The actions that will be taken for any violations of the stormwater permit will he addressed to the HOA, not the
homeowner. This office requests the application submitted to the HOA frorr the homeowner in question in support of

You came out and did an inspection a few days ago on a property in Providence, 6709 Carmel Trail, where I told you
heavy equipment was brought in last summer to change the drainage pattern and dry out what had been a 404
Wetland. At that time, I referred to the property as the Munn's, but I have since learned the home actually belongs to
Mrs. Munn's parents, John and Carolyn Blanchard. Mr. Munn lives there and is the one who applied to the
Architectural Review Board and was denied the right to perform extensive drainage work, and was told to get
permission from CAMA but went ahead and did what he wanted anyway. He used heavy equipment to dig up,
bulkhead, lay drainage pipe large and small, and infill with dirt to change the over land drainage to underground
drainage and to dry out the area he wanted to build on. Changing the drainage and infilling resulted in the wetland area
where Mr. Munn wanted to build a garage and driveway extension becoming dry. He has totally changed the area
where the 404 wetland was located. That is the nature of my complaint. I have attached 3 maps, all the same area, just
different levels of detail so you can see the 404 wetland, then the neighborhood and the Map book it was taken from. I
did not have these at the time you came by. A neighbor brought them to me later that same day.
i asked an Architectural Review Board Member to provide you with a copy of Mr. Munn's application for the drainage
project, along with the ARBs responses. She said she can't send it to you at my request, but if you call her or e-mail her

I received a complaint from Barbara Schroder (910-538-9814). Her neighbor atA709 Carmel Trail (lot 33 on the plans)
has "changed the stormwater runoff', filled/impacted wetlands, and is planning on constructing a detached garage. She
mentioned this lot owner is in the development business and brought in some concrete pipe and had it installed (not
sure where). This is an old permit without much info but the plans show a pipe under the road at the middle of this
lot. Can you take a look at the stormwater system?
This subdivision has 7,227 sf of BUA allocated to each lot, and in looking at the aerials, I'm not terribly concerned about
over building.
Ms. Schroder is quite concerned that they will start constructing this detached garage soon and is interested in when a
site visit may be constructed. Let me know how it goes!
