile of pipe per 24 hours, including manhole infiltration. No MARINE CHEVROLET 02520 - 5 1270.0001.OW June 1996 single segment of line (manhole to manhole) shall exceed this requirement. D. Air Testing: Air testing shall be required if, in the opinion of the Owner, conditions are such that infiltration measurements may be inconclusive. The test shall be conducted in the presence of the Owners representative and shall conform to the following requirements: E. Test pressure shall be 3.5 psi increased by the ground water pressure above the top of the sewer. Pressure loss iirom 3.5 to 3.0 psi shall not exceed 0.5 psi during the required testing time. G. Each section of sewer between two or more cleanouts/manholes shall be tested in accordance with ASTM F1417, "Installation Acceptance of Plastic Gravity Sewer Lines Using Low Pressure Air." If any test fails to meet established requirements the cause shall be determined and corrected if necessary. 3.14 TEST RESULTS A. Certified copies of all test results shall be furnished to the Owner and the Owner's representative within 1 week after the test. END OF SECTION MARINE CHEVROLET 02520 - 6 1270.0001.OW June 1996 SECTION 02531 - WATER DISTRIBUTION SYSTEM PART1 GENERAL 1.1 SCOPE: The work covered by this section of the specifications consists of furnishing all plant, labor, equipment, materials, supplies and in performing all operations in connection with the installation of waterlines and appurtenances, in strict accordance with these specifications and the applicable drawings and subject to the terms and conditions of the contract. PART PRODUCTS 2.1 PVC Pipe: All plastic water main pipe size 4" through 12" shall be polyvinyl chloride (PVC) made from clean, virgin materials. Pipe shall meet the requirements of AWWA C900 with cast iron equivalent O.D., and shall be DR 18 (pressure class 150). Pipe shall be integral wall - thickened bell end type or twin gasket joint type with elastomeric gaskets. Pipe shall have a nominal laying length of ductile or gray cast. F stings shall be ductile or gray iron, as specified in paragraph 2.2. 2" diameter mains shall conform to ASTM 2241, SDR-21, Class 200 Polyvinyl Chloride Pipe. PVC pipe shall bear NSF logo for potable water application. 2.2 Ductile Iron Pipe: All ductile iron pipe shall be centrifugally cast in accordance with AWWA C151, latest edition. Pipe shall meet AWWA C150 thickness Class 50. All joints shall be either push -joint or mechanical joint with rubber gaskets conforming to AWWA C111, latest revision. Fittings shall be of the same pressure rating as the pipe and shall conform to AWWA C110, latest revision. All pipe and fittings shall be cement -mortar lined in accordance with AWWA C104, latest revision. All pipe and fittings shall be bituminous coated outside. All pipe and fittings shall be marked (stamped or cast) with the manufacturer's mark, year produced, class and letters "DI" or the work "Ductile." Piping for all vaults shall be ductile iron to a point 5 feet beyond the exterior face of the vault. 2.3 Valves: All valves shall conform to AWWA C509, latest revision, 200 psi, iron body, resilient seat. Ali valves shall have mechanical joint ends. All valves shall open left and shall have a 2" square operating nut on the stem. All valves shall be iron body, bronze mounted double disc non -rising stem type, with "o" ring stem seal and 175 psi working pressure rating. Valves shall be as manufactured by Mueller Company or equal. 2.4 Tapping Sleeve and Valves: Sleeve shall be cast iron, 150 psi working pressure mechanical joint. Valve shall be gate type with "o" ring seals, mechanical joint outlet end and flange end for connection to tapping sleeve. Flange end shall have machined projections to insure correct alignment. Seat opening of valve shail be siightiy larger than nominal size to provide for full diameter cut to be made. Sleeve shall be furnished by valve manufacturer. MARINE CHEVROLET 02531 - 1 1270.0001.OW June 1996 2.5 Valve Boxes: Valve boxes shall be cast iron, coated, three-piece screw type construction with a minimum shaft diameter of 5-1/4 inches. Valve boxes shall be of sufficient length to allow for proper installation at the depths required for the valves. Valve boxes shall have cast iron lids with the word "WATER" cast into the top face of the lid. 2.6 Hydrants: Hydrants shall conform to AWWA C502, latest revision, fire hydrant for ordinary waterworks service with two 2-1/2" hose connections and one 4-1/2" pumper connection. Hydrant shall be dry -barrel type with drain outlet for draining when valve is closed. Hydrant shall have breakable barrel and operating stem with barrel length for 3'-6" bury. Hydrant shall be equipped with 6" mechanical joint bottom hub with strapping lugs. Operating nut shall be 1-1/2" solid pentagonal nut with "o" ring seals. Hydrant shall open left and be rated at 150 psi working pressure and 300 psi test pressure. Hydrant shall be Mueller No. A-421 Centurion or approved equal. 2.7 Corporation Stops: Corporation stops shall be Ford or equal suitable for 200 psi. A. Service Saddles: Service saddles shall be double -strap type, malleable iron body conforming to ASTM-A47, carbon steel straps conforming to ASTM-A307, electro-galvanized with di -chromate seal. Saddle shall incorporate "O" rings seal or gasket and be installed in accordance with manufacturers recommendations. Service saddle shall be suitable for 200 psi, Rockwell 313 or equal. 2.8 Water Service Pipe: Service pipe shall be polyethylene (PE) and shall conform to AWWA C901. Working pressure shall be 200 psi. Service pipe shall be iron pipe size and be approved for potable water. Insert stiffeners shall be stainless steel. 2.9 Meter Yokes: Shall be Mueller, Ford or equal. 2,10 Meter Valves: Meter valves shall be required for installation with the type of service pipe provided and water meters used by Owner. Valves shall be of brass and bronze construction with O-ring seals. Valves shall be inverted key angle meter valves as manufactured by Ford or equal. 2.11 Meter Boxes: Meter boxes shall be cast iron, with heavy duty cast iron lids with the word "water meter" cast in the top. Dewey or approved equal and of sufficient size to accommodate water meter, valves and a pressure reducing valve. Box shall be set on brick to appropriate grade. 2.12 Manholes: Manholes shall be constructed or a section of 48" diameter concrete pipe and rest on a concrete footing. Manhole frame and cover shall be gray cast iron conforming to ASTM A48 and be Dewey Bros. MH-RCR- 2001 or equal. 2.13 Backflow Preventer: The backflow preventer shall be a 1'/ inch double check valve assembly designed to prevent the reuse flow in water lines and to'present water from entering into the potable water system. It shall consist of bronze body construction, Celcon check seats, stainless steel trim, and bronze ball valve test cocks. Assembly shall conform to AWWA C506-78 as manufactured by Watts Regulation, Febco or equal. MARINE CHEVROLET 02531 - 2 1270.0001.OW June 1996 PART 3 EXECUTION 3.1 METHODS OF CONSTRUCTION: A. General: Pipe shall be installed in accordance with the procedures of AWWA C600 and with the recommendations of AWWA Manual of Practice M23. B. Cutting of Pipe: Cutting of pipe shall be done in a neat and workmanlike manner without damage to the pipe. Unless otherwise recommended by the manufacturer and authorized by the Owner's representative, cutting shall be done with a suitable mechanical cutter. C. Adjacent Facilities Sewer Lines: Where the location of the water pipe is not clearly defined in dimensions on the drawings, the water pipe shall not be laid closer horizontally than 10 feet from a sewer except where the bottom of the water pipe will be at least 18 inches above the top of the sewer pipe. Polyethylene (PE) Pipe Joints shall be made with suitable compression type fittings. Inserts shall be used as recommended by the fitting and pipe manufacturer. C. Connections between different types of pipe and accessories shall be made with transition fittings approved by the Owner's Representative. D. SERVICE LATERALS: Service Laterals shall consist of a tapping saddle, corporation stop, a length of PE pipe to the meter, pressure reducing valve, meter with mount and box and PE pipe to the building connection. 3.4 Setting of Fire Hydrant, Valves, Valve Boxes and Meter Boxes A. Fire Hydrants shall be located and installed as shown on the drawings and details. Each hydrant shall be connected to the main with a 6-inch branch line MARINE CHEVROLET 02531 -3 1270.0001.OW June 1996 having at least three (3) feet of cover. Hydrants shall be set plumb with the pumper nozzle facing the roadway and with the center of the lowest outlet not less than 18 inches above the finished surrounding grade, and the operating nut not more than 48 inches above the finished surrounding grade. The hydrant shall be set in a bed of crushed rock which shall surround the barrel at least 12 inches in all directions. Concrete blocking shall be placed as shown in the details of the Plans. B. Valves and Valve Boxes shall be installed where shown or specified, and shall be set plumb. Valve boxes shall be centered on the valves. Boxes shall be installed over each outside gate valve unless otherwise shown. Where feasible, valves shall be located outside the area of roads and streets. Earth fill shall be carefully tamped around each valve box to a distance of 4 feet on all sides of the box, or to the undisturbed trench face if less than 4 feet. C. Hydrants and Valves after delivery shall be drained to prevent freezing and shall have the interiors cleaned of all foreign matter before installation. Stuffing boxes shall be tightened and the hydrant or valve shall be fully opened and fully closed to insure that all parts are in working condition. D. Meters will be furnished and installed by Contractor upon completion and testing and disinfection of the water lines. E. Setting Vaults: Install vaults as shown on the drawings and details. Location of vaults shall be as directed by the Engineer. All vaults shall be installed plumb and level on a well compacted subgrade. F. Backflow preventor shall be installed inside building. 3.5 THRUST BLOCKS: Plugs, caps, tees, and bends deflecting 22-1/2 degrees or more, either vertically or horizontally, on water lines 6 inches in diameter or larger, and fire hydrants shall be provided with thrust blocking. Blocking shall be placed between solid ground and the fitting to be anchored. Unless otherwise indicated or directed the base and thrust bearing sides of thrust blocks shall be poured directly against undisturbed earth. The sides of thrust blocks not subject to thrust may be poured against forms. The area of bearing shall be as shown in the Plans or as directed. Blocking shall be placed so that the fitting joints will be accessible for repair. Steel rods and clamps shall be protected by galvanizing or by coating with bituminous paint. 3.6 Testing and Inspection A. Perform testing and inspection prior to cleaning and final acceptance. The method proposed for disposal of wastewater from hydrostatic and disinfection tests shall be submitted to the Owner's representative prior to performing the hydrostatic tests. Acknowledge satisfactory performance of rests and inspections in writing to Engineer prior to final acceptance. B. Test and inspect all pipes and joints in designated sections. Bear the cost of all testing and inspecting, locating and remedying of leaks and any necessary retesting and re-examination. D. Two (2) types of testing and inspection will be employed for the water distribution system. These include: Hydrostatic pressure testing a. Tests shall be conducted in accordance with AWWA C600 except where modified herein. The pipe shall be tested between each valved section or 3,000 foot sections, whichever is longest in length. The pressure shall be measured at the point of testing. b. At the conclusion of the pressure test, the corporation cocks shall be removed and plugged, or left in place at the discretion of the Owner. d. Where any section of a main is provided with concrete reaction blocking for fittings or hydrants, the hydrostatic pressure test shall not be made until at least 5 days after installation of the concrete reaction blocking, unless otherwise approved. Asbestos -cement pipe, concrete pipe, and pipe jointed with sulfur compound shall be filled with water for at least 36 hours before being subjected to the pressure test. e. Test Pressures shall: (1) Equal the test pressure specified at the highest point in the section tested. (2) Not exceed pipe or thrust restraint design pressures. (4) Not exceed twice the rated pressure of valves or hydrants when the pressure boundary of the test section included closed gate valves or hydrants. Repair deflective joints, welds, pieces of pipe, jointing material, valves or other defective areas and repeat pressure testing until pipe system meets test criteria. Pay for any additional costs associated with retesting and repairs. 2. Leakage Test. A leakage test shall be conducted concurrently with the pressure test. a. Leakage defined. Leakage shall be defined as the quantity of water that must be supplied into the newly laid pipe, or any valved section thereof, to maintain pressure within 5 psi of the specified test pressure after the air in the pipeline has been expelled and the pipe has been filled with water. b. Allowable leakage. No pipe installation will be acceptable if the leakage exceeds 10 gallons per inch of pipe diameter per mile of pipe per 24 hours. C. Acceptance of installation. Acceptance shall be determined on the basis of allowable leakage. If any test of pipe laid discloses leakage greater than that specified, the contractor shall, at his own expense, locate and repair the defective material until the leakage is within the specified allowance. All visible leaks are to be repaired regardless of the amount of leakage. Repair defective joints, welds, sections of pipe, jointing material valves or other defective areas and repeat pressure testing until pipe system meets test criteria. Pay for any additional costs associated with retesting and repairs. E. Hydrostatic tests and disinfection may be conducted concurrently, using the water treated or disinfection to accomplish the hydrostatic tests. If yvater is lost when treated for disinfection and air is admitted to the unit being tested, or if any repair procedure results in contamination of the unit, disinfection shall be reaccomplished at Contractor's expense. MARINE CHEVROLET 02531 - 6 1270.0001.OW June 1996 3.7 Disinfection: Before acceptance of potable water operation, each unit of completed water supply line, water distribution line, and water service line shall be disinfected as prescribed by AWWA C601, latest revision using the continuous feed method, modified as described herein below: A. Prior to disinfection, the water main shall be filled with water to eliminate air pockets and shall be flushed to remove particles. The flushing velocity in the main shall not be less than 2.5 feet per second. B. Chlorine shall be added to the system until there is a uniform concentration with a free residual of not less than 50 mg/I. The line shall be sampled at regular intervals along the length being disinfected to insure the level of residual. C. Once the system is uniformly chlorinated, the chlorinated water shall be retained in the system for at least 24 hours, during which time all valves and hydrants in the system shall be operated several times to insure disinfection of the appurtenances. At the end of the 24 hour period, the treated water in all portions of the main shall have a residual of not less than 10 mg/I free chlorine. D. After the disinfection period, the heavily chlorinated water shall be flushed from the main until chlorine measurements show that the chlorine concentration in the water leaving the main is no higher than that generally prevailing in the system that is acceptable for domestic use. E. After final flushing and before the water system is placed in service, two (2) consecutive samples taken at least 24 hours apart shall be collected from the end of the line and tested for bacteriological quality in accordance with Standard Methods for the Examination of Water and Wastewater. The tests shall be performed by a State approved laboratory. If the initial disinfection fails to produce satisfactory bacteriological samples, the main may be reflushed and shall be resampled. If check samples show the presence of coliform organisms, the main shall be redisinfected using the above procedures until satisfactory results are obtained.
